THE END OF THE CONTRACT PERIOD, SUBJECT TO NEGOTIATION; ALLOCATING FUNDS FROM THE GENERAL OPERATING BUDGETS OF THE DEPARTMENTS OF HUMAN RESOURCES, ACCOUNT CODE NO. 001000.270101.6.260, POLICE, ACCOUNT CODE NO. 001000.290201.6.260, AND FIRE -RESCUE, ACCOUNT CODE NO. 001000.280401.6.260; AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH INTEGRATED REGIONAL LABORATORIES. WHEREAS, pursuant to public notice, Request for Proposals ("RFP") No. 00-01-113 was mailed to twenty firms for the purpose of performing drug screening profiles (Part 1 - Employment, Part II - Police and Fire; and Part III - DOT Alcohol and CITY COMMSSION METING OF JUN 1 4 2001 y�wwwtwe No. Q O 1 ,., —UL �I1IIBii�' I Controlled substances) of applicants and designated current employees; and WHEREAS, three responses were received on April 19, 2001; and WHEREAS, two responses were deemed non-responsive because the collection site was not located within the City of Miami limits, as required by the RFP; and WHEREAS, the Evaluation Committee evaluated and recommended that the proposal from Integrated Regional Laboratories, the only responsive and responsible proposal, be accepted as the most advantageous to the City; and WHEREAS, the City Manager and the Director of the Department of Human Resources recommend that the proposal received from Integrated Regional Laboratories, be accepted as the proposal most advantageous to the City; and WHEREAS, funds for drug screening services are available from the General Operating Budgets of the Departments of Human Resources, Account Code No. 001000.270101.6.260; Police, Account Code No. 001000.290201.6.260 and Fire -Rescue, Account Code No, 001000.280401.6.260; Page 2 of 4 0i_ B 5 8 :rn�� 1 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The recommendation of the City Manager to approve the findings of the Evaluation Committee, pursuant to RFP No. 00-01-113, that the most qualified firm to provide drug screening services is Integrated Regional Laboratories for the provision of drug screening services for the Department of Human Resources on a contract basis for a period of two years, with the option to renew for two additional one-year periods, in an annual amount not to exceed $67,000 during each of the first two years, and providing for an increase not to exceed 10% in the third year, effective through the end of the contract period, subject to negotiation, is accepted, with funds allocated from General Operating Budgets of the Departments of Human Resources, Account Code No. 001000.270101.6.260), Police, Account Code No. 001000.290201.6.260, and Fire -Rescue, Account Cods No. 001000.280401.6.260. The proposed contract will be effective for an initial two year period with the option to extend for two additional one-year periods. Compensation during the first year of the initial contract period is approximately $67,000. BACKGROUND In an effort to secure a broad range of providers, invitations to perform drug screening services for the City of Miami were sent to 20 firms. This effort resulted in responses from three firms, two of which were non-responsive. The need for laboratory services is outlined in Section 3(i) of Ordinance No. 8526 adopted by the City Commission on January 20, 1976. The Department of Human Resources is required to establish and maintain medical services which shall include a medical examination of employees and prospective employees. Additionally, on January 14, 1988, the City Commission adopted Motion 88-34 which required all new applicants to undergo a drug test. Drug screening services will include performing drug profiles (i.e., employment, annual and commercial driver license, etc.) on applicants and designated current employees including but not limited to Police, Fire -Rescue, Solid Waste and General bargaining unit employees; unclassified employees; and managerial employees. The need for such services is mandated by City Commission policy, the various applicable labor agreements, and federal guidelines. Funding is available within the operating budgets of the Departments of Human Resources (Account No. 001000.270101.6.260), Police (Account No. 001000.290201.6 260) and Fire -Rescue (Account No. 001000.280401.6.260) to cover the cost of these services. Gimenez TO City Manager i �H FROM : eld ur Chairperson Drug Screening Selection Committee May 8, 2001 DATE : FILE SUEMECT Drug Screening Services RFP No. 00-01-113 REFERENCES ENCLOSURES On April 27, 2001, the Selection Committee for Drug Screening Services met to evaluate the responses to Request for Proposal (RFP) No. 00-01-113. The Selection Committee was comprised of Mike Edwards, Employee Relations Medical Records Administrator, Miami -Dade County, Ana M. Gonzalez -Fajardo, Assistant Employee Relations Director, City of Coral Gables, and myself Of the three responses, two were deemed non-responsive, as the collection site was not located within City limits, as required. Therefore, the evaluation was restricted to the one responsive and responsible proposal submitted by Integrated Regional laboratories. Based on the evaluation, it was the unanimous decision of the Committee to recommend that Integrated Regional Laboratories be awarded all three drug screening components: Part I - Employment; Part U - Police and Fire; and Part M - DOT Alcohol and Controlled Substances.
