CORPORATION FOR THE PROJECT ENTITLED "DOWNTOWN STORM SEWERS/IMPACT FEE, PHASE I, B-5631" IN THE AMOUNT OF $296,746.80; ALLOCATING FUNDS FROM CAPITAL IMPROVEMENT PROJECT NO. 352291 AS APPROPRIATED BY THE ANNUAL APPROPRIATIONS AND CAPITAL IMPROVEMENT PROJE:C':'S ORDINANCES, AS AMENDED, IN THE AMOUNT OF $296,746.80 FOR THE CONTRACT COSTS, AND $43,172.20 FOR EXPENSES, FOR TOTAL, ESTIMATED COSTS OF $339,919; AND AUTHORIZING THE CITY MANAGER TO EXECU'T'E AN AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, pursuant to public notice, Invitation for Bids No. 00-01-074 for the project entitled "Downtown Storm Sewers/Impact Fee, Phase 1, B-5631", was mailed to thirty-seven potentialbidders; and WHEREAS, ten bids were received May 15, 2001; and WHEREAS, the City Manager and the Director of. the Department of Public Works recommend that the bid from P.N.M. Corporation, be accepted as the lowest responsible and responsive bid; and W-,... (OgTv OOmession MISTAVO CW JUN t42001 #MWUU4 41" 01- 551 WHEREAS, funds are available in the amount of $339,919 for the proposed amount of the contract, project expenses and incidentals under Capital Improvement Project No. 352291, as appropriated by the Annual Appropriations and Capital Improvement Projects Ordinances, as amended; NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The May 15, 2001 bid of P.N.M. Corporation, in the proposed amount of $296,746.60, for the project entitled "Downtown Storm Sewers/Impact Fee, Phase I, B-5631" for the total bid of the proposal, based on lump sum and unit prices, is accepted at the price stated therein. Section 3. Funds for the total estimated project costs of $339,919 are hereby allocated from Project No. 352291, as appropriated by Appropriations Ordinance No. 11705, as amended. 'Dotal project costs consist of the $296,746.80 contract cost and $43,172.2.0 estimated expenses incurred by the City. Page 2 of 3 01- 551 • • Section 9. TP/tp Encl. c: Albert Dominguez Yvette Smith Project Manager File BID NO.00.01-074 ADVERTISEMENT FOR BIDS Sealed bids for "DOWNTOWN STORM SEWERS/ IMPACT FEE PHASE I, B-5631" will be received by the City Clerk of the City of Miami, Florida at 10.00 AM on the 16th day of May, 2001, at the City Clerk's Office, first floor of the Miami City Hall, 3500 Pan American Drive, Dinner Key, Miami, Florida, 33133, at which time and place they will be publicly opened and read. Any bid submitted after the above appointed time will not be accepted by the City Clerk. The project involves the construction of an exfiltration stormwater drainage system for SW 15"Road between Coral Way 8 South Miami Avenue and S.W. 14 Street between S.W. 1511" Road & S.W. Vt Court. The work includes the construction of exfiltration drains with cross drains and related drainage structures throughout this area to eliminate stormwater flooding problems The project requires the excavation and installation of 1,264 linear feet of 24-inch diameter perforated aluminum French drain pipe, 642 linear feet of cross drain pipes, 32 precast conctete drainage inlet and manhole structures, 3,585 linear feet of depressed and standard curb & gutter, regrading of swales and surface restoration. A 100% performance bond Is required for this project. Bidders will furnish performance and bid bonds In accordance with Resolutions No. 86-883 and No. 87-916. Prospective bidders must have a current certified Contractor's License from the State of Florida Construction Industry License Board for the class of work to be performed, or the appropriate Certificate of Competency or the State Contractor's Certificate of Registration as issued by Miami- Dade County Code, which authorizes the Bidder to perform the proposed work. A General Engineering contractor IGEC1 License shall be required for this Prolect. There will be a 20 deposit required for the first set of specifications. Specs can also be mailed to bidders upon written request to the Public Works Department including a separate check in the amount of £8. Additional sets may be purchased for a non-refundable fee of L20. Deposits will be refunded only upon return of one set of specifications to the Department of Public Works, unmarked and in good condition within two (2) weeks after the opening of the bids. Bidders are alerted to the provisions of Ordinance Nos. 10062, 10538 and 10332 regarding allocations of contracts to minority vendors, contractors and sub-contractors. THIS PROJECT HAS BEEN DESIGNATED AS A SET- ASIDE FOR CITY OF MIAMI CERTIFIED FEMALE, HISPANIC, OR BLACK-OWNED FIRMS. DETAILS ARE CONTAINED IN BID SPECIFICATIONS. The City of Miami has adopted Ordinance No. 10032, which implements the "First Source Hiring Agreement". The object of this Ordinance is to provide employment opportunities to City of Miami residents on contracts resulting in the creation of new permanent jobs.
