A RESOLUTION OF THE MIAMI CITY COMMISSION,
WITH ATTACHMENT(S), APPROVING THE CITY OF
MIAMI'S CO-SPONSORSHIP OF PARROT JUNGLE AND
GARDENS ("PJG"); APPROVING THE NAMING OF SHE
ACCESS ROAD LOCATED ON WATSON ISLAND ALONG
THE MacARTHUR CAUSEWAY AS "PARROT 7_7NGLR,
TRAIL"; APPROVING THE PLACEMENT OF THE CITY'S
LOGO ON CERTAIN PJG MARKETING MATERIALS; AND
AUTHORIZING THU PLACEMENT OF PROMOTIONAL
BANNERS ON FIFTY PERCENT Ok' THE LIGHT POLES

CASE-BY-CASE BASIS; FURTHER ACCEPTING, IN
PRINCIPLE, THE PARROT JUNGLE AND GARDENS
SPONSORSHIP PROPOSAL PRESENTED TO THE CITY OP
MIAMI, DATED MAY 23, 2001, ATTACHED AND
INCORPORATED, SUBJECT TO MODIFICATIONS AS
STATED HEREIN; AND AUTHORIZING THE CITY
MANAGER TO EXECUTE THE NECESSARY DOCUMENTS,
IN A FORM ACCEPTABLE TO Tiig CITY ATTORNEY,
FOR SAID PURPOSE.
WHEREAS, Parrot Jungle and Gardena of Watson Island, Inc.
("PJG") and the City of Miami entered into a Lease and
Development Agreement, as modified, dated September 2, 1997; and
WHEREAS, the City and PJG wish to also enter into a City of
Miami -Parrot Jungle Sponsorship Program which will benefit the
City, its residents, and employees;

NOW, THEREFORE, BE :T RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The City of Miami's co-sponsorship of PJG,
the naming of the access road located on Watson Island along the
MacArthur Causeway as "Parrot Jungle Trail," and the placement of
the City's logo on certain PJG marketing materials are approved,
and the placement of promotional banners on fifty percent of the
light poles located along the access road on Watson Island
leading to PJG is authorized, subject to the City Manager's
approval for placement of each banner, on a case-by-case basis.
Section 3. The Parrot Jungle and Gardens Sponsorship
Proposal to the City of Miami, dated May 21, 2001, attached and
incorporated, is accepted, in principle, and the City Manager is
authorizedil to execute the necessary documents, in a form
acceptable to the City Attorney, for said purpose.

requirements that may be imposed by the City Attorney, including but nor -
limited to those prescribed by applicable City charter and Code
provisions.

Cite of Miami -Parrot Jungle Sponsorship Program
Parrot Jungle and Gardens of Watson Island, Inc. entered into a Lease and Development
Agreement with the City of Miami on September 2,1997, which was amended by
Modification of Lease and Development Agreement dated April 14, 2000 for the
development of a botanical garden attraction and related uses on 18.6134 acres of City -
owned waterfront property and adjacent bay bottom lands located at Watson Island,
Miami, Florida. Due to the long-term relationship established between the City of Miami
and Parrot Jungle and Gardens, Parrot Jungle and Gardens believes that a further
enhancement of this relationship should include a full partnership and sponsorship
relationship involving the current Parrot Jungle and Gardens located in Pinecrest, Florida
and the new Watson Island facility. Thus, Parrot Jungle and Gardens proposes the
following.
Parrot Jungle and Gardens will offer free admission to all City of Miami employees
presenting valid City identification cards during the months of May, June, September and
October (holidays excluded) of every year beginning in 2001 and ending in 2060. With
an estimated 4000 employees and an adult admission price of S15.95 currently, this
benefit represents $63,800 if each employee were to visit the Jungle once. Using the
Consumer Price Index of 3%, with the employee base remaining constant, over the life of
this relationship, the City of Miami is receiving an employee benefit with a value of
$13,455,800.
Parrot Jungle and Gardens will offer the residents of the City of Miami during the months
of May, June, September, October (holidays excluded) 2001 through 2060, a twenty
percent discount (20%) off of the regular admission to Parrot Jungle. Each resident must
show proof of residency in the City of Miami. Estimating the City to have approximately
365,000 residents (287,000 adults and 78,000 persons under the age of 18) and growing
by 4000 per year, with each one visiting the Jungle otice, would represent a value of S
292,783,091 for adults and S 35,744,903 for children over the life of this relationship of
60 years.
Parrot Jungle and Gardens, beginning in the summer of 2002, will undertake a summer
training program for six (6) students per year until 2060. Both the City of Miami and
Parrot Jungle and Gardens shall mutually agree as to the procedure for selecting the six
students. Students will receive training in: landscaping and horticulture; food service;
tourism and hospitality; and, education programs. The first year this represents a value of
$8640. At the end of 2060, using the CPI escalation factor of 3%, the City realizes a
benefit of $ 1,359,360 over the life of this agreement.
Parrot Jungle and Gardens, beginning in the summer of 2001, and continuing until 2060,
will provide to the City of Miami a 20% discount off the published price for any
functions held at Parrot Jungle and Gardens (excluding holidays) including food
(utilizing Parrot Jungle catering). For estimation purposes, based on 6 functions a year for

500 persons, the savings the City of Miami will realize are $9,900 in 2001 and escalate to
$1,614,229 over the life of this agreement.
Parrot Jungle and Gardens will also provide the City of Miami with four functions
(excluding holidays) each year until 2060, with a 50•/. discount off of the published
prices. Assuming an employee picnic for all 4000 employees over the course of a year,
this represents a savings value of $33,00 in the first year and a total of $5,380,763 over
the life of this agreement.
The total benefit which the City of Miami will realize given its partnership relationship
with the Parrot Jungle for the above programs over 60 years is $350,338,149.
For these benefits, the City of Miami will provide the Parrot Jungle with the following:
The City of Miami is a permanent sponsor of the Parrot Jungle and Gardens receiving
and providing all rights and privileges related thereto.
The City of Miami agrees to naming the access road located on Watson Island along the
MacArthur Causeway, "Parrot Jungle Trail".
The City of Miami agrees to give to Parrot Jungle and Gardens exclusive rights tothe use Mc
of all light posts located on the Watson Island access road for Parrot Jungle banners for
the life of this agreement.
The City of Miami will have its logo noted on related Parrot Jungle and Gardens
•- marketing collateral.

not accurately reflect the co-sponsorship terms agreed to between the City and Parrot Jungle
and Gardens.
Please replace the document you presently possess as Resolution No. 0 1 -533 with the
attached substitute original resolution which las been revised to clearly reflect the scope of the
City of :Miami's co-sponsorship of Parrot Jungle and Gardens that was approved by the City
Commission. This memorandum may be attached to Resolution No. 01-533 so that any
concern regarding the substitution of said Resolution is clarified.

Parrot Jungle nd Gardens shall mutually agree as to the procedure for Bele 'ng tite six
students. St eats will receive training in: landscaping and horticulture; food rvice;
tourism aA hospitality; and, education programs. The first year this represents alue of
$8640.At the end of 2060, using the C111 escalation factor of 3%, the City realize
bene of $ 1,359,360 over the life of this agreement.
PAW Jungle and Gardens, beginning in the summer of 2001, and continuing until 2060
ill provide to the City of Miami a 20% discount off the published price for any
functions held at Parrot Jungle and Gardens (excluding holidays) including food
(utilizing Parrot Jungle catering). For estimation purposes, based oil 6 functions a year for

Parrotgle and Gardens will also provide the City of Miami with four functions
(excludin holidays) each year until 2060, with a 50% discount off of the published
prices. Ass ing an employee picnic for all 4000 employees over the course of a ear,
this represen savings value of $33,00 in the first year and a total of $5,380,7 over
the life of this eement.
The total benefit w ' h the City of Miami will realize given its partner relationship
with the Parrot Jungl or the above programs over 60 years is $350,33 49.

Agreement withty of Miami on September 2,1997, which was amended by
Modification of and Development Agreement dated April 14, 2000 for th
development of a botai Fal garden attraction and related uses on 18.6134 acre f City -
owned waterfront propc and adjacent bay bottom lands located at Watsoi .'sland,
Miami, Florida. Due to the�Ong-tct�» relationship established between the .ity o1'Miami
and Parrot Jungle and Garde $, Parrot Jungle and Gardens believes that further
enhancement of this rclationsl ip should include a full partnership and ponsorship
relationship involving the current Parrot Jungle and Gardens locate n Pinecrest, Florida
and the new Watson Island facility;., Thus, Parrot Jungle and Gard s proposes the
following.
Parrot Jungle and Gardens will offer freo:admission to all 9ty of Miami employees
presenting valid City identification cards during the mons of May, June, September and
October (holidays excluded) of every year beelluiing i -1001 and ending in 2060. With
an estimated 4000 employees and an adult adirtissior rice of $15.95 currently, this
benefit represents $63,800 if each employee weiV t visit the Jungle once. Using the
Consumer Price Index of 3%, with the employee ase remaining constant, over the life of
this relationship, the City of Miami is receivir�Fan eatployee benefit with a value of
513,455,800.
Parrot Jungle and Gardens will offer thF/esidents of the City of Miami during the months
of May, June, September, October (hojfdays excluded) 2001 through 2060, a twenty
percent discount (20%) off of the re)(ilar admission to Parrot Jungle. Each resident must
show proof of residency in the City of Miami. Estimating the City to have approximately
365,000 residents (287,000 adu;li and 78,000 persons under the age of 18) and growing
by 4000 per year, with each o0e visiting the Jungle once, would represent a value of $
292,783,091 for adults and $'35,744,903 for children over the life of this relationship of
60 years.
Parrot Jungle and Gardens, beginning in the summer of 2002, will undertake a summer
training program for six (6) students per year until 2060. Both the City of Miami acid
Parrot Jungle an4.,,Gardens shall mutually agree as to the procedure for selecting the six
students. Studcafts will receive training in: landscaping and horticulture; food service;
tourism and b6spitality; and, education programs. The first year this represents a ,41ue of
$8640. At ,the end of 2060, using the CPI escalation factor of 3%, the City realizes a
benefit of $ 1,359,360 over the life of this agreement.
Parrpf Jungle and Gardens, beginning in the summer of 2001, and continuing until 2060,
wi)l provide to the City of Miami a 20% discount off the published price for any
functions held at Parrot Jungle and Gardens (excluding holidays) including food
(utilizing Parrot Jungle catering). For estimation purposes, based on 6 functions a year for
Resolution 01-533 was replaced with a substitute original Resolution
01-533 per memorandum from the City Attorney dated December 12 01. 533

the savings the City of Miami will realize are $9,900 in 2001 and escalate to
14,229 over the life of this agreement. /

The City of Miami is a perma nt sponsor of the Parrot Jwi Oji and Gardens receiving
and providing all rights and pri ' eges related thereto.
The City of Miami agrees to namin the access road bated on Watson Island along the
MacArthur Causeway, "Parrot Jungle rail".
The City of Miami agrees to give to Parro Jungj�and Gardens exclusive rights to the use
