Special counsel as legal advisor to the Nuisance Abatement Board is required because the City Attorney cannot both represent and prosecute cases before the Board. Prior to the City's financial problems, the Special Counsel was compensated in an amount not to exceed $30,000 annually. The Nuisance Abatement Board has requested that due to the expertise and scope of legal services provided by the Special Counsel, an increase in the previously approved compensation of $18,000 annually is appropriate. The compensation is payable as earned during the period of such counsel's employment, and the increased compensation will be pro -rated effective June 1, 2001. Services provided by Special Counsel includes any related litigation services required by the Nuisance Abatement Board. W557:BSS c: Carlos A.
