RESOLUTION NO. 01- 527
A RESOLUTION OF THE MIAMI CITY COMMISSION
AMENDING RESOLUTION NO. 00-916 TO INCREASE
COMPENSATION TO SPECIAL COUNSEL FOR THE CIVIL
SERVICE BOARD BY $12,000, FROM $18,000 TO
$30,000, ALLOCATING FUNDS, FROM FISCAL YEAR
2000-2001 BUDGETED FUNDS OF THE CIVIL SERVICE
OFFICE, ACCOUNT NO. 240101-011, FOR SAID
INCREASE.
WHEREAS, pursuant to Resolution No. 00-916, adopted
October 26, 2000, the City Commission allocated $18,000 for
payment of compensation to Special Counsel for the Civil Service
Board; and
WHEREAS, the expertise and the scope of legal services
provided by the Special Counsel for the Civil Service Board
warrants an increase in the annual compensation; and
WHEREAS, the increased compensation will be pro -rated
effective June 1, 2001;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Increased compensati for Special Counsel to Civil Service Board (J-01-313)
The attached proposed Resolution provides for a compensation increase, in the amount of
$12,000 (from $18,000 to $30,000 annually) for Special Counsel to the Civil Service Board.
Funds for the increase are available from the Fiscal Year 2000-2001 budgeted funds of the
Civil Service Office, Account No. 240101-011.
Special counsel as legal advisor to the Civil Service Board is required because the City
Attorney prosecutes violators of actions in conflict with Civil Service Rules and Regulations,
and therefore, cannot both represent and prosecute cases before the Civil Service Board.
Prior to the City's financial problems, the Special Counsel was compensated in an
amount not to exceed $30,000 annually. The Civil Service Board has requested that due to the
expertise and scope of legal services provided by the Special Counsel, an increase in the
previously approved compensation of $18,000 annually is appropriate. The compensation is
payable as earned during the period of such counsel's employment, and the increased
compensation will be pro -rated effective June 1, 2001. Services provided by Special Counsel
includes any related litigation services required by the Civil Service Board.

RE: Financial review and approval for City Commission Meeting — May 10, 2001.
Compensation increase for Special Counsel to the Civil Service Board (J-01-313)
Attached is a copy of a resolution which is being placed on the City Commission Agenda
for the meeting of May 10, 2001. If approved, payment of increased compensation, in the
amount of $12,000 (from 518,000 to 530,000 annually), for Special Counsel to the Civil Service
Hoard will be authorized.
Funds for the compensation increase are available from Fiscal Year 2000-2001 budgeted
funds of the Civil Service Office, Account No. 240101-011. The compensation is payable as
earned during the period of such counsel's employment, and the increased compensation will be
pro -rated effective June 1, 2001.
Please indicate your review and approval below prior to the request being presented to the
City Commission and return this original memorandum to Beverly Solomon, Administrative
Assistant II.
