Funds for the increase are available from the Fiscal Year 2000-2001 budgeted funds of the Civil Service Office, Account No. 240101-011. Special counsel as legal advisor to the Civil Service Board is required because the City Attorney prosecutes violators of actions in conflict with Civil Service Rules and Regulations, and therefore, cannot both represent and prosecute cases before the Civil Service Board. Prior to the City's financial problems, the Special Counsel was compensated in an amount not to exceed $30,000 annually. The Civil Service Board has requested that due to the expertise and scope of legal services provided by the Special Counsel, an increase in the previously approved compensation of $18,000 annually is appropriate. The compensation is payable as earned during the period of such counsel's employment, and the increased compensation will be pro -rated effective June 1, 2001. Services provided by Special Counsel includes any related litigation services required by the Civil Service Board. W549:BSS c: Carlos A. Gimenez, City Manager Priscilla A.
