A RESOLUTION OF THE MIAMI CITY COMMISSION
ALITHORIZING THE CITY MANAGER TO PROVIDE A
GRANT TO THE CENTER FOR HAITIAN STUDIES,
INC. , A 501 (C) (3) NOT- FOR-PROFIT
ORGANIZATION, TO PROVIDE SUPPORT FOR
COMMUNITY ACTIVITIES IN THE HAITIAN
COMMUNITY AND SPECIFICALLY TO PROVIDE
ADMINISTRATIVE AND FINANCIAL SUPPORT TO THE
ROOTS & CULTURE FESTIVAL, INC., IN AN AMOUNT
NOT TO EXCEED $39,C00.00, FROM THE SPECIAL
EVENTS FUNDS; AND AUTHORIZING THE CITY
MANAGER TO PROVIDE UNCOMPENSATED SUPPORT FOR
AC'T'IVITIES TO THE NEWLY ELECTED MAYOR JOE
CELESTIN, MAYOR OF THE CITY OF NORTH MIAMI.
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION. OF THE
CITY OF MIAMI, FLORIDA:

Resolution are
adopted by reference and
incorporated
as if
fully set forth in
this Section.

Section 2. The City Manager is authorizedll to provide a
grant to the Center for Haitian Studies, Inc., a 501(c) (3) not-
for-profit organization, to provide support for community
activities in the Haitian community and specifically to provide
administrative and financial support to the Roots & Culture
Festival, Inc., in an amount not to exceed $39,000.00, from the
Special Events Funds,
Section 3. The City Manager is further authorized to
provide uncompensated support for activities to the newly
elected Mayor Joe Celestin, Mayor of the City of North Miami.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.91
=� The herein authorization is Further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.
'-� If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted. Tf
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission.

Dear Mr. Gimenez:
We would like to request a personal appearance before the City Commissioners on May
10, 2001, to inform the council about our concerns regarding the Roots & Culture
Festival. This event, which attracted more than 150,000 residents and tourist last year, is
to take place on May 26'r' and May 271'.
Specifically, we would like to ask the council to consider assisting us by providing In-
kind services and a waiver of the fees for city services.

RECOMMENDATION
It is respectfully recommended the City Commission approve the request to waive permit
and administrative fees, excluding the cost for City personnel services (i.e. Police, Fire,
Solid Waste) for the Roots & Culture Festival to be held on May 26 — 27, 2001.
BACKGROUND
The Administration recommends the applicable permit and administrative fees be waived
for the estimated amount of $7,982.30, and the event organizers pay for all costs of City
Service (i.e. Police, Fire, Solid Waste Personnel). Further, that the Roots & Culture
Foundation, Inc. obtain insurance to protect the City of Miami in the amount prescribed
by the City Manager or designee.
Attached, please find an estimated budget for the Roots & Culture Festival. The
estimated cost for Police personnel is based on the Off -Duty rate of pay. In the event this
cost is waived, then the City would pay the overtime rate of time and a half.

The 7`" Annual Roots and Culture Festival will take place on May 26m and May 27`h,
Memorial Day weekend. The theme of this year's festival is "A Legacy of Pride, A
Legacy of Hope". Last year's attendance exceeded 150.000 people per day according to
estimates by the Miami Herald and the City of Miami Police Department: attracting
tourists from all over the country and the Caribbean.
This city event is the largest celebration of Haitian culture and heritage in the United
States. I applaud the initiative of the organizers of this event for their dedication to the
community and for their efforts to bring an awareness of the contributions that Haitian
citizens make to our city.
As Commissioner of District 5, 1 personally accept responsibility for raising the money or
resolving the mutter legislatively to pay for the city services (police, fire, and solid waste)
incurred by the organizers of the Roots & Culture Festival.
