A RESOLUTION OF THE MIAMI CITY COMMISSION
DIRECTING THE CITY MANAGER TO ESTABLISH A
PLANNING TASK FORCE TO INITIATH PLANNING
ACTIVITIES TO BE UNDERTAKEN IN THE LITTLE
HAVANA COMMUNITY REVITALIZATION DISTRICT AND
TO PRESENT A PLANNED APPROACH AND DESIGN
REPORT FOR THE LITTLE HAVANA HOMEOWNERSHIP
PROJECT TO THE CITY COMMISSION AT THE FIRST
MEETING IN OCTOBER, 2001.
WHEREAS, the City Commission adopted the
Five Year
Consolidated Plan in August 1999 which identified seven (7)
Community Revitalization Districts to target available resources
in the City's most distressed neighborhoods; and
WHEREAS, the strategy included a comprehensive
revitalization initiative in each of the Community
Revitalization Districts that focused on homeownership
opportunities with complementary infrastructure improvements and
the development of commercial corridors within a defined section
of each District; and
WHEREAS, the City Commission identified the Model City
Revitalization District as the pilot neighborhood to implement
this strategy; and
WHEREAS, subsequently, the City Commission identified the
Little Havana Community Revitalization District as the immediate
next neighborhood to undergo comprehensive redevelopment
community revitalization; and
WHEREAS, each Community Revitalization District has unique
needs such as population density, land use, housing stock, age
of housing and infrastructure needs;
NOW, THERRFORE, PR IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The City Manager is directed to establish a
Planning Task Force to initiate planning activities to be
undertaken in the Little Havana Community Revitalization
District and to present a planned approach and design report for
the Little Havana Homeownership Project to the City Commission
at the first meeting in October, 2001.

Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11

RECO)V-1MENDATION:
It is respectfully recommended that the City Commission adopt the following resolution
directing the City Manager to establish a Planning Task Force to initiate planning activities for
community revitalization efforts in the Little Havana Homeownership Zone.
BACKGROU\TD:
As you are aware, the Five Year Consolidated Plan adopted by the City Cominission in the
August 1999 identified seven (7) Community Revitalization Districts in the City's most
distressed neighborhoods to target available resources from the U.S. Department of Housing and
Urban Development. The strategy included a coniprehensive revitalization initiative in each of
the Districts that focused on homeownership opportunities with complementary infrastructure
improvements and the development of commercial corridors within a defined section in each
District.
The City Conunission identified the Model City Community Revitalization District as the pilot
neighborhood to implement this strategy and the Administration has aggressively moved forward
with the Model City initiative. Subsequently, the City Commission identified the Little Havana
Community Revitalization District as the next neighborhood to undergo comprehensive
redevelopment. In the development of the Model City Homeownership Pilot Project, the initial
efforts included the establishment of a Task Forcc comprised of upper management
representatives from the. Departments of Planning, Community Development, NET and Real
Estate and Economic Development to develop the redevelopment strategy and identify a
concentrated neighborhood in the Model City Community Revitalization District to focus on
comprehensive revitalization activities.
It is recommended that this same process be mirrored in the development of a strategy to
revitalize the Little Havana neighborhood. Each Community Revitalization District has unique
needs that require specific attention in the development of a comprehensive revitalization effort
that will best impact that community. This is a critical stage in the development process that will
guide the project to meet the needs of each Community Revitalization District. The strategy that
addresses issues in the Model City neighborhood may not be responsive to the needs in Little
Havana, Allapattah, Edison Little River/Little Haiti, Overtown, Wynwood or Coconut Grove.

The Planning Task Force will take a careful look at the unique needs of each Community
Revitalization District, including:
• Population Density
• Land Use
• Existing Housing Stock
• Age of Housing
• Existing Infrastructure and Needs for Redevelopment
• Commercial Corridors
• Identification of Specific Homeownership Zone Boundaries to be Developed
• Linking the Identified Homeownership Zone with Commercial Corridors
Under the proposed timeline, the Task Force will report back to the City Commission in October
with a planned approach and design for the Little Havana Homeownership Project.
In an effort to move forward with the preliminary stages of the development of a strategy to
implement a comprehensive revitalization initiative in the Little Havana neighborhood, it is
recommended that the City Commission adopt the proposed Resolution that directs the City
Manager to establish a Planning Task Force to initiate planning activities for community
revitalization activities in the Little Havana Community Revitalization District.
