The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. By a fourth -fifths (4/5th`) affirmative vote of the members of the City Commission, the City Manager's finding of an emergency, Is ratified, approved, and confirmed, the requirements for competitive sealed bidding procedures are waived, and the procurement of vidoo equipment for use at the City's Channel NET 9 Station for the Office of Media Relations, from Professional Communications Systems, in an amount not to exceed $215,045.90, is approved, with funds allocated from Capital Improvement Project No. 311051.879401.6.840. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.!/ 1-� If the Mayor does not sign this Resolution, it shall beCOMO effective at the end of ten calendar days frotn tho date it was passed and adopted. This Resolution further allocates funds from Capital Improvement Project No. 311051 (from the AT&T Cable Franchise Fee) in the total amount of not exceeding $215,045.90 for that purpose. BACKGROUND: The present equipment at Channel Net 9 is either obsolete or broken down. The City Commission has given a directive to start production of two programs, one based on Miami's neighborhoods and the second on our City Commissioner's districts. One of these programs has been successfully completed, and production started on two new neighborhood programs. Finalizing this project would be impossible without new equipment. In addition, Channel Net 9 provides video productions for the Department of Human Resources, which is used in the examination processes for the Department of Fire -Rescue and the Miami Police Department. This represents a tremendous savings to the City. Professional Video Equipment This memorandum is a follow-up to the memorandum dated on March 27, 2001. Since the last memorandum, I finally made contact with Glenna Hawk from Audio Visual Innovations. She stated that she was not interested in providing me with a quote for this particular project due to the complexity and size of the project. Further, after extending the quote deadline to March 2gth for Michael Linder from Consolidated Media Systems, Inc., he decided to decline the opportunity to provide me with a quote due to the fact that he is overwhelmed with his current volume of work. As a result, we are left with the sole bid from Professional Communications Systems for the total bid price of $215,045.90. 01- b07 • • CITY OF MIAMI, FLORIDA INTER -OFFICE MEMORANDUM TO Judy S. Carter, Director of Purchasing DATE: March 27, 2001 FILE .�.-y .-� FROu: le Marcos Assistant Director of Purchasing SUBJECT: Emergency Purchase - Solicitation of Informal Bids REFERENCES for Professional Video Equipment ENCLOSURES On March 12, 2001 the Purchasing Department received a memorandum from Jorge Luis Hernandez, Director of Media Relations providing the Purchasing Department with specifications for professional video equipment and engineering services to be purchased on an emergency basis for Channel NET 9. Based on the memorandum, the procurement process was initiated on March 13th by faxing, out "Request for Quotation" to four (4) vendors. Jorge Luis Hernandez identified three out of the four vendors, as possible vendors who would be able to provide the professional video equipment and engineering services. 1 added the fourth vendor to the list on my attempt to ensure that we would be able to receive at least three competitive quotes. The four vendors who were faxed out the Request for Quotation were: (1) Professional Communications Systems, (2) Central Audio Visual, Inc. (3) Midtown Video and (4) Miami Audio Visual (vendor added by ine). These vendors were to submit their quotes on the Request for Quotation form and fax it to me no later than Friday, March 16, 2001 by 1:00 p.m. Once the deadline approached on March 160', 1 observed that three Requests for Quotation forms were faxed over. Two of the Request for Quotations from Central Audio Visual, Inc. and Miami Audio Visual indicated a no quote (N/Q). The third Request for Quotation submitted by Professional Communications Systems indicated a total bid price of 5215,045.90. A call placed to Midtown Video to inquire on wiry they failed to submit a quote revealed that they are not a Panasonic Dealer and; therefore, do not carry Panasonic Brand/Products. As a result of receiving one quote, 1 made the concerted effort to entice a competitive informal bid process by conducting research in the Internet and identifying four (4) additional vendors. The identified vendors were Audio Visual Innovations, International Audio Visual, Inc., New Pro Video Systems and Consolidated Media Systems, Inc. A Request for Quotation form was sent to these vendors with the deadline date and time of Friday, March 23, 2001 at 10:00 a.m. None of the vendors submitted a quote. These vendors were contacted to gather information on their no quotes. Both New Pro Video Systems and International Audio Visual indicated that they are Panasonic dealers, but were not interested because the job necessitated engineering that would require a subcontractor (New Pro Video) or fell outside the scope of service they provide (International Audio Visual). One vendor, Audio Visual Innovations has yet to return my phone cal; ..nd, Consolidated Media Systems has requested an extension on the deadline. Due to the lack of responses, I have honored that request an extended the deadline for Wednesday, March 28a'.
