WHEREAS, the Department of Fire -Rescue requires the acquisition of training services, eight fire priority dispatch cardsets in English and three fire priority dispatch cardsets in Spanish to standardize the guidelines for non-medical emergencies and improve services to the public; and WHEREAS, the Chief Procurement Officer has adopted a finding that Medical Priority Consultants, Inc. is the only provider of training services and priority dispatch cardsets for the Medical Priority Dispatch System currently in use by the Communications Unit; and city Cc>mmlox jbD»'w'I'I= cr MAY 2 It 2.001 01-- 502 • WHEREAS, the finding of the Chief Procurement Officer has been approved and adopted as Lhe finding of the City Manager; and WHEREAS, the City Manager and the Fire Chief recommend that the requirements for competitive sealed bidding procedures be waived and the acquisition of training services and priority dispatch cardsets from Medical Priority Consultant, Inc., the sole source provider, be approved; and WHEREAS, funds are available from the E911 Grant, Account Code No. 290531..6.760; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISS10N OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Gimenez FROW City Manager RECOMMENDATION Sole Source Purchase; Fire Priority SUBJECT: Dispatch Protocol System REFERENCES: ENCLOSURES, Resolution It is respectfully recommended that rite City Commission adopt the attached Resolution, by a four-fifths (415"') affirmative vote of the Members of the City Commission, after a duly advertised public hearing, ratifying, approving, and confirming the City Manager's finding of sole source, waiving the requirements for competitive sealed bids and approving the purchase of Fire Priority Dispatch Protocol Systen: for non-medical emergency incidents, from Medical Priority Consultant, located at 139 E. South Temple, Ste. 500, Salt Lake City, Utah, 84111, for the Department of fire -Rescue, for an tunount not to exceed $15,744. Funding is available from the 1:911 Grant Account Code 290531.6.760. BACKGROUND At the present time, the City of Miami Fire -Rescue and Police Departments do not have standardized guidelines to follow for pre -arrival non-medical emergency incidents. The Fire Priority Dispatch Protocol System will enhance the delivery of emergency services to the citizens of the City of Miami and assure that the appropriate questions are being asked in case of a droning, car fire, gas leak, etc. The medical Dispatch Protocol System utilized by the Communications Operators is provided by Medical Priority Consultant, Inc. and our Rescue response system is tied into their codes and guidelines. Further, this is the system that the operators are trained in and utilize on a daily basis. They are the only contracted provider of the National Academy of Priority Dispatch's (Academy) unified protocol for the dispatch systems, and are the only training organization contracted by the National Academy.
