A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING FUNDING OF THE DRUG ABUSE
RESISTANCE EDUCA`1'ION (D.A.R.E.) PROGRAM, IN
AN AMOUNT NOT TO EXCEED $48,000; ALLOCATING
FUNDS FROM THE LAW ENFORCEMENT TRUST FUND,
PROJECT NO. 690003, SUCH EXPENDITURE HAVING
BEEN APPROVED BY THE CHIEF OF POLICE AS
COMPLYING WITH THE U.S. DEPARTMENT OF THE
TREASURY'S "GUIDE TO EQUITABLE SHARING."
WHEREAS, the U. S. Department of the Treasury's "Guide to
Equitable Sharing," authorizes the expenditure of forfeited cash
or proceeds for certain law enforcement purposes not considered
normal operating expenses; and
WHEREAS, the City of Miami Police Department is committed
to the education and development of youth in the community; and
WHEREAS, the Drug Abuse Resistance Education (D.A.R.E.)
Program provides youth with factual information about drugs,
gangs and violence and teaches refusal skills through role-
playing and other methods; and

WHEREAS, this funding will be used to continue to offer the
youth of the community a positive incentive program; and
WHEREAS, funds for this expenditure have not been included
in the Police Department's normal operating budget and are
available in the City of Miami Law Enforcement Trust Fund; and
WHEREAS, pursuant to the provisions of Section 932.7055(c),
Florida Statutes (2000), the recipient, D.A.R.E. Program, shall
(1) certify that the funds appropriated will be used lawfully
and for the purpose stared, (2) be required to maintain proper
accounting records for the expenditure of such monies, and
(3) provide any reports, including, but not limited to, audit
reports, as may be required by the City of Miami or applicable
law; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditure proposed
complies with the U.S. Department of the Treasury's "Guide to
Equitable Sharing;"
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Suction 2. Funding for the D.A.R.E. Program, in an
amount not to exceed $98,000, is authorized, with funds

allocated from the Law Enforcement Trus: Fund, Project
No. 690003, such expenditure having been approved by the Chief
of Police as complying with the U.S. Department of the
Treasury's "Guide to Equitable Sharing."
Section 3. This Resolution shall become effective
irmnediately upon its adoption and signa--ure of the Mayor Y

at the end of ten calendar days from the date it was passed and
adopted. If the Mayor vetoes this Resolution, it sha=1 become
effective immediately upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the funding of the Drug Abuse Resistance Education (D.A.R.E.) Program, and
allocating funds therefor, in an amount not to exceed $48,000.
Funding is to be provided from the Law Enforcement Trust Fund, U. S. Department of the
Treasury, Project Number 690003.
BACKGROUND
The Miami Police Department is committed to the education and development of our youth.
D.A.R.E. is a national program where police officers, who have been certified as D.A.R.E.
Instructors, teach a curriculum over a seventeen (17) week period to elementary level students.
The lessons provide factual information about drugs, gangs and violence. D.A.R.E. officers teach
refusal skills through role-playing and other techniques. Officers are able to interact with school
faculty and parents while serving as positive role models for today's youth. The D.A.R.E. program
is also a good example of community policing, as it uses a proactive approach to stop drug
involvement before it starts. This program reaches over 1,200 students. These funds will be
utilized to continue the D.A.R.E. program and reach a total of 1,500 students, as well as, to
purchase the old police vintage vehicle from the Fraternal Order of Police to be used during
D.A.R.E. presentations and other community activities (career days, crime prevention fairs, etc.).
