Of— 479 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING FUNDING OF THE POLICE EXPLORERS PROGRAM, IN AN AMOUNT NOT TO EXCEED $300,131.31; ALLOCATING FUNDS FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690001, SUCH EXPENDITURE HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH SECTION 932.7055, FLORIDA STATUTES (2000). WHEREAS, Section 932.70550 Florida Statutes (2000), authorizes the expenditure of forfeiture cash or proceeds for certain law enforcement purposes not considered normal operating expenses; and WHEREAS, the City of Miami Police Department is committed to the education and development of the youth of our community; and WHEREAS, the Police Explorers Program ("Program") affords the youth in the community an opportunity to gain insight into a career in law enforcement; and WHEREAS, the Program helps to instill good behavior, attitude and a willingness to become a contributing member of society; and em CO3MBSION X29=G or MAY 2 k 2001 ,b. 01- 479 .. ! WHEREAS, the participants in this Program fulfill an important role in the drug awareness and prevention movement by informing their peers about the perils of substance abuse; and WHEREAS, this funding will assist with the expenses to continue the Program; and WHEREAS, pursuant to the provisions of Section 932.7055 (c) , Florida Statutes (2000), the recipient, Police Explorers Program, shall (1) certify that the funds appropriated will be used lawfully and for the purpose stated, (2) be required to maintain proper accounting records for the expenditure of such monies, and (3) provide any reports, including, but not limited to, audit reports, as may be required by the City of Miami or applicable law; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditure proposed complies with Section 932.7055, Florida Statutes (2000); NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Funding for the Police Explorers Program, in an amount not to exceed $100,131.31, is authorized, with funds allocated from the Law Enforcement Trust Fund, Project Page 2 of 3 01— 479 e No. 690001, such expenditure having been approved by the Chief of Police as complying with Section 932.7055, Florida Statutes (2000). Funding is to be provided from the Law Enforcement Trust Fund, Florida State Statute, Chapter 932.7055, as amended, from Project Number 690001. BACKGROUND The purpose and objective of the Police Explorers Program is to provide the young men and women within the Miami area an opportunity to gain an insight into a career in law enforcement, and to stimulate interest in and give consideration to further training and education for a law enforcement career. The Police Explorers fulfill an important role in the drug awareness and prevention movement by informing the youth of the community about the perils of substance abuse. This knowledge is disseminated through classroom presentations and distribution of drug information booklets at many community events. The Police Explorers also assist police personnel in crowd, traffic and pedestrian control during football games, parades, bicycle races, walk-a-thons, and other public events.
