RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING MIAN1-DADE COUNTY, ON BEHALF OF
THE CITY OF MIAMI, TO ADVERTISE FOR, EVALUATE
AND ACCEPT THE BIDS) OF VENDOR(a) TO PROVIDE
UNITED STATES DEPARTMENT OF AGRICULTURE
("USDA") APPROVED MEALS TO ELIGIBLE CHILDREN
FOR THE CITY'S SUMMER FOOD SERVICE PROGRAM
2001; FURTHER AUTHORIZING MIAMI-DADE COUNTY
TO ENTER INTO THE NECESSARY CONTRACT (S) WITH
THE SUCCESSFUL BIDDER(S) FOR THIS PURPOSE AND
DIRECTING THE CITY MANAGER TO INSTRUCT THE
CHIEF PROCUREMENT OFFICER TO ISSUE THE
NECESSARY PURCHASE ORDER(S), CONDITIONED UPON
THE CITY'S ACCEPTANCE OF A GRhNT FROM THE
USDA, THROUGH THE FLORIDA DEPARTMENT OF
EDUCATION, IN THE ESTIMATED AMOUNT OF
$266,670, AND 'UPON APPROPRIAT CON OF SAID
FUNDS FOR THE CITY'S SUMMER FOOD SERVICE
PROGRAM 2001.
WHEREAS, the United States Department of Agriculture
("USDA"), through the Florida Department of Education, has
tentatively agreed to fund the City of Miami's annual Summer Food
Service Program for Children in 2001; and

WHEREAS, Miami -Dade County has offered to include the City
of Miami in a competitive bid proposal to select a vendor or
vendors to provide summer lunches and supplements (snacks), as
long as the USDA and the Florida Department of Education approve
the funding for the program; and
WHEREAS, inclusion of the City's program requirements in the
Miami -Dade County competitive bid package allow vendors to offer
summer lunches and supplements at rates lower than that which
could be obtained by the City under a separate bid; and
WHEREAS, based on the figures from the 2000 program, the
City of Miami plans to serve an estimated 75,000 lunches
(average 1,666 lunches/day x 45 days) and 106,000 snacks
(average 2,356 snacks/day x 45 days) to eligible children at
twenty-eight sites throughout the City in conjunction with the
Summer Recreation Program 2001; and
WHEREAS, reimbursement rates from the USDA grant are
estimated at $2.23 per lunch and $.52 per snack, plus appropriate
administrative expenses, for a total estimated grant of $266,670;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. Miami -Dade County is authorized, on behalf of
the City of Miami, to advertise for, evaluate and accept the
bid(s) of vendor(s) to provide USDA approved meals to eligible
children for the City's Summer Food Service Program 2001.
Section 3. Miami -Dade County is further authorized to
enter into the necessary contract(s) with the successful
bidder(s) for this purpose and directing the City Manager to
instruct the Chief Procurement Officer to issue the necessary
purchase order(s), conditioned upon the City's acceptance of a
grant in the estimated amount of $266,670 from the United States
Department of Agriculture, through the Florida Department of
Education, and upon appropriation of said funds for the City's
Summer Food Service Program 2001.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.V
If the Mayor does not sign this Resolution, it shall become effective at
the end oi' ten calendar days from the date it was passed and adopted.
Yf the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

SUBJECT: Resolution for the
Summer Food
Service Program
for Children -2001.
REFERENCES.
ENCLOSURES:
It is respectfully recommended that the City Commission
adopt the attached Resolution authorizing the City of Miami
to contract with the selected vendor or vendors for the
furnishing of United States Department of Agriculture (USDA)
approved meals for participants in the City's 2001 Summer
Lunch Program, at a fixed rate per meal not to exceed the
reimbursement rate established by USDA. The resolution
would also authorize the City's Chief Procurement Officer to
issue the necessary purchase order(s) for this purpose,
subject to and conditioned upon the City's acceptance of a
grant in the estimated amount of $266,670 from USDA through
the Florida Department of Education (DOE) and upon the
City's appropriation of said funds for the Summer Food
Program.
BACKGROUND:
The Department of Parks and Recreation Summer Food Service
Program provides a box lunch and afternoon snack to children
aged 18 and under during the summer. Since 1968, the City
of Miami has provided these summer meals as an integral part
of its summer recreation program offering arts and crafts,
sporting activities, field trips, and special events. The
meals are served daily at twenty-eight, (28) sites carefully
chosen to provide reasonable access to all of Miami's youth.

Based on 2000 program totals, we estimate that 75,900
lunches and 106,000 snacks will be served during the
upcoming summer program. These figures average out to 1,666
lunches and 2,356 snacks each day for the 45 -day program.
Funding is provided to the City from a USDA grant through
Florida's DOE. This year's grant is estimated at $266,670
based on last year's meals figures and reimbursement rates
of $2.23 for lunch, $.52 for afternoon supplements (snacks),
as well as appropriate administrative expenses (i.e. Staff).
The final grant award amount will be made available by DOE
in April 2001. This grant does not require matching funds.
This item is a companion to an Emergency Ordinance
establishing a new special revenue fund and appropriating
grant funds in the estimated amount of $266,670 to be
received from the United States Department of Agriculture to
conduct a summer food service program (from June 18, 2001
through August 17, 2001) for youths aged 18 and under.
