A RESOLUTION OF THE MIAMI CITY COMMISSION
RELATED TO THE MIAMI/BAHAMAS GOOMBAY FESTIVAL
TO BE HELD ON JUNE 2-3, 2001, ORGANIZED BY
THE MIAMI/BAHAMAS GOOMBAY FESTIVAL IN COCONUT
GROVE, INC.; AUTHORIZING THE ISSUANCE. OF A
TWO-DAY PERMIT FOR THE SALE OF ALCOHOLIC
BEVERAGES DURING THE FESTIVAL IN THE
DESIGNATED AREA; ESTABLISHING AN AREA
PROHIBITED TO RETAIL PEDDLERS DURING THE
PERIOD OF THE FESTIVAL; AUTHORIZING THE
WAIVER OF ADMINISTRATIVE, PERMIT AND
EQUIPMENT FEES PERMISSIBLE BY LAW, IN AN
AMOUNT NOT TO EXCEED $10,700; CONDITIONING
SAID AUTHORIZATIONS UPON THE ORGANIZERS: (1)
OBTAINING ALL PERMITS REQUIRED BY LAW; (2)
PAYING FOR ALL OTHER NECESSARY COSTS OF CITY
SERVICES AND APPLICABLE FEES ASSOCIATED WITH:
THE FESTIVAL; (3) OBTAINING INSURANCE TO
PROTECT THE CITY IN AN AMOUNT AS PRESCRIBED
BY THE CITY MA14ACER OR DESIGNEE, INCLUDING
LIQUOR LIABILITY; (4) INSTITUTING AN
IDENTIFICATION SYSTEM TO ASSURE THAT ONLY
THOSE INDIVIDUALS OVER THE AGE OF TWENTY-ONE
MAY PURCHASE ALCOHOLIC BEVERAGES;
(5) ADVISING ALL ADJACENT BUSINESSES,
PROPERTY OWNERS, AND RESIDENTS OF STREET
CLOSURES ASSOCIATED WITH THE FES'T'IVAL; AND
(6) COMPLYING WITH ALL CONDITIONS AND
LIMITATIONS AS MAY BE PRESCRIBED BY THE CITY
MANAGER OR DESIGNEE.
WHEREAS, the Miami/Bahamas Goombay Festival in Coconut
Grove, Inc., is requesting permission to sell alcoholic
beverages, restrict peddlers, and the waiver of fees, permits and

rentals for its 25" Annual Miami Bahamas Goombay Festival to be
held on June 2-3, 2001;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to issue a
two-day permit for the sale of alcoholic beverages during the
Miami/Bahamas Goombay Festival, organized by the Miami/Bahamas
Goombay Festival in Coconut Grove, Inc. to be held on June 2-3,
2001, from 9:00 A.M. to 7:00 P.M., in the area of Grand Avenue
from McDonald Street to Douglas Road, Coconut Grove, Miami,
Florida, including all streets, avenues, alleyways and
thoroughfares which intersect said areas in Coconut Grove, Miami,
Florida.
Section 3. Pursuant to the provisions of Chapter 39 of.
the Code of the City of Miami, Florida, as amended, all retail
peddlers, occupational licenses issued under the Code, shall not
be valid on June 2-3, 2001, during the hours of. 9:00 A.M. to

7:00 P.M. on the above designated streets and on all intersecting
streets for two blocks in all directions.
Section 4. The waiver of administrative, permit and
equipment fees permissible by the Code of the City of Miami,
Florida, as amended, is authorized in an amount not to exceed
$10,700.
Section 5. The herein authorizations are conditioned
upon the organizers: (1) obtaining all permits required by law,
including, but not limited to, a temporary permit to sell
alcoholic beverages by the Florida Department of Business
Regulation, Division of Alcoholic Beverages and Tobacco, pursuant
to Section 54-13 of the Code of the City of Miami, Florida, as
amended; (2) paying for all other necessary costs of City
services and applicable fees associated with the Festival;
(3) obtaining insurance to protect the City in the amount as
prescribed by the City Manager or designee, including liquor
liability; (4) instituting an identification program to assure
that only those individuals over the age of twenty-one may
purchase alcoholic beverages; (5) advising all adjacent
businesses, property owners, and residents of street closures
associated with the Festival; and (6) complying with all
conditions and limitations as may be prescribed by the City
Manager or designee.

Section 6. This Resolution shall become effective
immediately upon its adoption and signature of the Mayos.1/

the end of ten calendar days from the date it was passed and adopted. if
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission.

We would like to request an appearance before the City of Hurn! commission meeting
for -the purpose of requesting street closures, restriction of paddlers, obtaining an
alcoholic beverage permit, and request of waiver of applicable city fees, permits and
rentals.
In addition, we would like to request a grant to cover the total costs of city services for
the Silver Anniversary, the 25th Annual Miami/Bahamas Goombay Festival.

RECOMMENDATION
It is respectfully recommended the City Commission approve the request to sell alcoholic
beverages subject to conditions, and to waive pemtit and administrative fees.
BACKGROUND
The MiamilBahamas Goombay Festival in Coconut Grove, Inc. will conduct the 25*
annual Bahamas Goombay Festival on June 2-3, 2001 and request percussion from the
City of Miami to sell alcoholic beverages during the two-day event. Further, the
Goombay Festival requests the City waive all applicable permit fees, rentals, and
administrative fees.
The administration recommends the permit, administrative and rental fees be waived in
an amount not to exceed $9,800. Further, to grant approval to sell alcoholic beverages
subject to the following conditions upon the organizers:
1. Issuance of a temporary permit to sell alcoholic beverages by the State of
Florida Department of Business Regulation, Division of alcoholic Beverages
and Tobacco, pursuant to City Code Section 54-13 of the Code of 'Ile City of
Miami;
2. Paying for all costs of City Service (i.e. Police, Fire, solid Waste Personnel);
3. Obtaining insurance to protect the City, including liquor liability, in the
amount as prescribed by the City Manager or designee; and
4. Instituting an identification program to assure ihat only those individuals over
the age of twenty-one may purchase alcoholic beverages.
Attached, please find the estimated cost of City services and fees.
