A RESOLUTION OF THE MIAMI CITY COMMISSION
SUPPORTING THE MISSING ANGELS INITIATIVE AND
URGING ALL MIAMI-RADE COUNTY MUNICIPALITIES
TO PARTICIPATE IN "NATIONAL MISSING
CHILDREN'S DAY"; FURTHER DIRECTING THE CITY
CLERK TO TRANSMIT A COPY OF THIS RESOLUTION
TO THE OFFICIALS DESIGNATED HEREIN.
WHEREAS, the Missing Angels, Inc. is an advocacy organization
established to help reduce the staggering number of missing
children; and
WHEREAS, Missing Angels has identified more than 150 children
missing in the United States in the past three years; and
WHEREAS, a study by the United States Department of Justice
indicates that every three minutes two children are reported
missing; and
WHEREAS, President Ronald Regan signed a resolution in 1984
declaring May 25`h of each year as "National Missing Children's
Day"; and
WHEREAS, since the declaration, the number of missing
children has increased; and

WHEREAS, Missing Angels will hold its first annual Missing
Children's Day at Bayfront Park, Miami, Florida, on May 25, 2001,
to celebrate this important day and bring about awareness and
educate the public as to the reality of missing children in this
country; and
WHEREAS, the City of Miami is dedicated to the protection of
the children of the community and wishes to support the Missing
Angels initiative;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2.. The Missing Angels initiative is supported
and all Miami -Dade County municipalities are urged to participate
in "National Missing Children's Day".
Section 3. The City Clerk is directed to transmit a copy
of this Resolution to Miami -Dade County Mayor Alex Penelas, all
members of the Board of County Commissioners of Miami -Dade County,
Florida, Miami -Dade County Manager Steve Shiver, and the Mayors of
each of the municipalities of Miami -Dade County.

immediately upon its adoption and signature of the Mayor Y

A KESOLU'riON OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF SOUTH MIAMI, FLORIDA, SUPPORTING
THE MISSING ANGELS INITIATIVE; URGING ALL MIAMI-
DADE MUMCIPALITIES TO PARTICIPATE IN THE

EFFECTIVE DATE.
WHEREAS, the former United States President Ronald Regan signed a
resolution declaring the 25* of May as "National Missing Children's Day" in
1984; and
WHEREAS, from that day, the number of missing children has not been
reduced, on the contrary it has increased, and the problem isn't being faced
correctly; and
WHEREAS, Every three minutes two - children are reported as missing
according to a study done by the United States Justice Department; and
WHEREAS, Missing Angels, a local organization that in the last three
years identified more than 150 missing children in the United States; and
WHEREAS, Missing Angles will be holding the first annual
commencement of National Missing Children's Day at Bayfront Park on May 25,
2001.
WHEREAS, This First of its kind event taking place in Miami -Dade
County will serve to celebrate such an important day as well as bring awareness
and educate the public about the reality of missing children in our country. '
NOW THEREFORE BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF SOUTII MIAMI, FLORIDA;
Section 1, That the City supports the Missing Angle initiative.
Section 2. The City Clerk is directed to provide a copy of this resolution
to Miami -Dade County municipalities.

The former United State President Ronald Regan signed
resolution declaring the 25th of May as "National Missing
::iildren's' Day" in 1984.
From that day, the nu:mbes of missing children has not

We have shared the pain of the parents whose children are

Our experience is based in the training of Angela Jimenez

The development of this function constitutes

not locate the minor.
In the same way we can mention the cane of teenage
�r:;ident of Miami, who ran away around the middle of
l•c•bruaty, . being found during a nighttime surveillance and
,.ntense investigation that lacked the support requi.sed in
these cases. She was rescued from the hands of gtoup that
cause psychological traumas.
That is the reason of our support to the City of South
Miami mayor, Mi. Julio Robaina. who recently proposed the
project of law "Alert Amber" which already counts on the
s.t.pport of different cities of South Florida. non-profit
c.s gani zatioiis, and of course with collaboration of the
Mcyor of Miami -(lade, Mr. Alex Penelas.

The Missing Angels Inc., advocacy organization for children in conjunction with the city
of South Miami, invite with hopeful anticipation of full attendanec, any and all Media
representatives to the "National Missing Children's Day" ceremony to be held at
Bayfront Park beginning at 9.30 a.In. Friday, May 25, 2001.
The commemoration of this day is with the focus to educate, inform and sensitise our
community to the reality of the high proportion of runaway and missing children. The
goal is to reduce the staggering statistics which show up to eighty-seven children reported
missing per hour. To that extent, fret registration of all minors by way of digital
fingerprinting and photographing will take place.
This event will take place under the auspices and support of: Miami -Dade County
Cidxen's Crime Watch, Miami -Dade County Mayor and Commissioners offices. City of
Miami, Miami -Dade County School Board, City of West Miami and other South Florida
counties and municipalities as well as state and federal authorities.
The program will include speakers and presentations by expert authorities working
directly in this field of preadolescent and adolescent trauma. Political and volunteer
figures oforganizaiions lending their support will also be available for information. Live
entertainment will provided by Radio Station Y-100. In this context, we intend to presei t
a technological and innovative system we Wicvc offers one of the best alternative
methods to protect our children. The e%,cnt will also feature informational booths and
service vendors throughout the park,

A Message from South Miami Mayor Jules Robadw
The justice department reports that every -three minutes two children are reported missing in
this country and this problem, they say, continues to grow. it is not every day that we get the
chance to help in this arduous cause of finding missing children and uniting them with their
parents. For that reason, I am honored to have joined Missing Angels, a local organization
that in the last three years has been able to identify more than 150 missing children in the
U.S. Finding missing children Is a huge responsibility, but if we all lend a hand to this cause
and this organization, we can make a difference. In 1984 former United States President
Ronald Reagan signed a resolution declaring May 25th National Missing Children's Day. On
that same day this year Missing Angels will be holding the first annual commencement of
National Missing Children's Day at Bayfront Park. This will be the first event of its kind in
Miami -Dade to celebrate such an important day and to educate the public about the reality of
missing children in our country. I commend City of Miami Commissioner 3oe Sanchez and
Miami -Dade Commissioner Jimmy Morales as well as the Miami -Dade County School Board for
supporting Missing Angels. I am honored to be part of the Missing Angels Initiative and I
invite you to help make a difference In these families' lives by joining me and the many great
people who have been touched by this tragedy, at Bayfront Park on May 251" from 9 a.m. to
3:30 p.m., when we will celebrate National Missing Children's Day.
