FOR THE DE -RIGGING AND RE -POWERING OF MARINE VESSELS, 1NCLUDING PARTS AND LABOR, FOR THE DEPARTMENT OF POLICE, ON A CONTRACT BASIS FOR TWO YEARS, WITH THE OPTION TO RENEW FOR TWO ADDITIONAL ONE-YEAR PERIODS, IN AN AMOUNT NOT TO EXCEED $50,875.32; ALLOCATING FUNDS FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690003, SUCH EXPENDITURE HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH THE U.S. DEPARTMENT OF THE TREASURY'S "GUIDE TO EQUITABLE SHARING." WHEREAS, the U.S. Department of the Treasury's "Guide to Equitable Sharing" authorizes the expenditure of forfeiture cash or proceeds for certain law enforcement purposes not considered normal operating expenses; and WHEREAS, the Department of Police requires de -rigging and re -powering of its marine vessels equipped with Mercury engines; and WHEREAS, pursuant to public notice, Invitation for Bids No. 00-01-005R was mailed to fifty-four bidders; and WHEREAS, one response was received on March 1, 2001; and CM 00MOSSION DOTING of MAY 10 2001 &"ds" an. 01- 407 L • WHEREAS, the City Manager and the Chief of Police recommend that the bid received from TNT Custom Marine, Inc. be accepted as the only responsive and responsible bid; and WHEREAS, the Chef of Police has recommended adoption of this Resolution and has determined that the expenditure proposed complies with the U.S. Department of the Treasury's "Guide to Equitable Sharing"; and WHEREAS, funds to cover this expenditure have not been included in the Police Department's normal operating budget and are available in the City of Miami Law Enforcement Trust Fund; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The March 1, 2001 bid received from TNT Custom Marine, Inc. for the de -rigging and re -powering of marine vessels, including parts and labor, for the Department of Police, on a contract basis for two years, with the option to renew for two additional one-year periods, in an amount not to exceed $50,875.32, is accepted, with funds allocated from the Law Enforcement Trust Fund, Project No. 690003, such expenditure having been approved by the Chief of Police as complying with the U.S. Department of the Treasury's "Guide to Equitable Sharing." No. 00-01-005R for the provision of de -rigging and re -powering marine patrol vessels. Fifty-four (54) invitations for bids were mailed and one (1) response was received. TNT Custom Marine, Inc., submitted the only responsive and responsible bid on a group by group basis (items) meeting specifications and is, therefore, recommended for the award under Item I for Vessels B, D, E, and Item III - Provision for Special Items. Pursuant to IFB 00-01-00511, De -rigging / Re -powering Marine Vessels, for the Department of Police, please be advised that only one (1) bid was received for the provision of the above services. Be advised of the following. This was the second bid issued to provide these services for the Marine Patrol Unit of the Police Department. No potential bidder attended the Mandatory Pre -Bid Conference in the first bid issued, Bid No. 99-00-221. As a result, the specifications were reviewed and modified, a larger mailing list was compiled, the bid was re -issued, and fifty-four (54) IFB's were mailed. The mandatory pre-bid conference remained, as it was vital for prospective bidders to view the vessels and the work to be performed. At the mandatory pre-bid conference held on February 21, 2001, only one (1) potential bidder attended and viewed the vessels where the work was to be performed. It was this same vendor (TNT Custom Marine, Inc.) who provided the sole bid. The Police Department advised this vendor has performed work for them in the past, and received exemplary marks for their work. In addition, the majority of these vessels have not been utilized in the water due to the lack of engines and the work required as stipulated in the IFB. Due to the highly specialized nature of the work, there is no guarantee other vendors will bid for this service should the IFB be reissued a third time. Therefore, it is respectfully requested this one (1) responsive and responsible bid be accepted.
