A RESOLUTION OF THE MIAMI CITY COMMISSION
APPOINTING CERTAIN INDIVIDUALS AS MEMBERS OF
THE HISTORIC AND ENVIRONMENTAL PRESERVATION
BOARD FOR TERMS AS DESIGNATED HEREIN.
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The following individuals are hereby
appointed to serve as members of the City of Miami Historic and
Environmental Preservation Board in the category as designated
herein, each to serve a term expiring March 9, 2002, or until the

The Historic and Environmental Preservation (HEP) Board administers the
Environmental and Historic Preservation ordinances, and serves as a quasijudicial
instrument in certain areas.
Seven appointments are currently needed whose terms expired on March 9, 2001.
Members of the HEP Board must be experienced individuals representing specific
professions related to the Board's responsibilities. Appointments must be made
from individuals who have applied.
Our office advertised for applications in a newspaper of general circulation, as required
by the City Code. Listed below are the names of persons who applied for each category.
Because Board members must be appointed in these specific positions, the following

Frank Balzebre was born
and raised in Coconut Grove, so
he makes no excuses for his
staunch opposition to unwar-
ranted development in the com-
munity and his wholesale
involvement in civic and charita-
ble activities.
Balzebre, 45, is president of
the 7Gycar-old Coconut Grove
Civic Club, one of the oldest
such organizations in Miami -
Dade County.
"We like to go in and sup-
port local neighborhood issues
when they need help," he said
in recent interview. "Basically,
the civic club is here to promote
the preservation of the histori-
cal nature of Coconut Grove
and preserve the tree canopy
and, in essence, be the watch-
dog for citizen groups that can't
do it all."
He acknowledges that he is
fighting a difficult battle in this
new millennium and that a cou-
ple of very important preserva-
tion skirmishes have been lost in
recent months.
"We're fighting the war on
many fronts," he said. "We have
a board of 10 people and every
person on the board is involved
with an issue or two. It's very dif-
ficult today. But, the Grove is
hot right now. Real estate values
are soaring, we have an over-
heated stock market, more peo-
ple are coming in and the devel-
opers are taking over.
"I guess the biggest fight is
with the zoning lawyers because
they have all the loopholes and
the tricks. To be a step ahead of
them from a citizen -advocate
point of view is tough, but we
have the people and we're hold-
ing our own."
Balzebre, who was recently
appointed to the troubled
Bayfront Park Management
Trust, says his involvement with
the Civic Club was a natural evo-
lution of his election to the
Coconut Grove Village Council.
"I was elected to the Council
and served two terms," he said. "I
was secretary my first term and
chairman in my second term.
This experience got me into the
issues, in front of the politicians,
in front of the city commission
and in front of all of the home-
owner associations. That led to
my current tenure as president of
the Civic Club for the last two
years."
Balzebre was born in
Coconut Grove and his father
owned the Allied Lumber Co.,
which for decades was located
on the corner of Douglas Road
and US 1 until the county decid-
ed it wanted the land to build a
Metrorail station. Balzebre grew
up in the Grove and attended
kindergarten and elementary
school at Gulliver Academy
when it was located on Main
Highway and Douglas Road. He
went on to Ponce de Leon
Junior High and then to
Mercersburg Academy in
Pennsylvania, where he graduat-
ed in 1972, won a scholarship as
an exchange student and stud-
ied art history at England's
Bishop Stortford College.
"It was a great experience,"
he recalled. "I had a full schol-
arship and they encouraged you
to travel, so I studied Italian his-
tory of art, English literature
and Latin."
He returned to the
University of Florida, and then
went to Harvard summer school
and studied Italian and Russian
before transferring to Babson
College in Massachusetts and
settling on a business manage-
ment curriculum. In 1977,
Balzebre left school to help his
ailing father run Allied Lumber,
a family business since 1945. He
managed Allied for seven years,
until Metrorail took the proper-
ty, then moved to Tampa for two
years to pursue a business invest-
ment. Returning to Miami in
1988, he joined his wife and a
third partner in establishing
Events and Office Consultants.
"It's a traditional staffing
business," he said. "Temporary
staffing, day-to-day, week -to -
week and then permanent
placement. We're headhunter
recruiters and our signature
event is the Ericsson Tennis
Tournament. We've been associ-
ated with that tournament for
five years. We also do the
NASCAR races and the Grand
Prix races at t -ie Homestead -
Miami Speedway."
Balzebre does not limit his
civic involvement to the Civic
Club. He's also vice chairman of
the Grove Parking Advisory
Trust, a member of Friends of
Virginia Key, serves on the
Parish Council and is very active
in St. Hugh Catholic Church, is
a member of the Grove
Ecumenical Network, a member
of the Village West
Homeowners and Tenants
Association, a director of the
South Grove Homeowners
Association and a member of
Leadership Miami. And, he's a
trustee for Sunrise Community,
Inc., a non-profit board that
raises money for developmen-
tally disabled children and
annually promotes the Sunrise
Balloon Race.
"Traditionally, the balloon
race has been held in
Homestead in May," he said.
"But this year we plan to move it
to Kendall to gain more support
and it probably will be in April.
Hopefully, we'll beat the weath-
er with the change and get
more balloon flights up this
year."
Balzebre, who resides in
Coconut Grove with wife Nancy,
son Anthony, 15, and daughter
Christina, 12, enjoys working
with youngsters and has served
as an assistant football coach
with the Palmetto Optimist
League. He's also worked with
the Curry-Grice track club, a
Coconut --Grove organization
founded for inner -dry kids to
get them off' the street and into
organized track events.
"A lot of these kids can't
even afford their own shoes," he
said. "We go out and make it
happen, bring'em out, promote
them, teach them. It's been a
very successful program."

physical plan and facility growth needs in over 30 years. The

commissioned by the Metropolitan Dade County Parks one
Recreation Department to provide conceptual design and
permutability review for a bird watching tower overicoking the
main rookery. Key issues that infkuwv.M the design included:
minimizing impacts on the existing mangroves and bird nesting
areas, providing full accessibility for physically challenged visitors,
and maintaining design Compatibility within the historic park
setting.
WRrs design solution proposes a gently sloping elevated
walkway leading to a sheltered platform perched ten Leet above
the water. The gently curving walkway skirts the existing
mangrove fringe and roles to reveal exoanding views of the
lagoon and rookery.

for the renovation and expansion of the Coral Gables War
Memorial Youth Center. V'lorking with a recreational needs
program prepared by the Metropolhan Dade County Partes and
Reer"tion Department; WRT combined its architectural and
landscape architectural expertise to provide an integrated
solution for the Youth Center's futwe needs. New expanded
outdoor facilities included three baseball fields, tvvo
soccer/football fields, combined basketball /rolerhocky court and
tot -lot. The architectural solution included a new gym.
auditorium. locker rooms, and multipurpose craft and meeting
rooms. The Master Plan also recognized the "Civic" aspects of
the expancied facility and relocated the main entrance on
unhw try Drive.
During the two part design and constnxtion phases of the
project. WRT served as landscape archiioft preparing detailed
design doeumen and providing construction administration
services for over 5600,000. in site improvements including
athletic facilities, taridscaping and irrigation.

for the last undeveloped parcel of land on the Intracoastal
Waterway in Boynton Beach. The primary objectives of the plan

two story picnic facility, an educational and performance
pavilion, a Veterans Memorial garden and shelter, picnic shatters

destruction caused by Hurricane Andrew in August 1992. The

creation of themed elements related to future expansion. The

The first project involved the former Lord Balfour Hotel at 350 Ocean Drive,
in Miami Beach, which was purchased in 1990 and completely renovated
in 1992 and restored to a fully operational hotel. In 1993 the Hotel was
awarded the Barbara Baer Capitman Award for Excellence in Historic
Preservation by the Miami Design Preservation league.
Under his leadership, anotherArt Decogem, TheCrest Hotel Suites, 1670
James Avenue, Miami Beach, was completely renovated and upgraded
into one of Miami Beach's unique Boutique Hotels and celebrated its
Grand Opening in December of 1997.
Currently, he is involved in the restoration of the historic two-story South
Beach Hotel is located at 236,21 st street in Miami Beach. Built in 1939,
this 53 -unit structure is a classic example of the streamline style, and was
designed by master architect Henry Hohauser.
