HomeMy WebLinkAboutR-01-0379J-01-293 4/18/01 RESOLUTION NO. 01- 379 A RESOLUTION OF THE MIAMI -CITY COMMISSION BY A FOUR-FIFTHS (4/5THS) AFFIRMATIVE VOTE RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES, AND AUTHORIZING THE PROCUREMENT OF THIRTY GNB S12V370 BATTERIES FOR THE UNINTERRUPTIBLE POWER SUPPLY SYSTEM IN THE E-911 CENTER BACKUP SITE FOR THE DEPARTMENT OF POLICE FROM POWERWARE GLOBAL SERVICES, IN AN AMOUNT NOT TO EXCEED $6,168; ALLOCATING FUNDS FROM THE E-911 OPERATING BUDGET, ACCOUNT CODE NO. 196002.290461.6.722. WHEREAS, the Department of Police required the immediate procurement of thirty GNB S12V370 batteries for the Uninterruptible Power Supply (NIUPS") system to keep the E-911 Center backup site at the Fire College operational; and WHEREAS, the City Manager made a written finding that the procurement of batteries for the UPS system constituted a valid emergency; and WHEREAS, the City Manager and the Chief of Police recommended that the requirements for competitive sealed bidding procedures be waived; and CITY Common MMING OF APR 2 6 2001 4W. X01- 379 WHEREAS, informal quotes were solicited and Powerware Global Services provided the most responsive quote for the procurement of the batteries; and WHEREAS, funds are available from the E-911 Operating Budget, Account Code No. 196002.290461.6.722; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and finding contained in the Preamble to the Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. By a four-fifths (4/5th,) affirmative vote of the members of the City Commission, the City Manager's finding of an emergency, waiving the requirements for competitive sealed bidding procedures, and authorizing the procurement of thirty GNB S12V370 batteries for the Uninterruptible Power Supply system in the E-911 Center backup site for the Department of Police from Powerware Global Services, in an amount not to exceed $6,168, is ratified, approved and confirmed, with funds allocated from the E-911 Operating Budget, Account Code No. 196002.290461.6.722. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. Funding is available from the E-911 Operating Budget, Account Code No. 196002.290461.6.722. BACKGROUND The batteries for the UPS System, which is needed to maintain the operational readiness of the E- 911 Center backup site, are non -serviceable and in need of immediate replacement. Without the requested batteries, this system would become non-functional.
