A RESOLUTION OF THE MIAMI CITY COMMISSION BY
A FOUR-FIFTHS (4/5Txs) AFFIRMATIVE VOTE
RATIFYING, APPROVING AND CONFIRMING THE CITY
MANAGER'S FINDING OF AN EMERGENCY, WAIVING
THE REQUIREMENTS FOR COMPETITIVE SEALED
BIDDING PROCEDURES, AND AUTHORIZING THE
PROCUREMENT OF A POLICE SERVICE DOG FOR THE
DEPARTMENT OF POLICE FROM METRO-DADE K-9
GUARD DOGS, UNDER EXISTING MIAMI-DADE COUNTY
BID NO. IB4293-02/02-1, IN AN AMOUNT NOT TO
EXCEED $6,500; ALLOCATING FUNDS FROM THE
POLICE GENERAL OPERATING BUDGET, ACCOUNT
CODE NO. 001000.290201.6.875.
WHEREAS, the Department of Police required the replacement
of one of the Canine Unit's police service dogs due to serious
health problems and the dog's subsequent retirement; and
WHEREAS, the City Manager made a written finding that the
replacement of the police service dog constituted a valid
emergency; and
WHEREAS, the City Manager and the Chief of Police
recommended that the requirements for competitive sealed bidding

procedures be waived and the City Manager authorized the
procurement of a police service dog from Metro -Dade K-9 Guard
Dogs, under existing Miami -Dade County Bid No. IB4293-2/02-1,
with funds available from the Police General Operating Budget,
Account Code No. 001000.290201.6.875;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA;
Section 1. The recitals and findings contained in the
Preamble to the Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. By a four-fifths (4/5ths) affirmative vote of
the members of the City Commission, the City Manager's finding
of an emergency, waiving the requirements for competitive sealed
bidding procedures, and authorizing the procurement of a police
service dog for the Department of Police from Metro -Dade K-9
Guard Dogs, under existing Miami -Dade County Bid
No. IB4293-02/02-1, in an amount not to exceed $6,500, is
ratified, approved and confirmed, with funds allocated from the
Police General Operating Budget, Account Code
No. 001000.290201.6.875.

Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11

It is respectfully recommended that the City Commission adopt the attached Resolution ratifying
the City Manager's emergency action authorizing the purchase of a police service dog from Metro -
Dade K-9 Guard Dogs utilizing existing Miami -Dade County Bid No. IB4293-2/02-1, in an
amount not to exceed $6,500.
Funding will be from the Police Department's General Operating Budget, Account Code No.
001000.290201.6.875.
BACKGROUND
The Police Department requested an emergency purchase order for the procurement of a police
service dog due to the unexpected retirement of one their canine dogs due to health problems.
Over the past several months K-9 "Mack" has been experiencing fainting spells and weakness.
After an examination performed by the Police Department's veterinarian it was determined that
"Mack" is suffering from a congenital heart problem which restricts the flow of oxygen in the
blood. This condition may cause the canine to pass out during a long search or while trying to
protect himself or the police officer he is assigned to.

The Police Department is requesting your authorization for an Emergency Purchase Order to
procure a police service dog from Metro -Dade K-9 Guard Dogs under an existing Miami -Dade
County Bid No. IB4293-2/02-1, in an amount not to exceed $6,500.
Due to the unexpected retirement of one of our canine dogs due to health problems it has become
necessary to purchase a replacement dog. Over the past several months K-9 "Mack" has been
experiencing fainting spells and weakness. After an examination performed by the Police
Department's veterinarian it was determined that "Mack" is suffering from a congenital heart
problem which restricts the flow of oxygen in the blood. This condition may cause the canine to
pass out during a long search or while trying to protect himself or the police officer he is assigned
to.
Metro -Dade K-9 Guard Dogs was selected as the vendor since they currently have a contract with
Miami -Dade County and have agreed to honor the same price, terms, and conditions as stated
under their agreement with Miami -Dade County. It was also advantageous and convenient for the
City to utilize them in this situation as they meet the department's specifications for police service
dogs.

Mach the Miami Police canine handled by Officer Ben Young was examined for
experiencing periods of weakness when training or when under stress. He has also had
several trouts of bJoody' diarrhea, over, .fl�e past Year. --- y"
The weakness that Mack experiences make him unfit to be a police dog because
the fainting spells could be extremely -dangerous to his handler and to Mack himself.
Electrocardiograms showed normal heart rate with enlarged T•waves which
indicate low blood oxygen. The electrolytes were normal Wiling out.Addison's disease as
a cause of the fainting and bloody diarrhea. His thyroid level was nomoaL There is no
obvious treatable disease process causing the fainting spells.
His overall behavior during training has%been erratic and inconsistot with that of
the other canines on the force according to Officer Young.
Because of the medical proble, ns and unpredictable behavior, I have
recommended that Mack be returned to the provider of the canines for the Miami Police
Department.
