A RESOLUTION OF THE MIAMI CITY COMMISSION BY
A FOUR-FIFTHS (4/5THS ) AFFIRMATIVE VOTE
RATIFYING, APPROVING AND CONFIRMING THE CITY
MANAGER'S FINDING OF AN EMERGENCY, WAIVING
THE REQUIREMENTS FOR COMPETITIVE SEALED
BIDDING PROCEDURES, AND AUTHORIZING THE ROOF
REPAIRS TO THE RECREATION BUILDINGS,
BATHROOMS AND SHELTERS AT CURTIS, ROBERTO
CLEMENTE, JOSE MARTI, MOORE, REEVES AND
WAINWRIGHT PARKS, IN A TOTAL AMOUNT NOT TO
EXCEED $201,350; ALLOCATING FUNDS FROM THE
DESIGNATED PROJECT ACCOUNTS.
WHEREAS, in March, 2000, the City Manager made a written
finding that the repair of -the roofs at City park facilities
constituted a valid emergency; and
WHEREAS, in October, 2000, the City Manager approved an
increase in the purchase order for the emergency roof repair to
the Curtis Park facility; and

WHEREAS, the City Manager's finding of an emergency,
waiving the requirements for competitive sealed bidding
procedures, and authorizing the roof repairs at Curtis, Roberto
Clemente, Jose Marti, Moore, Reeves and Wainright Parks was
never formalized by the City Commission;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. By a four-fifths (4/5th,) affirmation vote of
the members of the City Commission, the City Manager's finding
of an emergency, waiving the requirements for competitive sealed
bidding procedures, and authorizing the roof repairs to the
recreation buildings, bathrooms and shelters at Curtis, Roberto
Clemente, Jose Marti, Moore, Reeves And Wainwright Parks, in a
total amount not to exceed $201,350, with funds allocated from

Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.!'
ii If the Mayor does not sign this Resolution, it shall become effective
at the end of ten calendar days from the date it was passed and
adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.

RECOMMENDATION:
It is respectfully recommended that the City Commission
adopt the attached Resolution, by a 4/5 1h affirmative vote,.
ratifying approving and confirming the City Manager's
finding and recommendation to proceed on an emergency basis
for roof repairs to the facilities at Curtis, Roberto
Clemente Jose Marti Moore Reeves and Wainwright
Parks. This Resolution further allocates funds in the
total amount of $201,350 from Safe Neighborhood Park Bond
(SNPB), Community Development Block Grant (CDBG), General
Fund, General Obligation Bond Interest and Impact funds for
said purpose.
BACKGROUND:
In March,2000 the former City Manager approved a request
for emergency roof repairs at the above City parks as per
the memorandum of March 17, 2000 from the Department of
Parks and Recreation. In October, 2000 the City Manager
approved an increase in the purchase order for the roof
repairs at Curtis Park due to unforeseen conditions
revealed while under construction.
All of the repairs conducted on an emergency basis are now
complete and this resolution formalizes the City Manager's
actions.

Emergency Roof Repairs
The Parks and Recreation Department respectfully requests your approval on an emergency
basis, to increase the existing P.O. #290173 to repair the roof of the Curtis Park recreation
building, for an additional amount of $5,000. The additional funds are required to cover the cost
to replace rotten wood, insulation, and to haul away debris. This project is under construction,
and due to unforeseen conditions, the additional work is required. The Department of
Management and Budget has verified that funds are available for this project in Account No.
001000.580302.6.340 for the amount listed below:

This project was originally approved as an emergency by the former City Manager. Please be
advised that once the work is completed, we will be presenting legislation at the next
Commission meeting to ratify both the original and additional work that was conducted on an
emergency basis.

The Department of Parks and Recreation respectfully requests your approval, on an
emergency basis, to repair or replace roofs/shelters at various park buildings. Due to the
existing condition of these roofs, it is essential that this work be done prior to the rainy
season, to safeguard the health and safety of our residents. We have contacted three
companies, of which one is located within the City limits, and obtained written
quotations. The following table summarizes the information on a project basis.

Roofing, in the total amount of $115,750, for projects at Curtis, Jose Marti and Reeves
Park. FZ Roofing Contractors of Miami is lowest bidder in the total amount of 75,00
for the projects at Clemente, Moore and Wainwright Parks..
