Of- 372 A RESOLUTION OF THE MIAMI CITY COMMISSION BY A FOUR-FIFTHS (4/5T11) AFFIRMATIVE VOTE, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S FINDING OF AN EMERGENCY, WAIVING THE REQUIREMENTS FOR COMPETITIVE SEALED BIDDING PROCEDURES, AND AUTHORIZING THE ACQUISITION OF SITE ANALYSIS SERVICES FOR THE RELOCATION OF THE MARLINS BALLPARK FROM SPILLIS CANDELA DMJM, IN AN AMOUNT NOT TO EXCEED $87,500; ALLOCATING FUNDS FROM ACCOUNT CODE NO. 001000.921002.6.270. WHEREAS, on January 11, 2001, the Commission directed the City Manager to conduct site analyses to examine the advantages and disadvantages and preliminary costs associated with each of the five major sites identified and to present a written report of recommendations to the City Commission on or before March 12, 2001, for the purpose of identifying a site for the Marlins Ballpark; and WHEREAS, due to time constraints and the lack of expertise within the administration to conduct the site analysis for the Ballpark, the City Manager engaged the services of CITY COD►ID iVg�ETING or APR 2 6 2001 Aesaluti= no. 01-- 372 Spillis Candela DMJM to complement the services already secured from Legg Mason Real Estate Services, Inc.; and WHEREAS, the City Manager made a written finding that the site analysis for the relocation of the Ballpark constituted an emergency, waived the requirements for competitive sealed bidding procedures and authorized the acquisition of site analysis services from Spillis Candela DMJM be approved; and WHEREAS, funds for these services are available from Account Code No. 001000.921002.6.270; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. By a four-fifths (4/5ths) affirmative vote of the members of the City Commission, the City Manager's finding of an emergency, waiving the requirements for competitive sealed bidding procedures, and authorizing the acquisition of site analysis services for the relocation of the Marlins Ballpark from Spillis Candela DMJM, in an amount not to exceed $87,500, is ratified, approved and confirmed, with funds allocated from Account Code No. 001000.921002.6.270. Gimenez Candela DMJM City Manager ENCLOSURES: RECOMMENDATION: It is respectfully requested that the City Commission ratify by four-fifths vote the City Manager's emergency procurement of Spillis Candela DMJM for the performance of site analysis associated with the relocation of the Marlins Ballpark. BACKGROUND: Consistent with the City Commission's direction from the meeting of February 15, 2001, that required a site recommendation for the Special Commission Meeting of March 15, 2001, the administration proceeded with the emergency procurement of Spijlis Candela to conduct the analysis of the projected facility demand, traffic impact and utility requirements. As you know, the question of whether the Marlins will move to the City of Miami hinged upon our ability to responsibly identify and address issues on March 15, 2001 as to the eight potential sites for the location of a Marlins Ballpark. If there is to be a deal for the relocation of the Marlins Ballpark the deal must be made swiftly. Ronald Hunt, PE Craig Kenyon, AIA Based on our meeting yesterday afternoon with Chip Iglesias and several members of the City staff and consultants, we have revised our proposal and tailored it to the tasks assigned. SCDMJM will be incorporating as our sub -consultant the F.R. Harris firm, which will be responsible for the traffic related issues and utilities analysis. The scope that has been identified for Spillis Candela is basically related to the site planning and development opportunities, described as follows: ■ Assessment of on-site commercial development opportunities. ■ Ancillary development program assessment — interaction SCDMJM / Legg Mason. ■ Site plans and design integration. • Planning considerations. ■ Impact of stadium on surrounding neighborhoods. The proposed scope of services to be provided by the F.R. Harris team is as follows: Task 1 --Site Analysis The objective of this task is to analyze the access characteristics of each site with respect to the transportation network, including the following facilities: • Freeway system • Arterial streets • Local streets • Mass transit • Pedestrian and bicycle • Parking As part of this task we will identify existing transportation facilities and programmed improvements. Also we will identify the existing available surface and structure parking facilities and the walking distance from the site. Task 2 --Demand Analysis The objective of this task will be to analyze the demand characteristics of each site with respect to: • Capacity (i.e., number seats and parking spaces) • Frequency of events 01' 372 800 Douglas Entrance. Coral Gables, Florida 33134 TEL 305/444 4691 FAX 305/447 3580 www.scpmiami.com Florida License AA 0003298 Spillis Candela DM)M • Duration of events • Schedule of events (weekday/weekend; day/evening; typical/sellout;) • Parking requirements • Other generators (American Airlines Arena, Miami Arena, Orange Bowl, Port of Miami, Performing Arts Center and Bayfront Park) Task 3 --Traffic Impact Analysis In this task we will analyze the traffic impacts to each site with respect to: • Level of service (LOS) during event scenarios (e.g., weekday/weekend; day/evening;. typical/sellout;) along with events at other generators • Develop time of day percentages for traffic scenarios Task 4 --Utilities The objective of this task is to gather information about existing and proposed utilities within each site. The major utilities listed below will be addressed. • Water and sewer • Electric • Telephone • Cable TV • Fiber optic Task S --Summary of Findings An executive summary documenting the findings to date will be prepared. The report will contain an informational matrix comparing the access, demand and impact characteristics of each site in terms of costs and schedule. Task 6 --Meetings The deliverables to be prepared by SCDM)M will include a site plan drawing for each of the eight sites identified, and five perspective drawings. Each site plan will be developed from a stadium drawing super imposed on an aerial photograph of each site, covering the immediate surroundings. The complementary information related to traffic, utilities, existing offsite parking, and their development opportunities will be shown on these plans. The perspective drawings will be rendered from a true sized building drawing, showing a stadium height of 250 ft. (we need to confirm in our future team meeting, which is the preferred viewpoint position for each site perspective). The eight sites selected, as we understand are the following: 1. Bicentennial Park "A" 2. Bicentennial Park "B" 3. Bicentennial Park "C" 4. Park West 5. Arena West O 1— 372 Spillis Candela DMJM 6. Riverfront 7. Orange Bowl 8. Orange Bowl Expansion The perspective will be for only five sites: 1. Bicentennial Park "A" 2. Park West 3. Arena West 4. Riverfront 5. Orange Bowl East The agreed schedule will be that the site plans will be done by March 1°, and the renderings will be done by March 10"'. This is predicated on the assumption that the stadium plan graphic will be frozen and given to us no later than tomorrow afternoon. F.R. Harris has confirmed they can meet their schedules. We will participate in the necessary work meetings at the "War Room" as required during this period up to March 12th. It is our understanding that the city and their consultants will assist SCDM)M & F.R. Harris team and will share the available data and information pertaining to the sites identified. Our compensation, including the participation of the F.R. Harris firm and reimbursable, will be a lump sum of $ 85,000.00 (we have included a reimbursable allowance of $ 2,500.00 in this figure).
