BACKGROUND: In response to the Audit Report issued by the U.S. Office of the Inspector General and through the City's effort to improve its internal financial management and reporting systems, particularly as it pertains to the City's federal grant programs, the Administration has established a process that closes accounts that have been completed at the end of the fiscal year and rolls over funds to the next fiscal year for activities that have not been completed. As a result, at its meeting of February 15, 2001, the City Commission adopted Resolution No. 01-147 that rolled over $6,416,012.65 of Community Development Block Grant (CDBG) Funds, $7,185,491.09 of HOME Investment Partnership (Home) Funds and $2,808,273.22 of Housing Opportunities For Persons With Aids (HOPWA) Funds from the accounts of previously approved activities that had not been completed during the 1999-2000 Fiscal Year ending September 30, 2000 to ensure that funds are available to complete these activities in the current Fiscal Year. Subsequently, the Department of Community Development completed its final reconciliation of project accounts and identified other accounts of previously approved activities that had not been completed during the 1999-2000 Fiscal Year ending September 30, 2000 that must be rolled to ensure that funds are available to complete these activities in the current Fiscal Year. The following accounts have been identified that must be rolled over: 01- 36S Community Development Block Grant Funds Activity/Proiect Amount Rolled Over Association for the Development of the $ 5,500.00 Exceptional — Roof Repair Community Redevelopment Agency (CRA) 3,000,000.00 Neighbors and Neighbors 21,090.79 Grand Total of CDBG Rollover Funds $3,026,590.79 Housing Opportunities for Persons With AIDS Activity/Proiect Center for Haitian Studies Miami -Dade OCS Short Term Grand Total of HOPWA Rollover Funds Amount Rolled Over $ 13,550.54 100,605.63 $ 114,156.17 Sale Proceeds of the St. Hugh Oak Condominiums Activity/Project Amount Rolled Over Housing Loan Recovery Fund $ 500,000.00 It should be noted that the rollover of CDBG funds to the CRA will allow the City of Miami to reimburse the General Fund for CDBG eligible activities of CRA expenditures previously paid by the General Fund.
