A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE ROLLOVER OF THE CURRENT
FISCAL YEAR (FY 2000-2001) OF COMMUNITY
DEVELOPMENT BLOCK GRANT (CDBG) FUNDS IN THE
AMOUNT OF $3,026,590.79, SALES PROCEEDS OF
ST. HUGH OAK CONDOMINIUMS FOR THE HOUSING
LOAN RECOVERY FUND, IN THE AMOUNT OF
$500,000, AND HOUSING OPPORTUNITIES FOR
PERSONS WITH AIDS (HOPWA) PROGRAM FUNDS, IN
THE AMOUNT OF $114,156.17, FROM THE ACCOUNTS
OF PREVIOUSLY APPROVED ACTIVITIES/PROJECTS
NOT COMPLETED DURING THE 1999-2000 FISCAL
YEAR ENDING SEPTEMBER 30, 2000.
WHEREAS, the U.S. Department of Housing and Urban
Development District Office of the Inspector General issued an
Audit Report relating to on the City of Miami Community Planning
and Development Programs dated March 26, 1998; and
WHEREAS, in an effort to improve its internal financial
management and reporting systems, particularly related to the
City's federal grant programs, the Administration has
established a process to close accounts completed at the end of
each fiscal year and roll over funds to the next fiscal year for
activities not completed; and

WHEREAS, Resolution No. 01-147 rolled over Community
Development Block Grant (CDBG) funds in the amount of
$6,416,012.65, HOME Investment Partnerships (HOME) funds in the
amount of $7,185,491.09, and Housing Opportunities for Persons
With AIDS (HOPWA) in the amount of $2,808,273.22 from previously
approved activities/projects that had not been completed during
the 1999-2000 Fiscal Year; and
WHEREAS, in the final reconciliation of its project
accounts, the Department of Community Development has identified
other accounts of previously approved activities/projects that
had not been completed during Fiscal Year 1999-2000 that must be
rolled over to the current Fiscal Year to ensure that funds are
available to complete the activities; and
WHEREAS, the accounts of previously approved
activities/projects totaling $500,000 of Community Development
Block Grant (CDBG) funds and $114,156.17 of Housing
Opportunities for Persons With AIDS (HOPWA) funds must be rolled
over to the current Fiscal Year to ensure that funds are
available to complete the activities;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI,
FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.

Section 3. The rollover of Housing Opportunities for
Persons With AIDS ("HOPWA") Program funds to the current Fiscal

previously approved activities/projects, as specified is

Section 4. The rollover of sales proceeds of the St.
Hugh Oak Condominiums for the Housing Recovery Fund, in the
amount of $500,000, is authorized.
Section 5. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11
If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission.

RECOMMENDATION:
It is respectfully recommended that the City Commission adopt the attached Resolution
rolling over to the current Fiscal Year (FY'2000-2001) $3,026,590.79 of Community
Development Block Grant (CDBG) funds, $500,000 from the Sale Proceeds of the St.
Hugh Oak Condominiums and $114,156.17 of Housing Opportunities for Persons With
AIDS (HOPWA) funds from the accounts of previously approved activities that had not
been completed during the 1999-2000 Fiscal Year ending September 30, 2000.
BACKGROUND:
In response to the Audit Report issued by the U.S. Office of the Inspector General and
through the City's effort to improve its internal financial management and reporting
systems, particularly as it pertains to the City's federal grant programs, the
Administration has established a process that closes accounts that have been completed at
the end of the fiscal year and rolls over funds to the next fiscal year for activities that
have not been completed.
As a result, at its meeting of February 15, 2001, the City Commission adopted Resolution
No. 01-147 that rolled over $6,416,012.65 of Community Development Block Grant
(CDBG) Funds, $7,185,491.09 of HOME Investment Partnership (Home) Funds and
$2,808,273.22 of Housing Opportunities For Persons With Aids (HOPWA) Funds from
the accounts of previously approved activities that had not been completed during the
1999-2000 Fiscal Year ending September 30, 2000 to ensure that funds are available to
complete these activities in the current Fiscal Year.
Subsequently, the Department of Community Development completed its final
reconciliation of project accounts and identified other accounts of previously approved
activities that had not been completed during the 1999-2000 Fiscal Year ending
September 30, 2000 that must be rolled to ensure that funds are available to complete
these activities in the current Fiscal Year.

It should be noted that the rollover of CDBG funds to the CRA will allow the City of
Miami to reimburse the General Fund for CDBG eligible activities of CRA expenditures

It is recommended that the City Commission approve the proposed Resolution to rollover
the accounts as identified above to complete previously approved activities/projects.
