A RESOLUTION OF THE MIAMI CITY COMMISSION BY
A FOUR-FIFTHS (4/5THS ) AFFIRMATIVE VOTE OF THE
MEMBERS OF THE CITY COMMISSION, AFTER A DULY
ADVERTISED PUBLIC HEARING, RATIFYING,
APPROVING AND CONFIRMING THE CITY MANAGER'S
FINDING OF SOLE SOURCE; WAIVING THE
REQUIREMENTS FOR COMPETITIVE SEALED BIDDING
PROCEDURES AND APPROVING THE PROCUREMENT OF A
SEARCHCAM 2000 TACTICAL SURVEILLANCE SYSTEM
FOR THE DEPARTMENT OF POLICE FROM SEARCH
SYSTEMS, INC., THE SOLE SOURCE PROVIDER, IN
AN AMOUNT NOT TO EXCEED $7,987; ALLOCATING
FUNDS FROM THE LAW ENFORCEMENT TRUST FUND,
PROJECT NO. 690003, ACCOUNT CODE
NO. 291267.6.840, SUCH EXPENDITURE HAVING
BEEN APPROVED BY THE CHIEF OF POLICE AS
COMPLYING WITH THE U.S. DEPARTMENT OF THE
TREASURY'S "GUIDE TO EQUITABLE SHARING."
WHEREAS, the U. S. Department of the Treasury's "Guide to
Equitable Sharing" authorizes the expenditure of forfeiture cash
or proceeds for certain law enforcement purposes not considered
normal operating expenses; and
WHEREAS, the Police Department requires the procurement of a
Searchcam 2000 Tactical Surveillance System to provide S.W.A.T.
Team officers with the ability to check attics, stairwells, and

so forth, in lighted conditions or darkness from a secure
position, increasing officer safety;.and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditure proposed
complies with the U.S. Department of the Treasury's "Guide to
Equitable Sharing"; and
WHEREAS, the Chief Procurement Officer has adopted a finding
that Search Systems, Inc. is the only provider of the Searchcam
2000 Tactical Surveillance System; and
WHEREAS, the finding of the Chief Procurement Officer has
been approved and adopted as the finding of the City Manager; and
WHEREAS, the City Manager and the Chief of Police recommend
that the requirements for competitive sealed bidding procedures
be waived and the procurement of a Searchcam 2000 Tactical
Surveillance System from Search Systems, Inc. be approved; and
WHEREAS, funds for this expenditure have not been included
in the Police Department's normal operating budget and are
available in the City of Miami Law Enforcement Trust Fund;

NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. By a four-fifths (4/5th,) affirmative vote of
the members of the City Commission, after a duly advertised
public hearing, the City Manager's finding of sole source is
ratified, approved and confirmed, the requirements for
competitive sealed bidding procedures are waived and the
procurement of a Searchcam 2000 Tactical Surveillance System for
the Department of Police from Search Systems, Inc., the sole
source provider, in an amount not to exceed $7,987, is approved,
with funds allocated from the Law Enforcement Trust Fund, Project
No. 690003, Account Code No. 291267.6.840, such expenditure
having been approved by the Chief of Police as complying with the
U.S. Department of the Treasury's "Guide to Equitable Sharing."
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.!'
ii If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission waive the necessity of competitive bids
and approve the attached Resolution for the purchase of a Searchcam 2000, Tactical Surveillance
System, for the Police Department, from Search Systems, Inc., a Non-Local/Female vendor located
at P.O. Box 80307, Bakersfield, CA 93380-0307, in an amount not to exceed $7,987.
Funding is available from the Law Enforcement Trust Fund, U. S. Department of the Treasury,
Account Code No. 690003.291267.6.840.
BACKGROUND

The Police Department requests the purchase of a Seachcam 2000, Tactical Surveillance Systbin
for the S.W.A.T. Team. This device has been tested by the S.W.A.T. Team and has proven to be a
highly effective tool during building searches. Using the Searchcam 2000, officers may safely
check attics, crawlspaces, stairwells, etc., in lighted conditions or total darkness, from a secure
position. This equipment offers increased officer safety during tactical operations.
The Director of Purchasing has determined that Search Systems, Inc., is the sole manufacturer and
distributor of the Seachcam 2000, Tactical Surveillance System.

The Department of Police reported they currently have a need to acquire a Searchcam 2000, Tactical
Surveillance System, for the S.W.A.T. Team. This device has been tested by the S.W.A.T. Team and has
proven to be a highly effective tool during building searches. Using the Searchcam 2000, officers may safely
check attics, crawlspaces, stairwells, etc., in lighted conditions or total darkness, from a secure position. This
equipment offers increased officer safety during tactical operations.
Staff learned the Searchcam 2000 is a patented and proprietary product manufactured by Search Systems,
Inc. According to the firm, they are the manufacturer and the exclusive distributor of Searchcam TM products
in the United States.
Accordingly, I am recommending that the requirements for competitive bidding be waived, and these
findings be approved: Search Systems, Inc., is the sole source service provider of the Searchcam 2000, for
the Department of Police. Funding for the provision of this item is available from the Local Law
Enforcement Trust Fund, U. S. Department of the Treasury, Account Code No. 690003.291267.840, for an
amount not to exceed $7,987.00.

A public hearing will be held by the City Commission of the City of Miami, Florida on
