RESOLUTION NO. 01- 335
A RESOLUTION OF THE MIAMI CITY COMMISSION
APPROVING THE ACQUISITION OF PROFESSIONAL
SERVICES AND ALL OTHER RELATED COSTS FOR A
GENERAL OFFICE RETREAT ON JUNE 1-2, 2001, FOR
THE EMPLOYEES OF THE CITY ATTORNEY'S OFFICE;
AUTHORIZING THE CITY MANAGER TO EXECUTE ALL
NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY; AND ALLOCATING FUNDS, IN
AN AMOUNT NOT TO EXCEED $16,000, FROM ACCOUNT
NO. 230101-270, FOR SAID PURPOSE.
WHEREAS, conducting a general office retreat is one of the
essential goals of the strategic Operational Plan for the City
Attorney's Office ("Office"); and
WHEREAS, to facilitate this goal, the City Attorney wishes
to conduct a retreat on June 1-2. 2001, for all the employees in
the Office for the purposes of "process mapping", developing a
plan of action for improving client service and satisfaction,
strategic planning and team building; and
WHEREAS, the Office has been most diligent in its efforts to
achieve this goal and to comply with all elements set forth in
the strategic Operational Plan; and

WHEREAS, to complete the goals of the retreat, especially
one of the anticipated magnitude, in a two-day period,
experienced, professional planning and professional services are
required;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The acquisition of professional services and
all other related costs for a general office retreat on June 1-2,
2001, for the employees of the City Attorney's Office is
approved, with funds, in an amount not to exceed $16,000,
allocated from Account No. 230101-270.
Section 3. The City Manager is authorized'I to execute
any documents, in a form acceptable to the City Attorney, for
said purpose.
1� The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor .2/

It is respectfully requested that "the City Commission approve the attached resolution for
the allocation of funds, in an amount not to exceed $16,000 from Account No. 230101-270, to
conduct an office retreat for the employees of the City Attorney's Office.
Conducting a general office retreat was one of the essential goals for the strategic
Operational Plan for the City Attorney's Office. To achieve this goal, a retreat has been
scheduled for June 1-2, 2001, at Florida International University's ("HU") North Campus. The
retreat's goals are:
■ "Process mapping" the tasks that the employees perform to develop performance
standards to evaluate the effectiveness of the City Attorney's Office;
■ Developing a plan of action for improving client service and satisfaction;
• Strategic planning; and
■ Strengthening departmental ties through teambuilding exercises.
To achieve these goals during a two-day period, the City will contract with experienced
companies with proven backgrounds in developing and conducting successful office retreats.
After evaluating companies for experience and the types of services offered, the following
entities are best suited to achieve the goals established for the retreat: Valerie Taylor TLC
Corporation and Project Challenge. Information about the facilitators and the facilities is
attached.

Financial review and approval for an office retreat for the employees of

The attached proposed resolution seeks approval for the acquisition of professional
services and all other related costs for a strategic planning retreat to be held on June 1-2, 2001,
for employees of the City Attorney's Office. Funds, in an amount not to exceed $16,000, are
available from Account No. 230101-270 for said purpose.
Please indicate your review and approval by affixing your signature and return this
original memorandum to Beverly Solomon, Administrative Assistant II, of this office as soon as
possible.

Valerie Taylor — Biography
Valerie Taylor is president of Valerie Taylor TLC Corporation. She is an executive coach
and organization development consultant, providing direction to executives and
corporations in maximizing human potential and organization effectiveness.
With more than sixteen years experience in human resource consulting, training and
facilitation, Ms. Taylor has designed and facilitated leadership development activities
and ownership and accountability practices for executives, managers and their teams.
Her clientele have included private industry, government, academic and social service
organizations. She has been a senior organization development consultant to five
national strategic change, organization change and transition, and human resource
consulting firms.
Over the past sixteen years, Ms. Taylor has developed her knowledge and skills as an
executive coach and consultant, assessing, coaching and counseling employees, teams
and managers, designing and facilitating a variety of development activities. She assists
management teams facilitating transition management interventions, and has directed
other consultants in providing business process improvement, competency -based
assessment, succession planning and executive and management development
strategies.
Ms. Taylor has addressed public, corporate, academic and religious groups on issues of
diversity, empowerment, and leadership development. Her community service work has
included facilitation of team and leadership development skills for not-for-profit boards,
homemakers, high school faculty and administration, and non-traditional career program
students. She is a writer, student of metaphysics and applied behavioral science, and
has published articles on valuing diversity, women's, and couple's empowerment.
Ms. Taylor's professional education and development include intensive trainer/facilitator
programs in human interaction, training theory and practice and valuing diversity at the
National Training Laboratories (NTL Institute). She has completed intensive programs in
multicultural organization development, counseling, and critical incident stress
debriefing. She holds certifications in coaching, performance management, servicing
internal and external customers, employee assistance and competency based
assessment.

Ms. Taylor began her undergraduate study at Ohio Wesleyan University in Delaware,
Ohio. While raising two children and developing a career in business, she continued
business and urban studies at York College in Jamaica, New York and Central
Connecticut State University in New Britain, Connecticut.
Prior to forming Valerie Taylor, TLC Corporation, Ms. Taylor enjoyed a seventeen-year
career in business, including thirteen years with Connecticut Natural Gas Corporation in
Hartford, Connecticut. There she designed and facilitated personal growth and
professional management training programs, and acted in a variety of human resource
roles, including directing recruitment and staffing activities, and administering
performance management, compensation, employee involvement and incentive
programs. As Compliance Officer, she mediated grievance meetings and coordinated
formal charges with legal counsel and various government agencies. As Employee
Assistance Program liaison she performed intake assessments, provided crisis
counseling and coordinated services with outside vendors. Additionally, she developed
and managed department budget plans and human resource policies and procedures.
In prior positions, Ms. Taylor's responsibilities included developing job descriptions, and
a variety of customer relations, back office and staff roles.
Ms. Taylor is a member of the American Society of Training and Development, OD
Network, South Florida OD Networking Group and International Association of
Facilitators.
