A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH
PETER E. SMALLEY FOR THE PURPOSE OF ASSISTING
THE URBAN SEARCH AND RESCUE ("USAR")
COORDINATOR WITH THE DAY TO DAY
ADMINISTRATION OF THE FEDERAL EMERGENCY
MANAGEMENT AGENCY ("FEMA") GRANT FOR THE
DEPARTMENT OF FIRE -RESCUE, IN THE AMOUNT OF
$45.00 PER HOUR, FOR A MAXIMUM OF 45 HOURS
PER MONTH, FOR A TOTAL ANNUAL AMOUNT NOT TO
EXCEED $24,000; ALLOCATING FUNDS FROM THE
FEMA/USAR GRANT FUND, ACCOUNT CODE
NOS. 110091.6.270 AND 110091.6.340.
WHEREAS, the City of Miami receives grant funds from the
Federal Emergency Management Agency ("FEMA") to serve as sponsor
for the South Florida Urban Search and Rescue ("USAR") Task
Force, FL TF2; and
WHEREAS, only one full-time staff member is assigned to the
coordination of the FEMA/USAR grant; and
WHEREAS, due to the large volume of work involving the
administration of the FEMA/USAR grant, the USAR Coordinator has
been unable to conduct the appropriate training of USAR team
members as well as apply for future grants; and

WHEREAS, Mr. Smalley is the former USAR Coordinator and can
provide assistance in all aspects of the grant administration,
especially in the day to day administrative assignments, and help
to improve the efficiency of operations related to administering
the grant; and
WHEREAS, funds are available from the FEMA/USAR Grant Fund,
Account Code Nos. 110091.6.270 and 110091.6.340;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized!/ to execute a
professional services agreement, in a form acceptable to the City
Attorney, with Peter E. Smalley for the purpose of assisting the
Urban Search and Rescue Coordinator with the day to day
administration of the FEMA/USAR grant for the Department of
Fire -Rescue, in the amount of $45.00 per hour, for a maximum of
45 hours per month, for a total annual amount not to exceed
$24,000, with funds allocated from the FEMA/USAR Grant Fund,
Account Code Nos. 110091.6.270 and 110091.6.340.
ii The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'

the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the City Manager to execute a Professional Services Agreement with Peter
E. Smalley for the purpose of providing technical assistance to the City of Miami Urban
Search and Rescue (US&R) Coordinator. The cost of said services will be at $45.00 per
hour, 45 hours per month, at an annual total amount not to exceed $24,000. Funds are
available from the Grant entitled, "FEMA/US&R Grant Award", account numbers
110091.6.270 and 110091.6.340
BACKGROUND
Currently there is only one full time position, the US&R Coordinator, to handle all
aspects of the grant including, applying for grant monies, monitoring, maintaining
inventory of equipment and personnel, and all administrative functions. Mr. Smalley,
the former US&R Coordinator, will be able to perform the administrative duties and
allow the Coordinator time for conducting training sessions for US&R members and
applying for future grants.
