HomeMy WebLinkAboutR-01-0330J-01-324 4/25/01 RESOLUTION NO. 01— 330 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY MANAGER TO EXECUTE INDIVIDUAL PROFESSIONAL SERVICES AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH EACH MEMBER OF THE URBAN SEARCH AND RESCUE ("USAR") TEAM FOR THE PURPOSE OF PROVIDING TECHNICAL ASSISTANCE FOR THE DEPARTMENT OF FIRE -RESCUE, IN AN AMOUNT NOT TO EXCEED $15,000 FOR EACH INCIDENT OR AS OTHERWISE PROVIDED BY THE FEDERAL EMERGENCY MANAGEMENT AGENCY ("FEMA") COOPERATIVE AGREEMENT; ALLOCATING FUNDS FROM THE FEMA/USAR GRANT FUND, ACCOUNT CODE NO. 110095.280906.6.340, TO BE REIMBURSED BY FEMA UPON SUBMISSION OF APPROPRIATE DOCUMENTATION. WHEREAS, the City of Miami receives grant funds from the Federal Emergency Management Agency ("FEMA") to serve as sponsor for the South Florida Urban Search and Rescue ("USAR") Task Force, FL TF2; and WHEREAS, the USAR Team requires the assistance and expertise of doctors, engineers and other professionals for successful deployment during times of disaster; and CITY CC?MMSSMN blEET11TG OF APR 2 6 2001 no. 01- 330 WHEREAS, funds are available from the FEMA/USAR Grant Fund, Account Code No. 110095.280906.6.340, to be reimbursed by FEMA upon submission of appropriate documentation; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized -11 to execute individual professional services agreements, in a form acceptable to the City Attorney, with each member of the USAR Team for the purpose of providing technical assistance for the Department of Fire -Rescue, in an amount not to exceed $15,000 for each incident or as otherwise provided by the FEMA Cooperative Agreement, with funds allocated from the FEMA/USAR Grant Fund, Account Code No. 110095.280906.6.340, to be reimbursed by FEMA upon submission of appropriate documentation. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor./ 1� The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. REFERENCES: �G imenez ENCLOSURES: City Manager Resolution, Contract RECOMMENDATION It is respectfully recommended that the City Commission adopt the attached Resolution authorizing the City Manager to execute Professional Services Agreements with each individual Team Member, for the purpose of providing technical assistance to the City of Miami Urban Search and Rescue (US&R) Team in case of disaster deployment. Individuals will be compensated as designated in Article II of each Agreement, and the total compensation shall not exceed $15,000 per incident or as otherwise provided by the FEMA Cooperative Agreement. Compensation for each Team Member will be available from the Grant entitled, "FEMA/US&R Grant Award", account number 110095.280906.6.340 and reimbursed by FEMA upon submission of the appropriate documentation. BACKGROUND Once an agreement has been executed for each Team Member, they will be able to deploy and provide the services required by the Federal Emergency Management Agency (FEMA) Urban Search and Rescue Team (US&R) in accordance with their area of expertise, i.e. doctor, engineer.
