HomeMy WebLinkAboutR-01-0326J-01-310 4/25/01 RESOLUTION N0. 01- $26 A RESOLUTION OF THE MIAMI CITY COMMISSION APPROVING THE ACQUISITION OF VIDEO PRODUCTION SERVICES IN ENGLISH AND SPANISH FOR THE OFFICE OF NEIGHBORHOOD ENHANCEMENT TEAMS ("NET") ADMINISTRATION FROM MIAMI-DADE COUNTY DEPARTMENT OF ENVIRONMENTAL MANAGEMENT, IN AN AMOUNT NOT TO EXCEED $10,000; ALLOCATING FUNDS FROM ACCOUNT CODE NO. 025019.251114.6.320. WHEREAS, the Office of Neighborhood Enhancement Teams ("NET") Administration requires the production of videos in English and Spanish for the Allapattah Produce Market Environmental Justice Program to educate produce merchants on prevention of environmental pollution; and WHEREAS, the City of Miami does not have the resources to produce professional quality videos; and WHEREAS, the City Manager and the Director of the Office of NET Administration recommend the acquisition of video production CITY CO MEETING M APR 2 6 2001 Hescantin 140- 01- 326 services from Miami -Dade County Department of Environmental Management be approved; and WHEREAS, funds are available from Account Code No. 025019.251114.6.320 for these services; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The acquisition of video production services in English and Spanish for the Office of NET Administration from Miami -Dade County Department of Environmental Management, in an amount not to exceed $10,000, is approved, with funds allocated from Account Code No. 025019.251114.6.320. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.11 ii If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. Gimenez City Manager RECOMMENDATION: CA -11 DATE: March 13, 2001 FILE : SUBJECT: Resolution to Authorize Payment to DERM for Pollution Prevention rideo REFERENCES: ENCLOSURES: It is respectfully recommended that the City Commission approve the attached Resolution authorizing the City Manager to pay the sum of $10,000 from the United States Environmental Protection Agency Grant to the Miami -Dade County Department of Environmental Management (DEW BACKGROUND: The City was awarded in 1998 a grant from the Federal Environmental Protection Agency in the amount of $77,134 to operate a new program called the Allapattah Produce Market Environmental Justice Program to teach produce merchants how to prevent environmental pollution. The grant budget includes an item to write, shoot footage, edit and produce finished videos in English and Spanish for $10,000.00. The City does not have the resources to produce, however Miami -Dade County Department of Environmental Management (DERM) has the capacity and agreed to produce professional quality videos that will significantly help in the training of the merchants in the Allapattah area to prevent pollution. �F1 RW/jar 01- 426 02/15/2001 11:07 305575512 ALLAPATTAH NET J-98-1103 10/28/98 RESOLUTION NO. 00 A RESOLUTION ACCEPTING AN ENVIRONMENTAL JUSTICE GRANT FROM THE UNITED STATES ENVIRONMENTAL PROTECTION AGENCY IN THE AMOUNT OF $77,134 FOR THE PURPOSES SPECIFIED HEREIN; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO ACCEPT SAID GRANT. PAGE 02/02 WHEREAS, the City of Miami has been awarded a grant from the Federal Environmental Protection Agency (EPA), in the amount of $77,134, to operate a new program entitled the Allapattah Produce Market Environmental Justice Program; and WHEREAS, the goal of this program is to stop the illegal dumping of produce refuse, shopping carts, and other solid waste items in the Allapattah produce market area by presenting environmental awareness programs to neighborhood merchants and residents; and WHEREAS, this grant will also create jobs for homeless persons to do work related to maintaining the public areas of the produce market, with no matching funds required by the City; and WHEREAS, any purchases and professional service agreements using the funds from this grant shall comply with applicable city code purchasing requirements; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. Said Environmental Justice Through Pollution Prevention Program shall be conducted in the Allapattah neighborhood of the City of Miami as stipulated in the grant application to the United States Environmental Protection Agency. Section 3. The City Manager is hereby authorized to accept this grant as set forth in the Preamble to this Resolution and to enter into the necessary contract(s) and/or agreement(s), in a form acceptable to the City Attorney, --A/ for the acceptance of the aforementioned monies for the purposes stated herein.
