A RESOLUTION OF THE MIAMI CITY COMMISSION
APPROVING THE LEASING OF VEHICLES FROM
INTERAMERICAN CAR RENTAL, INC. FOR THE
DEPARTMENT OF POLICE, UNDER EXISTING CITY OF
MIAMI BID NO. 99-00-134/03, EFFECTIVE THROUGH
SEPTEMBER 30, 2001, AND SUBJECT TO ANY
EXTENSIONS, IN AN AMOUNT NOT TO EXCEED
$43,225; ALLOCATING FUNDS FROM THE "STOP
ACTIVE VANDALISM EVERYWHERE" GRANT, ACCOUNT
CODE NO. 142027.290530.6.610.
WHEREAS, Resolution No. 00-613, adopted July 20, 2000,
accepted the bid of InterAmerican Car Rental, Inc. to lease
eighty (80) to one hundred (100) vehicles for the Department of
Police on a contract basis for a period of one year, with the
option to renew for two additional one-year periods, at an annual
amount not to exceed $918,000; and
WHEREAS, the Department of Police requires additional
vehicles for its Juvenile Investigations Unit to conduct
proactive initiatives to reduce the recurrence of vandalism; and
WHEREAS, the City Manager and the Chief of Police recommend
approving the leasing of vehicles from InterAmerican Car Rental,

under existing City of Miami Bid No. 99-00-134/03, be approved;
WHEREAS, funds are available from the "Stop Active Vandalism
Everywhere" Grant, Account Code No. 142027.290530.6.610;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The leasing of vehicles from InterAmeri.can
Car Rental, Inc. for the Department of Police, under existing
City of Miami Bid No. 99-00-134/03, effective through
September 30, 2001, and subject to any extensions, in an amount
not to exceed $43,225, is approved, with funds allocated from the
"Stop Active Vandalism Everywhere" Grant, Account Code
No. 142027.290530.6.610.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.!/
1� If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the leasing of vehicles from InterAmerican Car Rental, Inc., located at 1790 N.W.
LeJeune Road, Miami, FL 33126, for the Police Department's Juvenile Investigations Unit,
utilizing an existing City of Miami Bid No. 99-00-134/03, at a total amount not to exceed $43,225.
Funds are available from the Stop Active Vandalism Everywhere (S.A.V.E.) Grant, Account Code
No. 142027.2905 3 0.6.610.
BACKGROUND
The Miami Police Department has developed a comprehensive community oriented project,
entitled, "Stop Vandalism Everywhere" (SAVE), to combat graffiti and vandalism in our
community. These vehicles will be utilized by the Police Department's Juvenile Investigations
Unit to conduct proactive initiatives to reduce the reoccurrence of vandalism.

ACCEPTING THE BID OF INTERAMERICAN CAR
RENTAL, INC., FOR THE PROVISION OF EIGHTY
(80) TO ONE HUNDRED (100) RENTAL VEHICLES,
FOR THE DEPARTMENT OF POLICE, AWARDED
PURSUANT TO INVITATION FOR BIDS NO.
99-00-134, ON A CONTRACT BASIS FOR A PERIOD
OF ONE YEAR WITH THE OPTION TO RENEW FOR TWO
ADDITIONAL ONE-YEAR PERIODS, AT AN ANNUAL
AMOUNT NOT TO EXCEED $918,000; ALLOCATING
FUNDS THEREFOR FROM THE LAW ENFORCEMENT TRUST
FUND, PROJECT NUMBERS 690001, 690002 AND
690003, SUCH EXPENDITURES HAVING BEEN
APPROVED BY THE CHIEF OF POLICE AS COMPLYING
WITH THE U. S. DEPARTMENT OF THE TREASURY'S
"GUIDE TO EQUITABLE SHARING," AND SECTION
932.7055, FLORIDA STATUTES, AS AMENDED.
WHEREAS, the Department of Police requires the use of
unmarked rental vehicles to reduce the risk factors to officers
involved in undercover operations; and
WHEREAS, pursuant to public notice, Invitation for Bids
No. 99-00-134 was mailed to thirty-three (33) potential bidders;
and
WHEREAS, one (1) responsive bid was received on
April 26; 2000; and

included in the

are available in
the City of Miami Law
Enforcement Trust Fund;
and
WHEREAS, the City Manager and the Chief of Police recommend
that the bid received from InterAmerican Car Rental, Inc., be
accepted as the only responsive and responsible bid; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditures proposed
comply with the U.S. Department of the Treasury's "Guide to
Equitable Sharing" and Section 932.7055, Florida Statutes, as
amended;
WHEREAS, funds are available from the Law Enforcement Trust
Fund, Project Numbers 690001, 690002, and 690003;
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are hereby adopted by reference
thereto and incorporated herein as if fully set forth in this
Section.
Section 2. The bid received on April 26, 2000, from
InterAmerican Car Rental, Inc., for the provision of rental
vehicles for the Department of Police, awarded pursuant to
Invitation for Bids No. 99-00-134, on a contract basis for a

period of one year with the option to renew for two additional
one -.year periods in an annual amount not to exceed $918,000, is
hereby accepted, with funds therefor hereby allocated from the
Law Enforcement Trust Fund, Project Nos. 690001, 690002, and
690003, such expenditure having been approved by the Chief of
Police as complying with the U.S. Department of the Treasury's
"Guide to Equitable I Sharing" and Section 932.7055, Florida
Statutes, as amended.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.L

REASON: The Department of Police has developed a
comprehensive community oriented project entitled,

graffiti and vandalism in our community. These
vehicles will be utilized by the Police Department's

RECOMMENDATION: It is recommended that award be made to
InterAmerican Car Rental, Inc., for the leasing of
vehicles, for the Department of Police, utilizing
existing City of Miami Bid No. 99-00-134/03, until
September 30, 2001, for a total amount not to
exceed $43,225; allocating funds therefor from the
Stop Active Vandalism Everywhere (S.A.V.E.)
