A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING FUNDING OF CRIME STOPPERS OF MIAMI-DADE COUNTY INC., IN AN AMOUNT NOT TO EXCEED $10,000; ALLOCATING FUNDS FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690001, SUCH EXPENDITURE HAVING BEEN CERTIFIED BY THE CHIEF OF POLICE AS COMPLYING WITH SECTION 932.7055, FLORIDA STATUTES (2000). WHEREAS, Section 932.7055, Florida Statutes (2000)01 authorizes the expenditure of forfeiture cash or proceeds for certain law enforcement purposes not considered normal operating expenses; and WHEREAS, the Department of Police supports community programs that involve citizen participation in fighting crime in the community; and WHEREAS, Crime Stoppers of Miami -Dade County ("Crime Stoppers") is a community program that affords citizens the opportunity to become involved in the fight against crime and removing criminals from our streets; and CITY CORIIylISSION MEETING OF APR 2 6 2001 r � r WHEREAS, this funding will assist Crime Stoppers with its program of offering rewards to citizens for tips in solving crimes; and WHEREAS, funds to cover this expenditure have not been included in the Police Department's normal operating budget and are available in the City of Miami Law Enforcement Trust Fund; and WHEREAS, pursuant to the provisions of Section 932.7055(c), Florida Statutes (2000), the recipient, Crime Stoppers, shall (1) certify that the funds appropriated will be used lawfully and for the purpose stated, (2) be required to maintain proper accounting records for the expenditure of such monies, and (3) provide any reports, including, but not limited to, audit reports, as may be required by the City of Miami or applicable law; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditure proposed complies with Section 932.7055, Florida Statutes (2000); NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Funding for Crime Stoppers, in an amount not to exceed $10,000, is authorized, with funds allocated from the Page 2 of 3 01— 318 Law Enforcement Trust Fund, Project No. 690001, such expenditure having been certified by the Chief of Police as complying with Section 932.7055, Florida Statutes (2000). Crime Stoppers is comprised of four segments of the community working as partners towards one goal — reducing crime: A VOLUNTEER group of citizens comprise the Board of Directors and are the governing body of Crime Stoppers of Miami -Dade County, Inc. They raise funds through citizen and corporate donations, and also approve and administer ALL rewards. LAW ENFORCEMENT agencies provide personnel support by detaching detectives to answer the TIPS line. Phone lines are not police lines; they are said for by Crime Stoppers. MEDIA provides the avenue to promote awareness of the program, by educating the community as to the TIPS phone number, do reenactments, and promote the Crime of the Week and Fugitive Programs. All media participate as a public service. THE CALLER or TIPSTER is the most important partner in our program. It is a member of the community who sees, hears, or knows of criminal activity. When a caller contacts Crime Stoppers, he or she is GUARANTEED ANONYMITY. Once a call is received, the tipster is given a control number. If, as a result of their information, an arrest or filing of criminal charges has been made, the caller is eligible for a monetary REWARD OF UP TO $1,000.00. Because of the anonymity, members of the community offer information to law enforcement. without the fear of reprisals. Rewards are approved and distributed monthly. The Board of Directors meet, review the cases, and determine the rewards to be paid. Once a reward has been determined, the caller chooses a branch office of the bank Crime Stoppers works with, where their reward can be picked up. Crime Stoppers is governed by a volunteer civilian Board of Directors and the unit is staffed and managed on a day-to-day basis by Miami -Dade and City of Miami Police Officers. Established in 1981 under the auspices of the Miami Crime Commission, Crime Stoppers has evolved into a powerhouse of information gathering, receiving tips on crimes for over forty law enforcement agencies from, city, county, state, federal and international levels. Its effectiveness has made Crime Stoppers the most cost effective crime prevention and apprehension tool in the county with an average cost of $132.21 per felony arrest. Through 2000, tips to Crime Stoppers has cleared 19,069 cases, leading to the arrest and filing of criminal charges against 4,891 felons, recovering over 78million dollars in narcotics and property. For all that work, Crime Stoppers paid out a mere $646,632.00 in rewards to the anonymous "tipsters" who provided the information to trained detectives that operate the clearinghouse. The subject was in jail for an unrelated case, and police did not know he had committed the two, which the tipster gave information about. Subject confessed to both. • 1999 - Premier Impacto, a Latin version of America's Most Wanted aired the story of a murder that occurred in 1993, we received " the call that located the subject. He was arrested in Costa Rica for murder. • 1999 - Arrested one subject who stole over $75,000.00 in stocks and bonds from an elderly man on Miami Beach. This was the second arrest of the subject. • 1998 - Arrested one of the Southeastern United State largest supplier of narcotics and leader of a narcotic cartel from Atlanta, GA. • 1997 - An eighteen -month investigation culminated in arrest of 174 persons for Insurance Fraud. This is the second largest insurance fraud case in the United States. It ended a 10 million dollar loss to insurance companies in a five county area. • 1997 - Jan. 1, 1997 began with the shooting of Officer Ricky Taylor. A call to Crime stoppers led detectives to the offender in this case. • 1997 - Jan. 31,1997 Willie James Mason was shot and killed during a robbery attempt. A reenactment was aired and the subject was apprehended as a result of a tip to Crime Stoppers. • 1997 - Two students are murdered on the U of M campus. A tip to Crime Stoppers assisted detectives in closing this case. • 1996 - The murder of a female, who was a Dutch tourist, again brought up the issue of tourist safety in Dade County. A tip to Crime Stoppers led detectives to the killers within 424 hours of the crime. • 1996 - The murder of schoolteacher Lisa Scuddy was solved was solved by a call to Crime Stoppers within forty-eight hours of airing a reenactment of the crime. • 1995 - The murder of a 15 -year-old female and her friend who were sitting at a luncheonette was solved by a tip from Crime Stoppers. The two attended Miami Jackson Sr. High. • 1993 - A tip to Crime Stoppers assisted in identifying the killers of Officer Evelyn Gort. • 1993 - The murder of UWE Rekebrand a German tourist was a shot heard around the world according to the News Media. It was a tip to Crime Stoppers that led detectives to the murder who were all in custody within 72 hours of thee offense. The murder was caught on live television. The tip told detectives that the subject was in route to Los Angeles. • 1993 - Crime Stoppers of Dade County assists in starting Cayman Crime Stoppers. The phones are answered in Miami and tips faxed back to the Royal Cayman Island Police to investigate. • 1992 - A tip to Crime Stoppers led detective to the five offenders who murdered North Miami Officer Steve Bauer. • 1991 - The oldest case in the history of Crime Stoppers across the world was solved as a result of a tip to Crime Stoppers of Dade County. In 1946 Officer John Milledge of the Miami Police Department was killed in the line of duty. In 1989 Crime Stoppers received a tip that led detectives on a six month long investigation resulting in the arrest of the offender, Lerov Strachan. • 1991 - A tip to Crime Stoppers led detectives to the person who murdered Bridgette Gibbs, sister of Miami Police Office Arnold Gibbs. • 1991 - The arrest of the offenders who murdered restaurateur Paul Sarnecki came as a result of several tips to Crime Stoppers. • 1991 - A tip to Crime Stoppers assisted detectives in identifying and arresting the two offenders who robbed and shot john and Rose Haywood, two tourists. • 1988 - A tip to Crime Stoppers led Miami Homicide Detectives to the second subject in the shooting of Officer James Hayden. • 1988 - A tip from Crime Stoppers led Miami Homicide Detectives to the offender who shot another person during a traffic dispute over one driver cursing at another. The Handyman was found within twenty-four hours of the incident thanks to our tip. • 1983 - A tip to Crime Stoppers led MDPD Homicide detective to one of the offenders who murdered Officer Cherly Seiden. Brenda Lee Hawkins was charged with stuffing the baby into the trash after her boyfriend killed the child. • 1982 - A tip to Crime Stoppers led detectives to the arrest of one of their Most Wanted fugitives. A tipster called the office after seeing the picture of the subject on television. • 1982 - A tip to Crime Stoppers led detectives to three subjects who had held up a Wells Fargo guard and took $65,000.00 in food stamps that were being delivered to a government center. • 1981 - The first major cases solved by Crime Stoppers were that of the Silver tooth Rapist.
