RESOLUTION NO. 01— 31 `
A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE ALLOCATION OF FUNDS FOR
PROTRACTED AND COMPLEX INVESTIGATIONS, IN AN
AMOUNT NOT TO EXCEED $300,000; ALLOCATING
FUNDS, FROM THE LAW ENFORCEMENT TRUST FUND,
PROJECT NUMBER 690001, SUCH EXPENDITURE
HAVING BEEN APPROVED BY THE CHIEF OF POLICE
AS COMPLYING WITH SECTION 932.7055, FLORIDA
STATUTES (2000).
WHEREAS, Section 932.7055, Florida Statutes (2000),
authorizes the expenditure of forfeiture cash or proceeds for
certain law enforcement purposes not considered normal operating
expenses; and
WHEREAS, the Department of Police requires consultant and
expert services, money for payment of confidential informants,
purchasing or renting of technical equipment, supplies, and other
support expenses to conduct protracted and complex
investigations; and
WHEREAS, funds to cover this expenditure have not been
included in the Police Department's normal operating budget and

are available in the City of Miami Law Enforcement Trust Fund;
and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that the expenditure proposed
complies with Section 932.7055, Florida Statutes (2000);
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The allocation funds for protracted and
complex investigations, in an amount not to exceed $300,000, is
authorized, with funds allocated from the Law Enforcement Trust
Fund, Project No. 690001, such expenditure having been approved
by the Chief of Police as complying with Section 932.7055,
Florida Statutes (2000).
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.!'
1� If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the continued funding of Protracted, Complex Investigations, in an amount not to
exceed $300,000.
Funding is to be provided from the Law Enforcement Trust Fund, Florida State Statute Chapter
932.7055, Project Number 690001.
BACKGROUND
The Miami Police Department is currently involved in several Protracted, Complex Investigations.
As authorized under Florida Statute 932.704, of the Florida Contraband Forfeiture Fund, the
monies requested will be utilized to defray the cost of these comprehensive investigations. Funds
are required for the purchase/rental of equipment and supplies, payment of confidential informants,
consultant/expert services, buy monies, and other special investigative expenditures required for
successful completion of these Protracted, Complex Investigations, as authorized by the Chief of
Police.
