HomeMy WebLinkAboutR-01-0313J-01-290 3/29/01 a RESOLUTION N0. _ A RESOLUTION OF THE MIAMI CITY COMMISSION URGING THE FLORIDA LEGISLATURE TO ENACT LEGISLATION TO AMEND SECTION 215,503, FLORIDA STATUTES (2000), TO PROVIDE FOR CERTAIN MUNICIPALITIES TO ENACT PROVISIONS ESTABLISHING A PARKING FACILITY SURCHARGE TO BE USED NOT ONLY TO REDUCE THE AD VALOREM TAX MILLAGE RATE AND TO REDUCE OR ELIMINATE NON - AD VALOREM ASSESSMENTS, BUT TO ALSO FACILITATE ECONOMIC GROWTH BY CONTRIBUTION TO THE DEVELOPMENT OF PUBLIC FACILITIES AND INFRASTRUCTURE; FURTHER DIRECTING THE TRANSMITTAL OF A COPY OF THIS RESOLUTION TO THE DESIGNATED OFFICIALS AND INDIVIDUALS. WHEREAS, the Florida Legislature is considering amendments to Section 215.503, Florida Statutes; and WHEREAS, the City Commission endorses legislation that will allow certain municipalities to enact provisions establishing a parking facility surcharge to be used not only to reduce the ad valorem tax millage rate and to reduce or eliminate non - ad valorem assessments, but to also facilitate economic growth by contribution to the development of public facilities and infrastructure; I,' 1k,._1.* 1171, ti t •. MAR 2 9 2001 lwsakud= lop. { -- �� _ a NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Florida Legislature is urged to enact legislation to amend Section 215,503, Florida Statutes (2000), to provide for certain municipalities to enact provisions establishing a parking facility surcharge to be used not only to reduce the ad valorem tax millage rate and to reduce or eliminate non -ad valorem assessments, but to also facilitate economic growth by contribution to the development of public facilities and infrastructure. Section 3. The City Clerk is directed to transmit a copy of this Resolution to Governor Jeb Bush, Lieutenant Governor Frank T. Brogan, President of the Florida Senate John M. McKay, Speaker of the Florida House of Representatives Tom Feeney, and all members of the Miami -Dade County Legislative Delegation. Section 4. The City Manager is directed to instruct the Department of Finance to transmit a copy of this Resolution to all the parking facility operators in the City of Miami. Page 2 of 3 1— Section 5.
