HomeMy WebLinkAboutR-01-0309J-01-263 3/28/01 RESOLUTION NO. 01— 30'9 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING FUNDING IN THE AMOUNT OF $10,000 FOR THE SPONSORSHIP OF THE NATIONAL BLACK POLICE ASSOCIATION ("NBPA") SOUTHERN REGION ANNUAL EDUCATION & TRAINING CONFERENCE; AND ALLOCATING FUNDS FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690001, SUCH EXPENDITURE HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH THE PROVISIONS OF FLORIDA STATE STATUTES, CHAPTER 932.7055, AS AMENDED. WHEREAS, Florida State Statute 932.7055, as amended, authorizes the expenditure of forfeiture cash or proceeds for certain law enforcement purposes not considered normal operating expenses; and WHEREAS, the City of Miami has been chosen as the host city for the National Black Police Association ("NBPA") Southern Region Annual Education & Training Conference to be held April 18-22, 2001; and WHEREAS, the Conference's mission is to develop and maintain open channels of communication between law enforcement agencies and the community and encourage a coordinated effort to prevent and abate crime; and CM COQ bQL7WQ Or MAR 2 9 2001 Rewka*n Ma. Ot- 309 WHEREAS, funds to cover this expenditure have not been included in the Police Department's normal operating budget and are available in the City of Miami Law Enforcement Trust Fund; and WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditure proposed complies with Florida State Statute 932.7055, as amended; and WHEREAS, pursuant to the provisions of Section 932.7055(c) Fla. Stat. (2000), the recipient shall 1) certify that funds appropriated will be used lawfully and for the purpose stated, 2) be required to maintain proper accounting records for the expenditure of such monies, and 3) provide any reports, including but not limited to audit reports, as may be required by the City of Miami or applicable law; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1: The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Funding in the amount of $10,000 for the sponsorship of the National Black Police Association "NBPA" Southern Region Annual Education & Training Conference to be held in Miami, Florida, on April 18-22, 2001, is authorized, with funds allocated from the Law Enforcement Trust Fund, Project No. 690001, such expenditure having been approved by the Page 2 of 3 01— 309 Chief of Police as complying with the provisions of Florida State Statutes, Chapter 932.7055, as amended. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor." PASSED AND ADOPTED this 29th day of March , 2001. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission or upon the effective date stated herein, whichever is later. Funding is to be provided from the Law Enforcement Trust Fund, Florida State Statute Chapter 932.7055, Project Number 690001. BACKGROUND The National Black Police Association (NBPA) Southern Region will host its Annual Education & Training Conference on April 18`h —22 n', 2001, at the Wyndham Hotel, located at 1601 Biscayne Boulevard, Miami, Florida. The ultimate mission of NBPA is to develop and maintain open channels of communication between law enforcement agencies and the community and encourage a coordinated effort to prevent and abate crime.
