A RESOLUTION OF THE MIAMI CITY COMMISSION BY
A FOUR-FIFTHS (4/5TIS ) AFFIRMATIVE VOTE, AFTER
A DULY ADVERTISED PUBLIC HEARING, RATIFYING,
APPROVING AND CONFIRMING THE CITY MANAGER'S
FINDING THAT COMPETITIVE SEALED BIDDING
PROCEDURES ARE NOT PRACTICAL OR ADVANTAGEOUS
FOR THE ACQUISITION OF 280A NEIHOFF
ALTERNATOR UPGRADE, MOTOROLA RADIO AND
INSTALLATION, FREIGHTLINER CHASSIS, AND
MODULAR BODY DIFFERENCE FOR SIX EMERGENCY
MEDICAL CARE VEHICLES AND AUTHORIZING THE
ACQUISITION OF SAID EQUIPMENT FROM AERO
PRODUCTS CORPORATION FOR THE DEPARTMENT OF
FIRE -RESCUE, UNDER EXISTING MIAMI-DADE COUNTY
CONTRACT NO. 5472-4/010TR, EFFECTIVE THROUGH
MAY 31, 2001, AND SUBJECT TO ANY EXTENSIONS,
IN AN AMOUNT NOT TO EXCEED $41,682;
ALLOCATING FUNDS FROM CAPITAL IMPROVEMENT
PROJECT NO. 313233, ACCOUNT CODE
NO. 289401.840, AS FUNDED BY THE FIRE
ASSESSMENT FEE.
WHEREAS, the Department of Fire -Rescue requires the
acquisition of 280A Neihoff alternator upgrade, Motorola radio
and installation, freightliner chassis, and modular body
difference to upgrade six emergency medical care vehicles to
maintain the quality of service and uniformity of standards of
existing vehicles; and

WHEREAS, due to the immediate need for upgraded emergency
vehicles, the City Manager has determined that it is not
practical or advantageous to acquire the equipment by following
competitive sealed bidding procedures; and
WHEREAS, the City Manager and the Chief of Fire -Rescue
recommend that competitive sealed bidding procedures be waived
and the acquisition of 280A Neihoff alternator upgrade, Motorola
radio and installation, freightliner chassis, and modular body
difference to upgrade six emergency medical care vehicles from
Aero Products Corporation, under existing Miami -Dade County
Contract No. 5472-4/01/OTR, effective through May 31, 2001, and
any extensions, be approved; and
WHEREAS, funds are available from Capital Improvement
Project No. 313233, Account Code No. 289401.840, as funded by the
Fire Assessment Fee;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. By a four-fifths (4/5tns) affirmative vote of
the members of the City Commission, after a duly advertised
public hearing, the City Manager's finding that competitive
sealed bidding procedures are not advantageous or practicable for
the acquisition of 280A Neihoff alternator upgrade, Motorola
radio and installation, freightliner chassis, and modular body

difference for six emergency medical care vehicles is ratified,
approved and confirmed, and the acquisition of said equipment
from Aero Products Corporation for the Department of Fire -Rescue,
under existing Miami -Dade County Contract No. 5472-4/010TR,
effective through May 31, 2001, and subject to any extensions, in
an amount not to exceed $41,682, is authorized, with funds
allocated from Capital Improvement Project No. 313233, Account
Code No. 289401.840, as funded by the Fire Assessment Fee.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.-'/

RECOMMENDATION
It is respectfully requested that the City Commission adopt the attached
Resolution, by a four/fifths (4/5th) affirmative vote of the members of the
City Commission, after a duly advertised public hearing, ratifying,
approving, and confirming the City Manager's request for waiving the
requirements for competitive sealed bids and authorizing the acquisition
of 280A Neihoff Alternator upgrade, Motorola radio and installation,
freightliner chassis, and modular body difference for six (6) emergency
medical care vehicles from Aero Products Corporation, at a total
amount of $41,682, allocating funds from Capital Improvement Program,
Project 313233, Account Code 289401.840, funded by Fire Assessment
Fee.
BACKGROUND
The City of Miami conducted an evaluation in October to assess the
quality of the services provided to the citizens. Pursuant to the
evaluation, all of the 2 -men squads were improved to 3 -men Rescues to
provide service enhancement on Rescue vehicles. Therefore, due to this
increase, the Fire -Rescue Department will purchase, if authorized by the
City Commission, six (6) new emergency medical care vehicles From Aero
Products Corporation, awarded under Miami -Dade Contract No. 5472-
4/01/OTR.

4/01/OTR. These upgrades are not listed on the Miami -Dade Contract
bid. However, we have determined that it is most advantageous to
purchase these upgrades from the vendor, Aero Products Corporation,
who was also awarded the contract to supply the six (6) new vehicles.
Hence, our request for the bid waiver.

ENCLOSURES:
The department is requesting a Waiver of Competitive Bids to purchase from Aero
Products Corporation 280A Neihoff Alternator upgrade, Motorola radio and
installation, freightliner chassis, and modular body difference. This vendor was awarded
the Miami -Dade Contract to build emergency medical care vehicles (effective through
May 31, 2001 and subject to approval of additional one (1) year contract extensions by
Miami -Dade County).
Due to an evaluation conducted in October, 2000, all of the 2 -men squads were improved
to 3 -men squads to better serve the citizens of Miami. To accommodate the third person
and additional gear, it is necessary to purchase six (6) new emergency medical care
vehicles. To maintain the quality of service and uniformity of certain standards, it is
important that the above upgrades be added to each vehicle. While there may be other
vendors who could provide these upgrades, Aero Products Corporation is the most
advantageous and practical as they have been awarded the contract by Miami -Dade to
build the actual vehicles.
The additional upgrades for each vehicle are $6,947. The total amount for all six (6)
vehicles is $41,682 and will be funded from Capital Improvement Program, Project
313233, Account Code 289401.840, funded by Fire Assessment.
