RESOLUTION N0. 01- 298
A RESOLUTION OF THE MIAMI CITY COMMISSION NAMING
THE NEW DISABILITIES CENTER AT KINLOCH PARK,
LOCATED AT 451 NORTHWEST 47TH AVENUE, MIAMI,
FLORIDA THE CITY OF MIAMI SANDRA DE LUCCA
DEVELOPMENTAL CENTER; AND DIRECTING THE CITY
MANAGER TO TAKE THE NECESSARY STEPS TO
APPROPRIATELY IDENTIFY THIS CENTER.
WHEREAS, Charlie De Lucca and the Dade Amateur Golf
Association have been instrumental in raising funds for the City
of Miami Department of Parks and Recreation, Programs for Persons
with Disabilities; and
WHEREAS, Mr. De Lucca has been an advocate for people with
disabilities throughout the Miami -Dade County community by
hosting numerous golf tournaments for Special Olympics and
teaching athletes with disabilities at the International Links
Miami Melreese Golf Course; and
WHEREAS, Mr. De Lucca has supported the City of Miami's
Programs for Persons with Disabilities Program over the years by

donating funds to the Holiday Luncheon and Talent Show as well as
serving as a judge in the show; and
WHEREAS, to honor Mr. De Lucca for his contributions to
youth and the disabled, it is appropriate to name the new
disabilities center at Kinloch Park in memory of his daughter,
Sandra De Lucca, who died when she was 17;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The new disabilities center located at
Kinloch Park, 451 N.W. 47th Avenue, Miami, Florida is named the
City of Miami Sandra De Lucca Developmental Center.
Section 3. The City Manager is directed to take the
necessary steps to appropriately identify the Center.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.!'
1� If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

Resolution Authorizing
The Naming of the New
Disabilities Center
at Kinloch Park
It is respectfully recommended that the City Commission
adopt this attached Resolution authorizing the naming of the
soon to be opened new Disabilities Center at Kinloch Park
(451 N.W. 47`h Avenue) as the City of Miami Sandra De Lucca
Developmental Center, and instructing the City Manager to
take the steps necessary to identify this Center.
BACKGROUND:
At the February 22, 2001 City Commission Meeting, the
Honorable Commissioner Tomas Regalado requested that a
public hearing be scheduled at this meeting to name the soon
to be opened new Disabilities Center at Kinloch Park in
memory of the beloved daughter of Charlie De Lucca. Thus,
the name of the Center would be the City of Miami Sandra De
Lucca Developmental Center.
Accordingly, this Resolution authorizes this naming to occur
and instructs the City Manager to initiate the process to
identify this Center.

pertaining to the naming of the soon to be opened new Disabilities Center at Kinloch Park.
Per City Commission directive, the Public Hearing should be scheduled for MarchZ, 2001.

PLEASE ALL, TAKE NOTICE THA a public hearing will be held by the Commission of the
City of Miami, Florida, on March 22, 2001 at 9:30 a.m. in the City Commission Chambers at
City Hall, 3500 Pan American Drive, Miami, Florida, for the purposes of hearing discussions
from any interested parties affected by the naming of the soon to be opened new Disabilities
Center at Kinloch Park (451 N.W. 47`h Avenue) as the City of Miami Sandra De Lucca
Developmental Center.
All interested persons are invited to appear and may be heard concerning the naming of the new
Disabilities Center at Kinloch Park. Should any person desire to appeal any decision of the City
Commission with respect to any matter considered at this hearing, that person shall ensure that a
verbatim record of the proceedings in made, including all testimony and evidence upon which
any appeal may be based.
