RESOLUTION NO. 01— 268
A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND
EXECUTE A PROFESSIONAL SERVICES AGREEMENT, IN
A FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH
TIM GILLETTE AND ASSOCIATES, TO PROVIDE
TRAINING SERVICES FOR THE POLICE SERGEANTS
EXAM, FOR A PERIOD OF ONE YEAR, IN AN AMOUNT
NOT TO EXCEED $35,000; ALLOCATING FUNDS FROM
THE LAW ENFORCEMENT TRUST FUND, PROJECT
NO. 690003, SUCH EXPENDITURE HAVING BEEN
APPROVED BY THE CHIEF OF POLICE AS COMPLYING
WITH THE U.S. DEPARTMENT OF THE TREASURY
"GUIDE TO EQUITABLE SHARING."
WHEREAS, the U.S. Department of the Treasury "Guide to
Equitable Sharing," authorizes the expenditure of forfeiture cash
or proceeds for law enforcement purposes not considered normal
operating expenses; and
WHEREAS, the Department of Police desires to offer eligible
police officers training to provide them with an overview of the
Police Sergeants Exam; and
WHEREAS, Requests for Quotes for training services for the
Miami Police Department Police Sergeant Exam No. 00-01-010 were
mailed to various firms experienced and qualified to provide

training to prospective sergeants in preparation for the exam;
and
WHEREAS, two responses were received; and
WHEREAS, the City Manager and the Chief of Police recommend
that the quote received from Tim Gillette and Associates be
accepted as the lowest responsive and responsible quote; and
WHEREAS, the Chief of Police has recommended adoption of
this Resolution and has determined that such expenditure has not
been included in the Police Department's normal operating budget
and the expenditure proposed complies with the U. S. Department
of the Treasury and Justice's "Guide to Equitable Sharing";
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorizedl� to negotiate
and execute a professional services agreement, in a form
acceptable to the City Attorney, with Tim Gillette and
Associates, to provide training services for the Police Sergeants
exam, for a period of one year, in an amount not to exceed

$35,000, with funds allocated from the Law Enforcement Trust
Fund, Project No. 690003, such expenditure having been approved
by the Chief of Police as complying with the U.S. Department of
the Treasury "Guide To Equitable Sharing."
Section 3. This Resolution shall become effective
immediately upon adoption and signature of the Mayor .2/

If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the City Manager to execute a Professional Services Agreement with Tim Gillette and
Associates, a non-local/non-minority vendor, located at 1876 North University Drive, Suite 201-E,
Plantation, Florida 33322, to provide an exam preparation course for the Police Sergeant
examination to various members of the department, pursuant to a Request for Written Quotes,
Police Training for Sergeant Exam No. 00-01-010, for a period of one (1) year, for an amount not
to exceed $35,000.
Funding is to be provided from the Law Enforcement Trust Fund, U.S. Department of the
Treasury, Project No. 690003.
BACKGROUND
It was learned that past deficiencies in the test taking of police personnel for the Sergeant's Exam
included writing skills, incident management, lack of knowledge of Departmental Orders, and
adherence to the chain of command. Currently, there are 600 Police Officers eligible to take the
Sergeant's Promotional Exam, and applications average 300 to 350 participants. The Police
Department, in coordination with the Testing and Validation Division of the Department of Human
Resources, and the Department of Purchasing, developed a Scope of Work in concert with the
materials and content to be found on the exam, and provided an Overview of the Examination
Process. A request for written quotes was issued to various firms experienced and qualified to
provide training to prospective Sergeants in preparation for the exam.
The vendors who responded included Berger and Associates, and Tim Gillete and Associates.
These proposals were reviewed by the Training Unit of the Police Department; Division of Testing
and Validation of the Department of Human Resources; and the Department of Purchasing. The
request for written quotes required vendors to detail the training to be provided, number of hours of
training on a per person basis, and include the cost of training on a per person basis. An analysis of

the proposal by Berger and Associates revealed they did not provide a per person cost. Instead, a
lump sum proposal for six (6) training sessions, to include up to 58 individuals, was submitted. As
the Police Department could not determine at this time the level of interest of personnel for this
training, it was imperative a cost breakdown be provided should the number of interested personnel
increase or decrease.
An analysis of Tim Gillette and Associates revealed this firm to be the most advantageous and in
the City's best interests. According to their proposal, they would provide ten (10) eight-hour
training sessions, to include up to thirty-five (35) individuals, with content to be addressed in
depth. The cost breakdown would be at the rate of $95.00 per person, and would include a course
workbook. Prior to the initiation of training, a Professional Services Agreement will be negotiated
and executed with the recommended firm.

The Police Department is recommending Tim Gillette and Associates, a non local/non minority
vendor, located at 1876 N. University Drive, Suite 201-E, Plantation, Florida 33332, to provide an
