HomeMy WebLinkAboutR-01-02603 In J-01-195 3/19/01 RESOLUTION NO. 01— 26 U A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE BID OF ADVANCE POLICE AND FIRE SUPPLIES FOR THE PROCUREMENT OF FORTY (40) BARRELS FOR M-16 RIFLES FOR THE DEPARTMENT OF POLICE, IN AN AMOUNT NOT TO EXCEED $8,904.40; ALLOCATING FUNDS FROM THE LAW ENFORCEMENT TRUST FUND, PROJECT NO. 690003, SUCH EXPENDITURE HAVING BEEN APPROVED BY THE CHIEF OF POLICE AS COMPLYING WITH THE U.S. DEPARTMENT OF THE TREASURY'S "GUIDE TO EQUITABLE SHARING." WHEREAS, the Department of Police requires the procurement of barrels for M-16 Rifles to replace the barrels that have become worn from constant firing during training of the S.W.A.T. Team; and WHEREAS, replacement of these barrels will prolong the life of the weapon and provide for greater accuracy in shooting; and WHEREAS, the U.S. Department of the Treasury's "Guide to Equitable Sharing" authorizes the expenditure of forfeiture cash or proceeds for law enforcement purposes not considered normal operating expenses; and M CITY COMMISSION MEETING OF, MAR 2 9 2001 0��t60 WHEREAS, the Chief of Police has recommended adoption of this Resolution and has determined that the expenditure proposed comply with the U.S. Department of the Treasury's "Guide to Equitable Sharing"; and WHEREAS, funds to cover this expenditure have not been included in the Police Department's normal operating budget and are available in the City of Miami Law Enforcement Trust Fund; and WHEREAS, pursuant to public notice, Invitation for Bids No. 00-01-032 was mailed to fourteen (14) potential bidders; and WHEREAS, one (1) response was received on January 8, 2001; and WHEREAS, the City Manager and the Chief of Police recommend that the bid received from Advance Police and Fire Supplies be accepted as the lowest responsive and responsible bid; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The January 8, 2001 bid received from Advance Police & Fire Supplies for the procurement of forty (40) barrels for M-16 rifles for the Department of Police, in an amount not to exceed $8,904.40, is accepted, with funds allocated from the Law Enforcement Trust Fund, Project No. 690003, such expenditure : Page 2 of 3 01— 260 having been approved by the Chief of Police as complying with the U.S. Department of the Treasury's "Guide to Equitable Sharing." Funding is available from the Law Enforcement Trust Fund, U. S. Department of the Treasury, Project Number 690003. BACKGROUND The Department of Police has analyzed the bids received pursuant to Bid No. 00-01-032. Fourteen (14) Invitations for Bids were mailed and one (1) response was received. Advance Police & Fire Supplies, submitted the only responsive and responsible bid and is, therefore, recommended for the award. The new barrels will be used to refit the existing barrels on the M-16 Rifles, currently assigned to members of the Police Department's S.W.A.T. Team, which are starting to show wear from firing during training.
