A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE A PROFESSIONAL SERVICES
AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, WITH THE FLORIDA INTERNATIONAL
UNIVERSITY METROPOLITAN CENTER, IN AN AMOUNT
NOT TO EXCEED $100,000, TO INITIATE
PREPARATION OF AN IMPLEMENTATION STRATEGY
FOR THE FLORIDA EAST COAST RAILWAY CORRIDOR
INITIATIVE; ALLOCATING FUNDS FROM THE
UNDESIGNATED FUND BALANCE, ACCOUNT CODE
NO. 001000.921002.6.270.
WHEREAS, the City of Miami wishes to foster the
revitalization of the Florida East Coast Railway Corridor ("FEC
Corridor"); and
WHEREAS, pursuant to Resolution No. 00-711, as amended, the
City Commission allocated funds, in an amount not to exceed
$200,000, from the Undesignated Fund Balance, Account Code
No. 001000.921002.6.270, for consultant services for the FEC
Corridor project; and
WHEREAS, on November 23, 2000 the City requested funding
from the Economic Development Administration, in the amount of

$100,000, and, in anticipation of receipt of said funding, the
City has reserved matching funds, in the amount of $100,000; and
WHEREAS, Florida International University Metropolitan
Center ("Metropolitan Center") can (a) conduct market, economic,
transportation, land use, housing, historic resources, and
public open space assessments; (b) provide urban planning and
design services; and (c) develop implementation strategies to
stimulate revitalization of the FEC Corridor;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized" to negotiate
and execute a Professional Services Agreement, in a form
acceptable to the City Attorney, with the Metropolitan Center,
in an amount not to exceed $100,000, with funds allocated from
the Undesignated Fund Balance, Account Code
No. 001000.921002.6.270, for said services.

requirements that may be imposed by the City Attorney, including but
not limited to those prescribed by applicable City Charter and Code
provisions.

Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.'

adopted. If the Mayor vetoes this Resolution, it shall become

ENCLOSURES:
It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the execution of the necessary documents, in a form acceptable to the City
Attorney, in a total amount not to exceed $100,000 allocated from undesignated fund
balance, account code 001000.921002.6.270, for consultant services that will assist in the
development of an implementation strategy for revitalization of the Florida East Coast
Railway Corridor ("FEC Corridor").
BACKGROUND
On February 10, 2000, the Miami City Commission adopted Resolution No. 00-154,
indicating its desire to foster the revitalization of the FEC Corridor. Pursuant to
Resolution No. 00-711, as amended by Resolution No. 00-834, funds have been allocated
from undesignated fund balance in the amount of $200,000 for consultant services for this
project.
City staff have determined that the Florida International University Metropolitan Center
(Metropolitan Center) can conduct market, economic, transportation, land use, housing,
historic resources, and public open space assessments; provide urban planning and design
services; and develop implementation strategies to stimulate revitalization of the FEC
Corridor.
It will be necessary for the City Manager to negotiate and execute Professional Services
Agreements with the Metropolitan Center. Funds are available from undesignated fund
balance, account code 001000.921002.6.270.

Department of Management & Budget for consultant services for the Florida East Coast
