A RESOLUTION OF THE MIAMI CITY COMMISSION, BY A FOUR FIFTHS (4/5T11) AFFIRMATIVE VOTE, AFTER A DULY ADVERTISED PUBLIC HEARING, RATIFYING, APPROVING AND CONFIRMING THE CITY MANAGER'S WRITTEN FINDING THAT COMPETITIVE SEALED BIDDING METHODS ARE NOT PRACTICAL OR ADVANTAGEOUS FOR THE ACQUISITION OF FRAME RELAY SERVICES FOR THE DEPARTMENT OF POLICE'S AUTOMATED FINGERPRINT IDENTIFICATION SYSTEM ("AFIS"); WAIVING THE REQUIREMENTS FOR COMPETITIVE BIDDING PROCEDURES AND APPROVING THE ACQUISITION OF FRAME RELAY SERVICES FROM BELLSOUTH TELECOMMUNICATIONS, INC. FOR A THIRTY-SEVEN MONTH PERIOD, IN AN AMOUNT NOT TO EXCEED $16,909; AUTHORIZING THE CITY MANAGER TO EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID ACQUISITION; AND ALLOCATING FUNDS FROM THE GENERAL OPERATING BUDGET OF THE DEPARTMENT OF POLICE, ACCOUNT CODE NO. 001000.290201.6. WHEREAS, the City of Miami's Police Department's computerized Automated Fingerprint Identification System ("AFIS") requires a frame relay circuit to communicate and interface with the AFIS for the Miami -Dade County Police Department; and WHEREAS, the AFIS is highly technical and handles large amounts of on-line data transfer; and CITY povausSiox D=ING OF FEE 2 2 ?001 AD. 01- 184 WHEREAS, Miami -Dade County utilizes BellSouth Telecommunications, Inc. as the communication provider for its network; and WHEREAS, the City Manager and the Chief Procurement Officer find that while other vendors can provide T1 Frame Relay Services, the complexities and expense of interfacing the frame relay with other than BellSouth's compatible system is not practicable or advantageous, and they recommend that the requirement for competitive sealed bidding procedures be waived and the acquisition of frame relay services from BellSouth Telecommunications, Inc. be approved; and WHEREAS, funds for said acquisition are available from the General Operating Budget of the Department of Police, Account Code No. 001000.290201.6.670; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Page 2 of 4 01— 184 Section 2. By a four-fifths (4/5th,) affirmative vote of the members of the City Commission, after a duly advertised public hearing, the City Manager's written finding that competitive sealed bidding procedures are not practical or advantageous for the acquisition of frame relay services for the Department of Police's Automated Fingerprint Identification System ("AFIS") is ratified, approved and confirmed, competitive sealed bidding procedures are waived and the acquisition of frame relay services from Bellsouth Telecommunications, Inc. for a thirty-seven month period, in an amount not to exceed $16,909, is approved, with funds allocated from the General Operating Budget of the Department of Police, Account Code No. 001000.290201.6.670. Section 3. The City Manager is authorizedil to execute the necessary document(s), in a form acceptable to the City Attorney, with BellSouth Telecommunications, Inc. for said acquisition. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.' 11 If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. Funding will be from the Police Department's General Fund, Account Code 001000.290201.6.670. BACKGROUND The Frame Relay Service is required for communication between the Police Department's Automated Fingerprint Identification System (AFIS) and Miami -Dade Police Department's system. This is a highly technical system with requirements for large amounts of online data transfer. Miami -Dade Police Department utilizes BellSouth as the communication provider for their large complex network. ENCLOSURES: The department is requesting for a Waiver of Competitive Bids for the provision of a Frame Relay Service between the City of Miami Police Department and Miami -Dade Police Department located at 9105 Northwest 25`h Street from BellSouth Telecommunications, Inc. This circuit is required for communication between the two agencies utilizing the computerized Automated Fingerprint Identification System (AFIS). This is a highly technical system with requirements for large amounts of online data transfer. The Miami -Dade Police Department utilizes BellSouth as the communication provider for their network. While there may be other vendors who could provide a Frame Relay Service, the complexities and expense of interfacing their service with Miami-Dade's equipment makes it most practicable for the City of Miami at this time to receive this service from BellSouth Telecommunications, Inc. ENCLOSURES: The Department of Police received Commission approval (Resolution No. 96-627) on September 12`'', 1996, to upgrade our current Automated Fingerprint Identification System (AFIS) to the newest technology offered by Printrak International, Inc. The new technology allows us to interface with Miami -Dade County and the State of Florida, thereby, saving us the cost of establishing an in-house database. In order to provide for communication between the City of Miami Police Department and Miami - Dade Police Department, we must continue to receive Frame Relay Service from BellSouth Telecommunications, Inc. This is a highly technical system with requirements for large amounts of online data transfer. The Miami -Dade Police Department utilizes BellSouth Telecommunications, Inc., as the communication provider for their network. While there may be other vendors who could provide Frame Relay Service, the complexities and expense of interfacing their service with Miami-Dade's equipment makes it most practicable for the City of Miami at this time to continue to receive this service from BellSouth Telecommunications, Inc. It is respectfully recommended that the proposal to adopt a resolution by four-fifths (4/5ths) affirmative vote be presented to the members of the City Commission, after a duly advertised public hearing, ratifying, approving and confirming the City Manager's waiving the requirements for competitive sealed bids and authorizing the acquisition of Frame Relay Service from BellSouth Telecommunications, for a period of thirty-seven (37) months, at a total proposed cost not to exceed $16,909.
