A RESOLUTION OF THE CITY OF MIAMI COMMISSION
AUTHORIZING THE CITY MANAGER TO ACCEPT A
PROPOSAL FROM BURLE MARX & CIA, LTDA. FOR
PROFESSIONAL DESIGN SERVICES REQUIRED FOR
THE PREPARATION OF SCHEMATIC PAVING AND
LANDSCAPE PLANS FOR THE REALIGNMENT OF
BISCAYNE BOULEVARD FROM NORTHEAST 5TH STREET
TO NORTHEAST 13TH STREET, MIAMI, FLORIDA;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE
AND EXECUTE THE NECESSARY DOCUMENTS, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, WITH
BURLE MARX & CIA, LTDA. FOR SUCH DESIGN
SERVICES; FURTHER, ALLOCATING FUNDS FROM
CAPITAL IMPROVEMENT PROJECT NO. 341184,
ENTITLED "BUSINESS DISTRICT STREET
IMPROVEMENTS," IN A TOTAL AMOUNT NOT TO
EXCEED $25,000, FOR SAID SERVICES AND OTHER
RELATED EXPENSES.
WHEREAS, the City is embarking on a program to beautify and
enhance streets within the corporate limits of the City of
Miami; and
WHEREAS, the City Commission, pursuant to Resolution
No. 88-628, adopted July 14, 1988, approved, in principle, the
Master Design Plan for Biscayne Boulevard, referred to as the
Biscayne Boulevard New World Design, prepared by Roberto Burle-
Marx, dated April 20, 1988 (the "BISCAYNE BOULEVARD NEW WORLD

DESIGN"), as a development standard for all future public and
private improvements to the Biscayne Boulevard public right-of-
way and adjacent front yard area setbacks, hereinafter referred
to as the "SIDEWALK IMPROVEMENTS", from. the Miami River to
Northeast 18th Street, Miami, Florida; and
WHEREAS, the State of Florida Department of Transportation
("FDOT"), is preparing roadway realignment drawings for Biscayne
Boulevard from Northeast 5th Street to Northeast 13th Street; and
WHEREAS, the firm of Burle Marx & CIA, LTDA. has provided a
design services proposal to accommodate the Burle Marx paving
and landscape designs to the realignment of Biscayne Boulevard
by FDOT from Northeast 5th Street to Northeast 13th Street; and
WHEREAS, funds have been allocated from Capital Improvement
Project No. 341184, entitled "Business District Street
Improvements", in the total amount not to exceed $25,000 for
consultants, services and related expenditures for said project;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSIN OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.

Section 2. The City Manager is authorized to accept a
proposal from Burle Marx & CIA, LTDA. for professional design
services required for the preparation of schematic paving and
landscape plans for the realignment of Biscayne Boulevard from
Northeast 5th Street to Northeast 13th Street, Miami, Florida.
Section 3. The City Manager is authorizedll to negotiate
and execute the necessary documents, in a form acceptable to the
City Attorney, with Burle Marx & CIA, LTDA. for such design
services, with funds allocated from Capital Improvement Project
No. 341184, entitled "Business District Street Improvements," in
a total amount not to exceed $25,000, for said services and
other related expenses.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.21
1� The herein authorization is further subject to compliance with all
requirements that may be imposed by the City Attorney, including but
not limited to those prescribed by applicable City Charter and Code
provisions.
2/ If the Mayor does not sign this Resolution, it shall become effective
at the end of ten calendar days from the date it was passed and
adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.

RECOMMENDATION
It is respectfully recommended that the City Commission adopt the attached resolution
authorizing the execution of the necessary documents, in a form acceptable to the City Attorney,
in a total amount not to exceed $25,000 allocated from C.I.P. Project No. 341184, Business
District Street Improvements, for all consultants, services and related expenses that will assist in
the preparation of schematic paving and landscape plans for the Biscayne Boulevard
Realignment Project from N.E. 5th Street to N.E. 13th Street.
BACKGROUND
Pursuant to Resolution No. 88-628. the City of Miami approved the Master Design Plan for
Biscayne Boulevard, referred to as the BISCAYNE BOUELVARD NEW WORLD DESIGN,
prepared by the firm of Roberto Burle Marx for all future public and private imrovements to the
Biscayne Boulevard public right-of-way, from the Miami River to Northeast 189 Street.
The State of Florida Department of Transportation is preparing roadway realignment bid
documents for Biscayne Boulevard from Northeast 5th Street to North East 13th Street. The City
of Miami Planning and Zoning Department has requested the Burle Marx firm to accommodate
the decorative walkways and landscape designs to the new realignment of Biscayne Boulevard
proposed by the FDOT. The City Administration has further determined that it requires the
professional design services from the Burle Marx firm to assist in the preparation of said
schematic plans.
It will be necessary for the City Manager to negotiate and execute a Professional Design Services
Agreement with Burle Marx & CIA., LTDA.
Funds for these consultants, services and related expenditures not to exceed the total amount of
$25,000 are available from Business District Street Improvements, C.I.P. Project No. 341184.

As part of the Florida Department of Transportation (FDOT) Project for improvements to
Biscayne Boulevard from N.E. 5th Street to N.E. 13th Street, the City of Miami is
proceeding with the award of a professional design services agreement with the firm of
Burle-Marx & CIA, LTDA. The Burle-Marx firm will be responsible for the design of
decorative walkways and landscaping and will collaborate with the FDOT during the
construction drawings phase.
Please verify that funding will be available from Business District Street Improvements
Fund, CIP Project Number 341184, to cover the total cost for this contract in the amount
of $25,000.00.
