A RESOLUTION OF THE MIAMI CITY COMMISSION
RELATING TO THE EXPANSION OF THE CITY'S
SINGLE FAMILY REHABILITATION AND HOMEBUYER'S
FINANCING PROGRAMS; AUTHORIZING THE CITY
MANAGER TO ALLOCATE $3,000,000 IN PRIOR YEAR
HOME INVESTMENT PARTNERSHIPS ("HOME")
PROGRAM FUNDS TO PROVIDE HOME IMPROVEMENT
AND HOMEBUYER'S FINANCING ASSISTANCE TO VERY
LOW, AND LOW AND MODERATE INCOME RESIDENTS
IN THE CITY; AUTHORIZING THE CITY MANAGER TO
DEVELOP PROGRAM GUIDELINES FOR SUBMISSION TO
THE U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT FOR APPROVAL AND IMPLEMENTATION
OF THE PROGRAMS; FURTHER AUTHORIZING THE
CITY MANAGER TO SUBMIT APPLICATION(S) TO
MIAMI-DADE COUNTY AND THE STATE OF FLORIDA
FOR PRIOR YEAR STATE HOUSING INITIATIVES
PARTNERSHIP (SHIP) PROGRAM FUNDS THAT MAY BE
AVAILABLE FOR EXPANSION OF THE HOUSING
PROGRAMS; AUTHORIZING THE CITY MANAGER TO
IMPLEMENT AND ADMINISTER THE HOME PROGRAM
FUNDED SINGLE FAMILY REHABILITATION AND
HOMEBUYER'S FINANCING PROGRAMS IN ACCORDANCE
WITH THE SUCH GUIDELINES.
WHEREAS, Resolution No. 99-429 passed and adopted the
City's Five (5) Year Consolidated Plan (1999-2004); and
WHEREAS, the Consolidated Plan emphasizes the City's
commitment to a long term homeownership strategy for stabilizing

the City's predominately residential neighborhoods through the
establishment of seven (7) "Homeownership Zones"; and
WHEREAS, the long term homeownership strategy included the
adoption of the City's Single Family Rehabilitation and
Homebuyer's Financing Programs (the "Programs"); and
WHEREAS, the need exists to ensure that the City's existing
residential housing stock remains safe, decent, sanitary and
affordable to both owner occupants, the elderly and renters
through various rehabilitation and homebuyer's financing
programs; and
WHEREAS, the Programs are a key element for the
revitalization of single family homes that fall below minimum
housing standards, assisting very low, low and moderate income
homeowners and potential homebuyers who lack the financial
capacity or creditworthiness required to obtain home repair or
purchase mortgage financing; and
WHEREAS, in light of the large number of families and
individuals living below the poverty level, the number of
overcrowded and substandard housing units and the low
homeownership rate in the City of Miami, on June 22, 1999,
through Resolution No. 99-429, the City Commission approved the
Administration's recommendation to modify the Programs to
provide home improvement and homebuyer's financing assistance to

homeowners and potential homebuyers throughout the City in the
form of grants; and
WHEREAS, through both Programs, a maximum of $40,000 is
available to homeowners and potential homebuyers who reside in
and maintain their property as their principal residence; and
WHEREAS, the Administration recommends allocating
$3,000,000 in available prior year Home Investment Partnerships
(HOME) Program funds to increase the availability of home
improvement and homebuyer's financing assistance to very low,
and low and moderate income residents living in the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The City Commission authorizes and directs the
City Manager to allocate $3,000,000 in prior year and available
Home Investment Partnerships (Home) Program funds for expansion
of the City's Single Family Rehabilitation and Homebuyer's

Financing Programs to provide assistance to very low, low and
moderate income homeowners and homebuyers in the City.
Section 3. The City Manager is authorized:1 to develop
program guidelines for submission to the U.S. Department of
Housing and Urban Development for approval and implementation of
the aforementioned housing programs.
Section 4. The City Manager is authorized to submit an
application(s) to Miami -Dade County and the State of Florida for
prior year State Housing Initiatives Partnership (SHIP) Program
funds that may be available to further expand the availability
of housing assistance to City of Miami residents.

It is recommended that the City Commission adopt the attached resolution authorizing and directing
the City Manager to allocate $3,000,000 in prior year HOME Investment Partnership (HOME)
Program funds for expansion of the City's Single Family Rehabilitation and Homebuyer's Financing
Programs in the City. Further authorizing the City Manager to develop program guidelines for
submission to the U.S. Department of Housing and Urban Development for approval and
implementation of the aforementioned housing programs.
The attached resolution further authorizes and directs the City Manager to seek any unexpended State
Housing Initiative Partnership (SHIP) Program funds which may be available from Miami -Dade
County and the State of Florida to further expand the availability of home improvement and
homebuyer's assistance to Miami's very low, low and moderate income families and individuals.
BACKGROUND:
At its meeting of July, 1999, the City Commission, through Resolution No. 99-429, approved and
adopted the City's Five (5) Year Consolidated Plan (1999-2004), which outlined the City's overall
strategy for the revitalization of low income neighborhoods. A key element of the City's Five (5) Year
Plan emphasizes the City's commitment to create homeownership opportunities for stabilizing the
City's predominately residential neighborhoods through the establishment of seven (7) homeownership
zones throughout the City. Moreover, the Plan also focuses on the City's efforts to maintain and
improve the existing residential housing stock for homeowners, especially the elderly through the
provision of home improvement assistance to homeowners in the City in the form of grants to upgrade
residential properties to safe and sanitary housing standards, and to remedy existing code violations.
At its meeting of September 28, 1999, the City Commission adopted Resolution No. 99-705, and
approved the City's revised Local Housing Assistance Plan for the periods covering fiscal years 1995-
1998 and 1998-2001 for submission to the State of Florida, in connection with the SHIP Program.
With the City Commission and the State of Florida's approval of the aforementioned Plan, the City was
able to expand the number of housing assistance programs available to very low, low and moderate
income families and elderly residents residing in the City of Miami. 1

Two (2) of the new programs include the Homebuyers Financing and the Single Family Rehabilitation
Programs. The Homebuyers Financing Program provides downpayment, mortgage buydown or closing
cost assistance to qualified very low, low and moderate income households to assist in the purchase of
newly constructed or existing residential properties within the corporate limits of the City. The Single
Family Rehabilitation Program provides rehabilitation assistance to very low, low and moderate
households that currently occupy and maintain their homes as their principal residence. A maximum of
up to $40,000 in financial assistance is available to eligible households through both programs.
Since October 1999, the City's SHIP funded Single Family Rehabilitation and Homebuyers Financing
Programs have proven to be extremely successful. To date, approximately 338 very low, low and
moderate income households have been provided financial assistance to carry out home improvements
or purchase a home in the City at an estimated cost of $10,059,749. Presently, the Department of
Community Development is processing another 250-300 applications from current homeowners and/or
prospective homebuyers seeking financial assistance from the City for the aforementioned programs.
In an effort to continue providing financial assistance to eligible very low, low and moderate
households for home improvements and/or home purchase, the City Administration recommends that
the City Commission allocate $3,000,000 in prior year HOME Investment Partnership (HOME)
Program funds to expand the City's Single Family Rehabilitation and Homebuyers Financing
Programs. The attached resolution further authorizes the City Manager to develop Program guidelines
for submission to U.S. HUD for approval and implementation of each Program.
In addition, the attached resolution also directs the City Manager to submit an application to Miami -
Dade County and the State of Florida to seek any available SHIP Program fund which may be available
to further the City's efforts to improve its residential housing stock and the homeownership rate in the
City.
City Commission approval of the attached resolution is recommended.

scheduled Commission Meeting for February 15, 2001:
• A list of all contractors that have performed or currently performing work for the 152
projects in District 5.
o Please provide a breakdown on women owned, Hispanic owned, and black
owned contractors/companies within this category.
• Please provide a schedule or matrix, by Borrowers, of the loan dates approval, date of
construction commencement, date of construction completion or expected date as well
as the timelines/milestones from beginning of construction to completion for all 152
projects in District 5.
• Please outline the procedures for receiving and processing complaints/evaluations by
Borrowers of the work that is being performed.
• Please outline the procedures of inspection for quality control/Borrowers satisfaction (as
opposed to building inspections procedures).
• Please provide information on how the Department will ensure that Borrowers are
satisfied with work provided.
• Please provide your reaction to the feasibility of Internal Audit conducting an audit of a
sampling (i.e. 10-20%) of the quality of construction and the overall contract compliance
of this program.
• Please provide all circumstances and all relevant inspection documents with reference
to Loan 990117CR, including all outstanding issues relating to the quality construction.
