RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
RESTATING THE ENDORSEMENT, IN PRINCIPLE, OF
THE CONCEPT OF THE CONSTRUCTION OF A STATE OF
THE ART BASEBALL STADIUM FOR THE FLORIDA
MARLINS IN THE CITY OF MIAMI ("THE CITY") ON
REAL PROPERTY TO BE PROVIDED BY THE CITY,
CONDITIONED UPON THE CITY BEING EXEMPT FROM
ENVIRONMENTAL REMEDIATION RESPONSIBILITY OF
ANY REAL PROPERTY PROVIDED FOR THIS PURPOSE;
RESTATING ITS INTENT TO ACCEPT THE FUNDING
SOURCES OUTLINED BY MIAMI-DADE COUNTY MAYOR
ALEX PENELAS AND THE FLORIDA MARLINS AND TO
ASSIST IN COMMITTING OF THOSE FUNDS FOR THIS
PURPOSE; FURTHER RESTATING THAT: (1) THE
CITY WILL NOT PARTICIPATE IN THE FINANCING OF
THE CONSTRUCTION OF THE STADIUM, EXCEPT AS TO
THE USE OF THE PARKING SURCHARGE FUNDS, (2)
THE- CITY WILL BE PROVIDED WITH A REVENUE
STREAM FOR THE REAL PROPERTY TO BE PROVIDED
BY THE CITY, AND (3) MIAMI-DADE COUNTY WILL
RESOLVE ALL FINANCIAL ISSUES PENDING BETWEEN
THE CITY AND MIAMI-DADE COUNTY TO THE CITY'S
SATISFACTION.
WHEREAS, Miami -Dade County (the "County") has proposed that
a stadium for the Florida Marlins baseball team be located in an
urban setting in the City of Miami (the "Miami"); and
WHEREAS, the Miami City Commission wishes to facilitate the
development of a baseball stadium in the City; and
WHEREAS, the City Commission believes that development of a
baseball stadium in the City will enhance the revitalization of

the City, especially during evenings and on weekends when games
are played; and
WHEREAS, the City Commission supports and endorses certain
terms of the proposed agreement between the Florida Marlins and
the County, and in addition seeks to insure that the citizens of
the City benefit from the commitments necessary to locate a
baseball stadium in the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The endorsement, in principle, of the concept
of the construction of a state of the art baseball stadium for
the Florida Marlins in the City of Miami ("the City") on real
property to be provided by the City is restated, conditioned upon
the City being exempt from environmental remediation
responsibility of any real property provided for this purpose.
Section 2. The City Commission restates its intent to
accept the funding sources outlined by Miami -Dade County Mayor
Alex Penelas and the Florida Marlins and to assist in committing
of those funds for this purpose.
Section 3. Further, the City restates that:

(1) the City will not participate in the financing of
the construction of the stadium, except as to the
use of the parking surcharge funds;
(2) the City will be provided with a revenue stream
for the real property to be provided by the City;
and
(3) Miami -Dade County will resolve all financial
issues pending between the City and Miami -Dade
County to the satisfaction of the City.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.!'

The Bicentennial Park / FEC Waterfront Renewal Committee held a public design workshop
Saturday February 10, 2000 at the Biscayne Bay Marriott to allow for public input in the design of
Bicentennial Park.
The public design workshop was attended by approximately 350 citizens from various neighborhoods
who worked together in groups of 10 and came up with 27 plans for the park. Among them were
several reoccurring themes for the park that emphasized the park as public open space as well as a
combination of public open space with cultural and mixed use buildings.
The Bicentennial Park / FEC Waterfront Renewal Committee Urban Design and Economic
consultants are analyzing and investigating the various proposals for the park and will be presenting
the design options with funding mechanisms to City Commission in early March.

2) The Florida Marlin's have stated at several meetings and in their "Florida Marlins
Downtown Baseball Presentation Materials" that the riverside site has "Limited
redevelopment impact." The Miami River Commission disagrees. The river site
provides excellent redevelopment opportunities for blighted properties on both sides
of the river and an opportunity to revitalize downtown retail businesses.
3) Bryan Finnie, President of the Miami -Dade Empowerment Trust, has offered
millions of dollars in Empowerment Trust bond capacity to help finance the stadium.
On February 5, 2001, Mr. Finnie told the Miami River Commission that a stadium on
the river site would provide a much needed economic engine, which would stimulate
redevelopment of the blighted Miami River Corridor. Mr. Finnie cited the success
Camden Yards (Baltimore Orioles stadium), had on that poverty stricken area of
Baltimore. The stadium finance presentations have not mentioned the opportunity of
bonding through the federal Empowerment Trust.

This letter serves as the Miami River Commission's "official
statement" to the Miami City Commission, requested in resolution
00-320, concerning items on the City Commission Agenda for January
10, 2001. It's addressed to you, in your capacity as the designated
City of Miami's liaison to the Miami River Commission.
Agenda Item 39, "Discussion concerning a proposed Marlins
Baseball Stadium" The Miami River Commission unanimously
passed a resolution supporting the Marlin's baseball stadium at the
"Riverside location7% located East of Metro Rail, West of South Miami
Ave., and North of the Miami River. The Miami River
Commission's position doesn't regard financing of the stadium, simply
if there is going to be a stadium, it should be at the Riverside location
for the following reasons:
• The Riverside location is the best site for Mass Transportation as
Metro -Rail and Metro -Mover are immediately adjacent to the location.
Preliminary architectural renderings designed a metro rail station in
the west side of the stadiums itself.
• There are over 12,000 downtown parking spaces available at game
time within walling distance of the riverside location.
•
The Riverside location is the closest of the three sites being
considered to major hotels including the Hyatt Regency, Sheraton
Biscayne Bay, Mandarin, Clarion Suites, Holiday Iml, Ramada Dupont
Plaza, Miami River Inn, etc.

Miami River Commission
• The Riverside location is the closest to the central downtown
business district including the First Union Financial Center, 200 South
Biscayne Blvd, the City and County Administration buildings, etc.
• The Riverside has been a vacant lot for over ten years, with no building structures.
A stadium in the Riverside location would enhance the downtown riverside
entertainment district, and bring new businesses to the blighted Miami River
Corridor.
• A stadium would be an exciting destination along the Riverwalk.
• A stadium at the Riverside location wouldn't interfere with the Port of Miami
(which has expressed opposition to the stadium in Bicentennial Park), the
Performing Arts Center, or the American Airlines Arena.
• The land acquisition cost of the Riverside location (approximately $45 million) is
less than half that of Bicentennial Park ($ 130-170 million).
• A stadium will result in appreciation of the 17 City owned parcels within the
Miami River Corridor.
In addition, the City of Miami owns hundreds of parking spaces one block from the
Riverside location at the Miami Riverside Center. A reoccurring Revenue source
could be created for the City if they charged for parking during the 81 annual home
games.

A downtown ballpark would revitalize downtown big time. I saw what a waterfront ballpark in a rundown part of
downtown San Francisco did for the downtown and the economy - it has been a HUGE success. Plus, Bicentennial Park
is a waste of prime space right now - nobody other than crack addicts and homeless people will ever use that park - even
if it's "upgraded".
It's time that Miami joined the big leagues and gets an attractive downtown to draw in more business and tourist $$ -
which long term means a bigger tax base to pay for public works and more jobs for all. The stadium will do this. Please
ignore the small thinkers who lack vision and common sense - and please bring the ballpark downtown at Bicentennial
Park. Thank you.
