BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The following individuals are hereby appointed as members of the Community Relations Board, each to serve a term as designated herein, or until the nominating Commissioner leaves office, whichever occurs first: APPOINTEES: Rev. F .01 City Clerk DATE: January 19, 2001 FILE: SUBJECT Community Relations Board REFERENCES: February 8, 2001 Agenda ENCLOSURES: List of Members, Resolution The Community Relations Board was created to (1) To serve in an advisory capacity to the City Commission; (2) to foster mutual understanding, tolerance, and respect among all economic, social, religious and ethnic groups in the City of Miami; (3) to make studies in the field of human relations; (4) to attempt to act as conciliator in controversies involving community relations; (5) to cooperate in the development of educational programs dedicated to the improvement of community relations with, and to enlist the support of, civic leaders, civic, religious, veterans, labor, industrial, commercial and eleemosynary groups; and private agencies engaged in the inculcation of ideals of tolerance, cultural respect and understanding; (6) to prepare studies, and have studies made, in the field of community relations, and to prepare and disseminate reports of such studies; (7) to recommend to the Mayor, Commissioners, and the City Manager such ordinances to carry out the purposes of the provisions set forth herein; (8) to submit an annual report to the Mayor, Commissioners, and the City Manager; and (9) to make recommendations regarding grants and donations on behalf of the City from foundations and others for the purpose of carrying out the above listed functions, subject to approval by the City Commission. Eleven appointments are needed at this time. During the Commission meeting of December 14, 2000, Commissioner Winton nominated Linda Romero, Rev. Willy Leonard, Torris Cooper and Anthony Robbins as members. However, at that time, board vacancies were filled through a nomination process by the current members of said board. At the meeting of January 11, 2001, the Commission passed and adopted Ordinance 12016, which now allows the Commission to appoint vacancies to the board directly. • Commissioner Winton has two nominations: 1. One for seat currently held by Alix Desulme, whose term expired on January 31, 2001 and who does not comply with the residency requirement (board members shall be residents of the City of Miami). The Commission may, by four-fifths vote, waive said residency requirement. 2. One for seat currently held by Pat Tornillo, Jr. who had been nominated by former Commissioner Plummer and whose term expired January 31, 2000. • Commissioner Regalado has one nomination for seat currently held by Jacinto Acebal, whose term expired on January 31, 2001, and who wrote a letter (copy attached) indicating that he does not wish to be reappointed. • Commissioner Sanchez has two nominations: 1. One for vacancy created because Charles McEwan resigned. 2. One for vacancy created because Sandra Frankel resigned. ®1- 136 • Commissioner Teele has two nominations: 1. One for seat currently held by Sandra Francis, who has exceeded the number of absences allowed by the Code. 2. One for seat currently held by Vernon Clark, who has exceeded the number of absences allowed by the Code. • Vice Chairman Gort has two nominations: 1. One for seat currently held by Tony Rodriguez, whose term expired on January 31, 2001. Mr. Rodriguez verbally indicated that he does not wish to serve as a member and has exceeded the number of absences allowed by the Code. 2. One for seat currently held by Tom Gabriel who has exceeded the number of absences allowed by the Code. • Mayor Carollo has two appointments: 1. One for seat currently held by Bishop Victor T. Curry, who has exceeded the number of absences allowed by the Code. 2. One for Gus Garcia, whose term expired on January 31, 2001. For your information, attached please find a copy of the current membership of said board. By copy of this memorandum, we are requesting that the Agenda Office place this issue on the February 8, 2001 Commission meeting.
