RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
DIRECTING THE CITY ATTORNEY TO TAKE ALL STEPS
NECESSARY TO IDENTIFY THOSE AFRICAN -AMERICAN
INDIVIDUALS WHO SERVED THE CITY OF MIAMI AS A
JUDGE DURING THE "SEPARATE BUT EQUAL" PERIOD
OF HISTORY IN THE UNITED STATES; FURTHER
DIRECTING THE CITY ATTORNEY TO ADVISE THE
LEADERSHIP OF THE MIAMI-DADE COUNTY LEGAL
COMMUNITY, IN GENERAL, AND THE JUDICIARY
COMMUNITY, IN PARTICULAR, OF THE CITY
COMMISSION`S INTENT TO HONOR SAID INDIVIDUALS
AT ITS MEETING OF FEBRUARY 22, 2001; AND
DIRECTING THE CITY MANAGER TO FACILITATE THE
PREPARATION OF PROCLAMATIONS TO BE PRESENTED
BY THE CITY COMMISSION ACKNOWLEDGING THE
COLLECTIVE EFFORTS AND CONTRIBUTIONS OF SAID
PERSONS, ONCE IDENTIFIED BY THE CITY
ATTORNEY .
WHEREAS, in honor of Black History Month, the City
Commission intends to honor those African-American judges, such
as, but not limited to, the Honorable Lawson E. Thomas, the
Honorable Henry Arrington, the Honorable Harold Braynon, the
Honorable John D. Johnson and such other individual barristers
who, collectively, served in distinguished roles to terminate
"separate but equal" during a difficult period;
NOW THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:

Section 1. The City Attorney is directed to take all
steps necessary to identify those African-American individuals
who served the City of Miami as a judge during the "separate but
equal" period of history in the United States.
Section 2. The City Attorney is further directed to
advise the leadership of the Miami -Dade County legal community,
in general, and the judiciary community, in particular, of the
City Commission's intent to honor said individuals at its meeting
of February 22, 2001.
Section 3. The City Manager is directed to facilitate
the preparation of proclamations to be presented by the City
Commission acknowledging the collective efforts and contributions
of said persons, once identified by the City Attorney.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11
1� If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
