WHEREAS, the Office of the City Clerk requires the procurement of an FTR Gold TM Multi -Channel Digital Recording System to replace its outdated recorders located in the City Commission Chambers; and WHEREAS, this advanced recording system will allow the staff of the City Clerk to log notes during the recording process, add an audio link to each log note and perform other functions which will be timesaving; and WHEREAS, this system is equipped with hardware for networking and can be used to stand alone; and CM O5 xE=WG OF FEB 0 0 2001 ITT - 117 Lq WHEREAS, the Chief Procurement Officer has adopted a finding that Business Information Systems, Inc. is the only provider of the FTR Gold" Multi -Channel Digital Recording System; and WHEREAS, the finding of the Chief Procurement Officer has been approved and adopted as the finding of the City Manager; and WHEREAS, the City Manager and the City Clerk recommend the requirements for competitive formal sealed bidding procedures be waived and the procurement of the FTR Gold' Multi -Channel Digital Recording System, from Business Information Systems, Inc., the sole source provider, be approved; and WHEREAS, funds are available from the Office of the Clerk General Operating Budget, Account Code No. 220101-840; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. By a four-fifths (4/5tns) affirmative vote of the members of the City Commission, after a duly advertised public hearing, the City Manager's finding of sole source and waiving the requirements for competitive sealed bidding procedures, and approving the procurement of an FTR Gold TM Multi_ Page 2 of 3 01— 117 Channel Digital Recording System for the Office of the City Clerk from Business Information Systems, Inc., the sole source provider, in an amount not to exceed 15,000, is ratified, approved and confirmed, with funds allocated from the Office of the Clerk General Operating Budget, Account Code No. 220101-840. Lauderdale, Florida, 33334, is the sole source provider for digital court recording technology. FTR Gold Multi -Channel Digital Recording System represents the next generation of technology which will replace our current inventory of Sony BM 246 recorders located in the City Commission Chambers and to this end, is the leading supplier of digital recording software. The sole source developer, designer and manufacturer of same, is aimed at capturing the record for court and hearing rooms. The proposed cost is not to exceed $15,000. Funding is available from our general operating account (Account Code 220101-840). BACKGROUND The Office of the City Clerk has been using recording equipment (Sony BM -235 and Sony BM -246 recorders) in the City Commission Chambers in excess of eighteen years. The Office of the City Clerk now seeks to replace our current BM 246 recorders that are rapidly moving toward a state of technological obsolescence. The Clerk's Office also seeks a more advanced recording technology, which can be used as stand alone system with networkable hardware, independent, which concomitantly allows the Clerk's staff to log notes during the recording process. No other company offers these features [Note: the latter feature, namely FTR Gold Multi -Channel Digital Recording System log notes, is a stand-alone electronic notetaking software package which provides a complete package of annotating the digital automated files]. Furthermore, it provides an advantage over the antiquated paper -log note process by adding an audio link to each log note. Other distinguishing features include random-access (quick access to audio) which saves time; one day, one media (reduce cost through less storage space); electronic log notes (can be stored with audio); built-in backup, redundant copy of audio (which ensures against loss or record); multi -functional platform (non -dedicated unit used for more than just recording increases courtroom productivity); MPEG audio format (unparalled sound quality, higher quality transcript; BT tutorial (simplified implementations); no database, 01- 117 automated file naming (date, time and location on CD), electronic distribution, with sound system mixer and amp, etc. Business Information Systems is the only certified and authorized reseller of FTR Gold System in the State of Florida. The Director of the Purchasing Department has determined that FTR Gold is the sole source provider for this multi -channel digital recording system. In addition, via research conducted, a similar product could not be located.
