RESOLUTION NO. 109
A RESOLUTION OF THE MIAMI CITY COMMISSION
AUTHORIZING THE SOLICITATION OF REQUESTS FOR
QUALIFICATIONS ("RFQS") FOR PURPOSES OF
ESTABLISHING A PRE -APPROVED LIST OF
PROFESSIONAL TOWN PLANNERS AND URBAN
DESIGNERS TO BE ENGAGED FOR PLANNING AND
ZONING CATEGORY B DESIGNATED PROJECTS FOR
2001 THROUGH 2003; APPOINTING A
CERTIFICATION COMMITTEE OF NO LESS THAN
THREE INDIVIDUALS TO ASSESS THE SUBMITTED
RFQS; APPOINTING AN INDIVIDUAL AS
CHAIRPERSON OF THE COMPETITIVE SELECTION
COMMITTEE; AND AUTHORIZING THE CITY MANAGER
TO APPOINT A SIX -MEMBER COMPETITIVE
SELECTION COMMITTEE TO EVALUATE AND RANK IN
ORDER THE QUALIFIED CANDIDATES AND TO
PRESENT ITS RECOMMENDATIONS TO THE CITY
COMMISSION FOR FINAL REVIEW AND
CONSIDERATION.
WHEREAS, various Planning and Zoning Category B designated
projects have been scheduled for 2001 through 2003 which will
require planning and design by town planning and urban design
professionals; and
WHEREAS, the Department of Planning and Zoning does not
staff sufficient professional town planning and urban design

personnel to accomplish all of the necessary project work and
the solicitation of Request for Qualifications ("RFQS") to
establish a pre -approved list of professional planners and urban
designers is required; and
WHEREAS, Section 18-81 of the Code of the City of Miami
(the "Code") requires that the City Commission appoint a
Certification Committee consisting of not fewer than three
members who shall be professionals in the field of endeavor or
practice involved to review the statement of qualifications
submitted by each provider requesting certification and to
ascertain whether the provider is fully qualified; and
WHEREAS, Section 18-81 of the Code also requires that the
City Manager appoint a Competitive Selection Committee of not
less than six members to evaluate each of the candidates in
accordance with the criteria established and identify the most
qualified individuals for presentation of a list to the City
Commission for approval in rank order, which committee shall be
comprised of:
(1) one representative
department charged
responsibility; and
of the administrative

(4) the Director of Finance or designee; and
(5) the City Manager or designee; and
(6) one or more professionals in the applicable field
of practice;
and
WHEREAS, funds for town planning/urban design services are
available from monies allocated to the projects; and
WHEREAS, pursuant to Section 18-81 of the Code, the City
Commission shall appoint the Chairperson of the Competitive
Selection Committee who is either the member representing the
department or the member representing the principal users of the
project; and
WHEREAS, the City Manager recommends that a representative
of the Department of Planning and Zoning be appointed as
Chairperson of the Competitive Selection Committee;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The solicitation of Requests for
Qualifications is authorized for purposes of establishing a pre -
approved list of professional town planners and urban designers

to be engaged for Planning and Zoning Category B designated
projects for 2001 through 2003.
Section 3. The following three individuals are
appointed as members of the Certification Committee to assess
the submitted RFQS:

Ana Gelabert-Sanchez
Maria Nardi
Section 4. is appointed as
Chairperson of the Competitive Selection Committee.
Section 5. The City Manager is authorized to appoint a
six -member Competitive Selection Committee to evaluate and rank
in order the qualified candidates comprised as follows:
NAMES
(1) one representative of the administrative
department charged with overall project
responsibility;
(2) one representative from a maximum of three
departments identified as principal users of the
project;
(3) the Director of the Planning and Zoning
Department or designee;
(4)
the
Director of
Finance or designee;
(5)
the

Section 6. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor'/.

effective at the end of ten calendar days from date it was passed
and adopted. If the Mayor vetoes this Resolution, it shall
become effective immediately upon override of the veto by the
City Commission.

REFERENCES: Resolution Designating as a
Category `B" Project
ENCLOSURES:
It is respectfully requested that the City Commission adopt the attached Resolution designating the
Town Planning/Urban Design Services for the City of Miami Project — 2001, 2002, and 2003 as a
Category "B" Project; approving a certification committee of not less that three (3) qualified
professionals; approving the City Manager's appointment of a Competitive Selection Committee of
not less than six (6) members and appointing a representative of the Planning and Zoning Department
as Chairperson of the Competitive Selection Committee.
BACKGROUND:
The Department of Planning and Zoning has determined that it is now in order to select Town
Planning/Urban Design firms to perform professional services for the City for the 2001, 2002, and
2003 calendar years.
Numerous projects and improvements are anticipated throughout the City in 2001, 2002, and 2003.
The Planning and Zoning Department is insufficiently staffed to accomplish the Town Planning and
Urban Design work necessary to accommodate these projects.
Request for Qualifications will be solicited from firms in the Town Planning and Urban Design fields.
It is now appropriate, therefore, to prepare for the selection of Town Planning and Urban Design
firms to render the necessary professional services. To accomplish more City projects, it is necessary
to engage qualified professional Town Planning/Urban Design firms to provide services for various
City projects for a basic (3) year contract term, all in accordance with Section 18-81 of the Miami
City Code.
In accordance with Sec. 18-81 of the City Code. The proposed resolution will designate Town
Planning and Urban Design Services for City of Miami Project — 2001, 2002, and 2003 as a Category
"B" Project and appoint three (3) qualified professionals to the Certification Committee, approve the
City Manager's appointment of a Competitive Selection Committee of not less than six (6) members,
and appoint a representative of Planning and Zoning Department as Chairperson of the Competitive
Selection Committee.

It is recommended that Ana Gelabert-Sanchez, Director of Planning and Zoning Department be
appointed Chairperson of the Competitive Selection Committee, and also, it is recommended that
Aurora Badia, Ana Gelabert Sanchez and Maria Nardi be appointed as the Certification Committee.
Ordinance NO. 9572 provides further that there be recommendations made by the Competitive
Selection Committee to the City Commission for approval; thereafter, and prior to the execution of
any contract, the City Commission shall instruct the City Manager to commence negotiations based
on the Commission's approval of the rank order of proposed consultants.
