A RESOLUTION OF THE MIAMI CITY COMMISSIONS
AUTHORIZING AN INCREASE IN THE CONTRACT WITH
FLIR SYSTEMS, INC., SOLE SOURCE PROVIDER,
FOR THE PROCUREMENT OF SIX (6) FIREFLIRTM
THERMAL IMAGING SYSTEMS WITH THE RADIOMETRY
OPTION FOR THE DEPARTMENT OF FIRE -RESCUE, IN
AN AMOUNT NOT TO EXCEED $100,200, FROM
$192,000 TO $292,200; ALLOCATING FUNDS FROM
CAPITAL IMPROVEMENT PROJECT NO. 313304,
ACCOUNT NO. 289401.6.840, AS FUNDED BY THE
FIRE ASSESSMENT.
WHEREAS, the Department of Fire -Rescue requires the
procurement of six (6) additional FireFLIRTm Thermal Imaging
Systems with radiometry option to allow firefighters to
visualize objects through dense smoke and gases; and
WHEREAS, the FireFLIRTM is a self-contained infra -red
imaging system that mounts on fire helmets, enabling
firefighters to detect persons, flames and hot gases behind
walls, and in floors and ceilings; and
WHEREAS, Resolution No. 00-482, adopted June 8, 2000,
deemed Flir Systems, Inc. a sole source provider of this
equipment; and

WHEREAS, the City Manager and the Chief of the Department
of Fire -Rescue recommend that an increase in the contract with
Flir System, Inc., in an amount not to exceed $100,200, be
approved; and
WHEREAS, funds are available from Capital Improvement
Project No. 313304, Account Code No. 289401.6.840, as funded by
the Fire Assessment;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this section.
Section 2. An increase in the contract with Flir
Systems, Inc., sole source provider, for the procurement of six
(6) FireFLIRTm Thermal Imaging Systems with the radiometry option
for the Department of Fire -Rescue, in an amount not to exceed
$100,200, from $192,000 to $292,200, with funds allocated from
Capital Improvement Project No. 313304, Account Code
No. 289401.6.840, as funded by the Fire Assessment.
Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11
i� If the Mayor does not sign this Resolution, it shall become effective
at the end of ten calendar days from the date it was passed and
adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

It is respectfully requested that the City Commission adopt the attached Resolution, increasing Resolution
00-482 with FLIR Systems, Inc., (Non-Minority/Non-Local), the sole source provider for the purchase
of six (6) additional FireFlir Thermal Imaging Systems with Radiometry option in an amount notto
exceed $100,200, for the Department of Fire -Rescue.
Funding is available from CIP Project No. 313304, Account No. 289401.6.840, funded by the Fire
Assessment.
BACKGROUND
The FireFLIR systems are imaging units that allow firefighters to visualize objects through dense smoke
and gases, making them a valuable tool for use in fire and other hazardous conditions. This infra -red
imaging capacity is a life-saving breakthrough when searching for victims trapped in burning structures,
gas-filled enclosures and other emergency situations.
The system is a self-contained (one-piece) unit that mounts on the fire helmets which the department
previously tested successfully. Other units are comprised of two devices; a helmet mounted imaging
device that is connected by cable to a battery pack on the waist. The hands-free one piece unit is a major
safety factor. It eliminates the cables that can become entangled in firefighter gear and equipment, and
allows easy exchange between firefighters.

Sole Source Finding for FireFLIR
Thermal Imaging System
An investigatiofi was conducted by staff to determine whether FM Systems, Inc., a non minority, non local
vendor, located at 16 Esquire Road, N. Billerica, Ma. 01862, is the sole source provider of the FireFLIR thermal
imaging systems. The Department of Fire -Rescue is seeking to secure 12 self-contained, one-piece hands-free
units, which mount on fire helmets. The estimated acquisition cost -for these units shall not exceed $192,000.
Funding will be allocated from CIP Project No. 313304, Account No. 289401.6.840, funded by the Fin
Assessment.
According to the Department of Fire Rescue, it is seeking to obtain the FireFLIR systems, which are imaging
units that allow firefighters to visualize objects through dense smoke and gases, which make them a valuable
tool for use in fire and other hazardous Fonditions. The infrared imaging capacity is a life-saving breakthrough _
when searching for victims trapped in burning structures, gas-filled enclosures, and under other emergency
situations. The FireFLIR system utilizes the latest generation of detector technology, which greatly enhances the
imaging power of the system over a grater target area. It allows firefighters to image persons, fires, hot gases,
flames behind walls, floors, and ceilings. The system is a self-contained (one-piece) unit that mounts on the fire
helmets, and is hands-free, which is a major safety factor. It eliminates the cables that can become entangled in
firefighter gear and equipment, and allows easy exchange between firefighters. The system, with this new
technology, is only available from FLIR Systems, Inc.
I further conducted research over the Internet and could not locate other similar helmet mounted, hands-free
thermal imaging systems. Research revealed systems do exist which have cables on the backs of the firefighters
which is a safety concern, and whose systems is not readily transferable from one firefighter to another.
According to FLIR Systems, the helmet mounted, hands-free thermal imaging systems have also been provided
to, and deemed as a sole source acquisition by, other fire departments. Staff additionally contacted Chesterfied
County, who confirmed that they also secured the FLIR system via a sole source finding.
Accordingly, I am recommending that the requirements for competitive bidding be waived, and these findings
be approved: FLIR Systems Inc. is the sole source provider for 12 self-contained thermal imaging systems for
the Department of Fire -Rescue, for an amount not to exceed $192,000. Funding will be allocated from CIP
Project No. 31330.1, Account Niom. 1.6.8410, funded by the Fire Assessment.

The Department of Fire -Rescue requests that you approve a finding that FLIR Systems, Inc., located at 16

The FireFLIR system incorporates the latest state-of-the-art technology in thermal imaging making it a

of the system over a greater target range. It allows firefighters to image persons, fire, hot gases, flames
behind walls, floors, and ceilings in the same field of view without an aperture adjustment.
FireFLIR has both black and white and color palettes for viewing. Color is particularly useful for locating
hotspots and extensions that black and white palettes can miss.
The system is a self-contained (one-piece) unit that mounts on the fire helmets. Other units are comprised
of two devices; a helmet mounted imaging device that is connected by cable to a battery pack on the

WHEREAS, the finding of the Chief Procurement Officer has
been approved and adopted as the finding of the City Manager; and

the requirements for competitive sealed bids be waived and the
purchase of the FireFLIR from FLIR Systems, Inc. the sole source

Section 2. By a four-fifths (4/5`x) affirmative vote of

ratified, approved and confirmed, and the procurement ,of
twelve (12) FireFLIR thermal imaging systems from FLIR Systems,
Inc., the sole source provider, for the Department of
Fire -Rescue, in an amount not to exceed $192,000, is hereby
approved, with funds therefor hereby allocated from Capital
Improvement Project No. 313304.289401.6.840, funded by the Fire
Assessment.
