A RESOLUTION OF THE MIAMI CITY COMMISSION
APPROVING THE PROCUREMENT OF THIRTEEN
HUNDRED YEAR 2001 FLORIDA LAW ENFORCEMENT
HANDBOOKS, CITY OF MIAMI EDITION, FOR THE
DEPARTMENT OF POLICE FROM THE MIAMI-DADE
POLICE DEPARTMENT, IN AN AMOUNT NOT TO
EXCEED $13,780; ALLOCATING FUNDS FROM THE
POLICE DEPARTMENT GENERAL OPERATING BUDGET,
ACCOUNT CODE NO. 001000.290201.6.760.
WHEREAS, the Department of Police requires the procurement
of thirteen hundred Year 2001 Law Enforcement Handbooks, City of
Miami Edition; and
WHEREAS, the Handbooks, first developed in 1975 by the
Police Legal Bureau of Miami -Dade County, are vital reference
guides which provide police officers with useful on -the -spot
information and legal guidelines; and
WHEREAS, the City Manager and the Chief of Police recommend
the procurement of the Year 2001 Florida Law Enforcement

Handbooks, City of Miami Edition, from the Miami -Dade Police
Department, be approved; and
WHEREAS, funds are available from the Police Department
General Operating Budget, Account Code No. 001000.290201.6.760;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this section.
Section 2. The procurement of thirteen hundred Year
2001 Florida Law Enforcement Handbooks, City of Miami Edition,
for the Department of Police from the Miami -Dade Police
Department, in an amount not to exceed $13,780, is approved,
with funds allocated from the Police Department General
Operating Budget, Account Code No. 001000.290201.6.760.

Section 3. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor.11

If the Mayor does not sign this Resolution, it shall become effective
at the end of ten calendar days from the date it was passed and
adopted. If the Mayor vetoes this Resolution, it shall become
effective immediately upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution
authorizing the purchase of 1,300 - Year 2001 Florida Law Enforcement. Handbooks - City of
Miami Edition, from the Miami -Dade Police Department, at a total cost not to exceed $13,780.00.
Funding is available from the Department of Police General Operating Budget, .Account Code No.
001000.290201.6.760.
BACKGROUND
City of Miami Police Officers are required to make on -the -spot decisions regarding the legality of
a person's actions on a routine basis. One of the officers' best references in these varied instances
is the Florida Law Enforcement Handbook. The handbook will be purchased from Miami -Dade
Police Department who currently holds the copyright.

' The Miami -Dade Police Department is now preparing for publication of the 2001
edition of the Florida Law Enforcement Handbook, an up-to-date compilation of those
state statutes and legal guidelines most frequently used by law enforcement otiicers in
Florida. The Law Enforcement Handbook has proven to be a valuable tool in assisting
police officers who must, on a daily basis, make quick, on -the -spot decisions that could
have far reaching effects upon the officers and their department.
As in past years,this year's legislative session produced many new statutes, as well as a
number of amendments to existing laws that are widely used baa law enforcement
officers. The 2001 Law Enforcement Handbook will contain all these changes, which
include amendments to laws involving sea crines, boating, narcotics trafficidmg,
trespass, The Florida Sexual Predators Act, traffic, and animal cruelty.
