A RESOLUTION OF THE MIAMI CITY COMMISSION,
APPROVING WITH CONDITIONS, THE SANTA CLARA
METRORAIL STATION PROJECT FOR CONSISTENCY
WITH THE SANTA CLARA METRORAIL STATION AREA
DESIGN AND DEVELOPMENT PLAN (SADD) AND
ADOPTION OF THE MASTER PLAN DEVELOPMENT
STANDARDS, PURSUANT TO ARTICLE 4 OF ZONING
ORDINANCE NO. 11000; DIRECTING TRANSMITTAL
OF THE HEREIN RESOLUTION; MAKING FINDINGS OF
FACT AND STATING CONCLUSIONS OF LAW;
PROVIDING FOR BINDING EFFECT; CONTAINING A
SEVERABILITY CLAUSE AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, on November 7, 2000, The Carlisle Group (the
"APPLICANT"), submitted a request for City of Miami approval for
consistency and adoption of Master Plan Development Standards
for the Santa Clara Apartments Project (the "PROJECT") pursuant
to Zoning Ordinance No. 11000, Article 4, for the property
generally located on the Northwest corner of Northwest 20th
Street and Northwest 12th Avenue, Miami, Florida; and
WHEREAS, the Planning Advisory Board, at its meeting of
January 17, 2001, Item No.7, following an advertised public

hearing, adopted Resolution No. PAB 07-01, RECOMMENDING APPROVAL
of the PROJECT, by a vote of six to zero (6-0); and
WHEREAS, the City Commission deems it advisable and in the
best interest of the general welfare of the City of Miami to
approve the PROJECT as hereinafter set forth;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE
CITY OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The PROJECT is hereby approved, with
conditions, for consistency with the adopted Station Area Design
and Development Plan for the Santa Clara Road Metrorail Station,
and the Master Plan Development Standards, pursuant to Article 4
of Zoning Ordinance No. 11000, are approved.
Section 3. The findings of fact set forth below are
hereby made with respect to the subject PROJECT:
a. The PROJECT is in conformity with the adopted Miami
Comprehensive Neighborhood Plan 1989-2000, as amended.
b. The PROJECT is in accord with the applicable RT Zoning
classification of Zoning Ordinance No. 11000, the
Zoning Ordinance of the City of Miami, Florida, as
amended.
C. The City Commission further finds that:

(1) the PROJECT will have a favorable impact on the
economy of the City;
(2) the PROJECT will efficiently use public
transportation facilities;
(3) the development program proposed for the PROJECT
will favorably affect the need for people to find
adequate housing, office and hotel and retail
uses reasonably accessible to other locations
within downtown Miami;
(4) the PROJECT will efficiently use necessary public
utilities;
(5) the PROJECT will not negatively impact the
environment and natural resources of the City;
(6) the PROJECT will not adversely affect conditions
in the neighborhood;
(7) the PROJECT will not adversely affect public
safety;
(8) based on the record presented and evidence
presented, the public welfare will be served by
the PROJECT.
Section 4. The City Manager is directed to instruct the
Director of the Department of Planning and Zoning to transmit a
copy of this Resolution to the APPLICANT, c/o Jorge A. Gonzalez

Section 5. This Resolution shall become effective

SANTA CLARA APARTMENTS
APPLICATION: No. 2000-075
Pursuant to per Article 4, Section 401 of Zoning Ordinance 11000, as amended, the Santa Clara
Apartments Project has been reviewed for consistency with the Station Area Design and
Development (SADD) Plan for the Santa Clara Metro Rail Station. The proposed project is to be
located at the Northwest comer of NW 201i Street and 121' Avenue. The following findings have
been made:
• It is found that the proposed Santa Clara Apartments Project, while not consistent with the
original adopted Station Area Design and Development (SADD) Plan for the Santa Clara Metro
Rail Station, is consistent with the amended plan. The amended plan identifies the introduction
of new high density residential uses as a use which would be appropriate to promote at this
station area location.
It is found that the proposed residential use shall consist of approximately 208 units on a
parcel of approximately 3.66 acres in area. The project is well-designed showing innovative
design in balconies.
• It is found that the proposed landscape plan, while attractive, should be enhanced considering
the residential nature of the proposed project.
Based on these findings, the Planning and Zoning Department is recommending approval of the
proposed project as presented with the suggestion that additional landscape be provided.

Recommendation on Master Plan Development Standards
for the Santa Clara Rapid Transit Zone
REQUEST
In accordance with Chapter 33C -2(D) of the Code of Miami -Dade County, the Miami -Dade
County Rapid Transit Developmental Impact Committee (RTDIC), consisting of municipal and
County representatives. has reviewed the Master Plan Development Standards prepared and
submitted by Santa Clara Apartments, Ltd. for the Santa Clara Rapid Transit Zone. The site
is located within the Rapid Transit Zone and depicted in the attached Exhibit No. 1. The
iviiami-Dade County Deveiopmentai impact Committee Executive Council has reviewed the
standards as submitted and requests approval of these standards as indicated herein.
RECOMMENDATION
Adoption, by the City of Miami Commission, of the following master plan development
standards for the Santa Clara Rapid Transit Zone station site.
BACKGROUND
The Santa Clara station site contains a total of approximately 3.66 acres and is located in the
City of Miami between NW 20 Street and NW 21 Street and between NW 12 Avenue and NW
13 Avenue. The entire site lies within the Rapid Transit Zone as provided for in Chapter 33C
of the Code of Miami -Dade County. Section 33C-2(D)(9)(d) provides:
Whenever uses --authorized by subparagraph (a) above are proposed within
portions of the Rapid Transit Zone passing through municipalities, the Station
Area Design and Development Program process, a joint municipal -County
program, shall prepare proposed master plan development standards for
such a proposed use. Such proposed master plan development standards
shall be submitted to the appropriate municipality for review and adoption as
the Master Land Use Plan, for such uses. Once adopted, said land use plans
shall control all public actions involving or affecting land use or development,
including action on applications for zoning relief...
Santa Clara Apartments, Ltd. prepared and submitted standards similar to those contained
herein. In accordance with the above procedure, the RTDIC held a public meeting on August
16, 2000 to review these standards. Comments from both County and City departmental staff
regarding the site development standards were received and then reviewed by the DIC
Executive Council.
These standards were reviewed with a view toward complementing the surrounding area.
The subject site is primarily designated as Industrial and Office on the Comprehensive
Development Master Plan Land Use Plan map. The site is also designated as an Urban
91 — S3
Center of the "Community Center" size, which is intended to serve a localized area. The
existing land uses surrounding the Santa Clara Station consist of warehouses to the north and
west, a fire station and maintenance yard to the south, and wholesale and warehouse uses to
the east.
As a result of the RTDIC review, changes have been incorporated into the station site master
plan development standards submitted by Santa Clara Apartments, Ltd. The following are

SANTA CLARA MASTER PLAN DEVELOPMENT STANDARDS
The following standards shall govem the use, site design, building mass, parking, circulation,
and signage for all non-Metrorail development in the Santa Clara Rapid Transit Zone.
All development uses of non -system structures, whether public or private in nature, within. the
Rapid Transit Zone of the Stage 1 Foxed -Guideway Rapid Transit System, which includes aIL
station sites and parking areas, shall be compatible with and conform to the following, without
exception:
Miami -Dade County Comprehensive Development Master Plan in general,- and the
guidelines for development of Urban Centers, in particular (pages 1-37 through 1-40, 1999
edition). .
Urban Design Manual prepared by the Miami -Dade County Department of Planning and
Zoning (February, 1999 or latest edition)
Chapter 33C, Fixed -Guideway Rapid Transit System — Development Zone (1 through 5)
Chapter 33, Zoning, Division 6, Commercial Signs on Rapid Transit System Right -of -Way
(121.20 through 121.4)
Metrorail Compendium of Design Criteria Volume I, Systemwide Design Criteria, Section
9.03.2.2, Chapter 9, Fire/Life Safety, and other portions of the Compendium as applicable.
Additionally all projects, without exception, shall be submitted to the Miami -Dade Transit
Agency Fire/Life Safety Committee for compliance review. Projects cannot proceed without the
Committee's approval.
(1) Boundaries. Pursuant to the provisions of Section 33C-2(D)(9)(b), Code of Miami -Dade
County, the Master Plan Development Standards for the Santa Clara Rapid Transit
Zone are hereby established. The boundaries for the Santa Clara Rapid Transit Zone,
located between NW 20 Street and NW 21 Street and between NW 12 Avenue and NW
13 Avenue, are set forth in Exhibit No. 1, described in and incorporated herein by
reference.
(2) Development standards. The following development standards shall apply to all
development in the Santa Clara Rapid Transit Zone:
(a) Permitted uses: Residential uses, hotel uses, business, office, and civic uses
are permitted in this sub -zone. Outside food sales and services including

outdoor dining, and table service in connection with restaurants are also
permitted.
(b) Setbacks. 10 feet minimum; 20 feet maximum from at least 2 property
lines abutting the rights-of-way; not less than fifty percent of the perimeter of
principal buildings shall meet these setbacks with exceptions ailowable for
traffic safety.
(c) Parking: Parking shall be provided in accordance with the following
requirements:

(a) Single -Use Development: In addition to the parking spaces
reserved for the transit agenc;—, M 3^sit patrons and govemment
vehicle fleet, single -use development shall provide parking
spaces ranging between 95% and 110% of the following:
(i) Residential - One space for each dwelling unit.
(ii). Retail - One (1) space per three hundred (300) square
feet of gross floor area. ,
(iii) Office - One (1) space for each four hundred (400) square
feet of gross floor area.
(ni) Hotel - One (1) space for every one and one-half (1.5)
guest rooms.
(v) Other Single Uses - Ninety percent (90%) of the parking
required per Section 33-124.
(b) Mixed Use Development: In addition to the parking spaces
reserved for the transit agency, transit patrons and government
vehicle fleet, projects which include two (2) or more uses shall
provide between 95% and 110% of the parking requirement
calculation using 100 percent of the standards established above
for single uses and the "Urban Land Institute (ULI) Methodology
for Determining Shared Parking" (Library of Congress, card
number 8351648).
(11) Parking Structures: The first floor of proposed parking structures (for
developments of 3.0 FAR and higher) shall contain shops, offices or
residences along the street frontage.
(111) Location of Parking Spaces: Parking shall be located at the rear or side
of the principal building(s), or in parking structures, or on -street. On -
street parking spaces adjoining a building site shall be credited toward
the parking requirement of that building, unless at the time of
development approval the subject street is planned for widening and
would eliminate the on -street parking spaces. Chapter 18A, Code of
Miami -Dade County, shall serve as minimum standards for surface
parking lots and their attendant landscape buffers.
(d) Floor Area Ratio: The floor area ratio shall not be less than 0.75 nor exceed
4.0 FAR based on gross lot area as defined herein.
(e) Height. The maximum building height shall not exceed 250 feet.
(f) Open Space: The minimum open space shall be fifteen (15) percent of the
gross lot area. Open space shall be provided outdoors, at grade, and shall
be comprised of at least one of the following: parks, plazas, squares, and
greens. In addition, landscaped areas shall be provided, improved and
areas, and other landscape elements and features.
(3) Site plan review standards and criteria. The purpose of the site plan is to encourage
_ logic and imagination in the design process in an attempt to ensure that the proposed
development promotes transit ridership, comfort and safety of pedestrians, and
improves the safety and aesthetics of. the surrounding areas. The following site plan
review standards and criteria shall be utilized by the Miami -Dade County Department of
Planning and Zoning and by the Board of Miami -Dade County Commissioners in the -
consideration of requests for special exception for site plan approvals in the Santa
Clara Rapid Transit Zone:
(a) Compatibility: All development shall be reviewed for its consistency with.
the Miami -Dade County Comprehensive Development Master Plan and
Chapter 33, Code of Miami -Dade County, and compatibility with, the'
Metrorail Compendium 'of Design Criteria, and the Santa Clara Station
Area Design and Development Plan.
(b) Building location: Building locations shall be reviewed to assure aesthetic
improvement of the surrounding existing, proposed, and anticipated
development and uses and to assure that no visual or other safety
hazards are created in connection with existing, proposed* and anticipated
pedestrian and vehicular circulation systems. Continuous blank walls at
street level shall be prohibited, and ground level parking shall be buffered
by landscaping and fenestration or similar details.
(c) Pedestrian open space: pedestrian open space, including but not limited
to plazas, squares, greens, pedestrian promenades and landscaped
areas, should be encouraged to be incorporated into the design of the
development projects. Open space and landscaping should be
incorporated into the design of the development project to encourage
neighbor communication, interaction, and familiarity to relate the structure
design to the site, and to functionally enhance the aesthetics, as well as
the safety considerations, of the project.
(d) Scale: The scale of the development project shall be designed to be
compatible with and improve the surrounding existing, proposed and
anticipated development and uses, and shall consider the existing nature
of the surrounding neighborhood. Architectural elements at street level
shall have human scale, abundant windows, doors and design variations
to create interest for the pedestrian.

(e) Circulation: All development projects should be designed so that the
pedestrian and vehicular circulation system adequately serve the current
and future needs of the project area and are compatible and functional
with the current and future circulation system surrounding the site.
(f) Lighting & Signage: All development projects should be designed with a
coordinated outdoor lighting and signage system that is adequate for and

project and designed to improve the surrounding area.
(g) Landscape Criteria:
(i) All development projects shall be designed to comply with the
requirements set forth in the Miami -Dade County Landscaping
Qrdinance, Chapter 1 oA, Miami -Dade county Code.
(h? Landscaping shall be provided to the sidewalk edge.
(h) Suffers. Buffering elements in the form of architectural design and
landscape shall be provided in order to visually screen incompatible uses
and aesthetically improve the surrounding area. Dumpsters shall be
located as not to interfere with visual aesthetics. Planft, berms or other
methods shall be used as a means of minimizing the adverse effect of the
visual impact of parking areas.
(IV) Definitions. Terns used in this section shall take their commonly accepted meaning unless
otherwise defined in Chapter 33 or Chapter 28 of the Code of Miami -Dade County. Terms
requiring interpretation specific to this section are as follows:
(a) Adjoin or Adjoining: A location relationship between a building and street whereby the
building face either touches the street right-of-way line or is located in close proximity to
the street.
(b) Block: A combination of building lots, the perimeter of which abuts streets.
(c) Civic Use: Premises used primarily for public education, cultural performances, gatherings
and displays administered by non-profit cultural, educational, governmental, and religious
organizations.
(d) Green: A public open space, roughly square or rectangular in shape, bounded by streets,
and having only a very small proportion of area paved in the form of pedestrian walkways.
(e) Gross Lot Area: Gross lot area shall include public rights-of-way dedicated at the time of
development, but shall not include previously dedicated rights-of-way.
(f) Open Space: An outdoor, at -grade space accessible to the public all or most of the time,
including parks, plazas, squares, greens, and landscaped pedestrian promenades, but no
streets.
(g) Parking Structure: A multi-level facility used for parking.

(h) Plaza: A public open space defined by building(s) on two or more sides, having a majority
of its area paved, --and which typically will contain fountains, public art, lighting, street
furnishings, decorative landscape or similar appointments that invite public attention and
congregation.
(i) Shared Parking: Parking used by more than one use or building.

THE SETTING
The Santa Clara Station is located in the
City of Miami at the intersection of N.W
20th Street and N`,N 12th Avenue. It will
serve the industrial and wholesale areas
immediately adjacent to the station, the
residential neighborhood to the north
and a portion of the Civic Center to the
south.
The largest industrial sector of Miami sur-
rounds the Santa Clara Station to the
north, west and east. This area is charac-
terized by wholesaling, manufacturing
and food distribution and processing
and includes a limited number of fast
food restaurants. Further to the east, ac-
ross 1-05, is the high employment gar-
ment district with a concentration of clo-
thing manufacturers. The number of re-
tail outlets for these clothing manufac-
turers is increasing and, consequently,
drawing shoppers and tourists to the
area. To the west, the industrial area is
expanding between N.W. 17th and N.W.
22nd Avenues and is gradually displac-
ing existing older single family homes.
The availability of large vacant tracts of
land in west Dade County has resulted in
the relocation of some wholesalers from
this area. However, the growth of other
industries has more than offset this trend.
The Santa Clara residential neighbor-
hood, located within the larger Allapat-
tah community, includes single family
homes and duplexes. Over half the resi-
dents are of Latin origin and it is likely
that the moderate -priced housing of the
Santa Clara neighborhood will continue
to oitract an 1rcreos1rg rums �f La;:r.
families. Although the area has many
low-income residents and consequently,
a low level of home ownership, both the
incomes of area residents and the level
of home ownership appear to be rising.
With the influx of Latin residents has
come an increase in the level of over-
crowding as evidenced by the number
of persons per dwelling unit. This is due, in
part, to larger, more extended families
occupying houses originally con-
structed for smaller family units. In cddi-
tion, there is a relatively high properticn
of households, about one in five. which
do not have access to an automobile,
resulting in a high dependency upcn
public transit services.
Also located close to the station, along
the south side of N.W. 20th Street is the
Medical Center Campus of Miami -
Dade Community College and a
number of county and municipal service
facilities employing a large number of
persons. The Miami Stadium is located to
the northeast of the station and serves a
minor league professional baseball
team and hosts numerous concerts and
entertainment events. In addition, a
complex of Dade County services and
elderly housing is located to the north-
west along N.W 18th Avenue at 28th
Street.

THE STATION AREA Land Use
The Santa Clara station area is domi-
nated by the greatest concentration of
firms dealing with food distribution within
the metropolitan area. In addition to
serving local markets and restaurants,
this produce center serves markets
throughout the state and the Caribbean.
Although the primary thrust of this arec is
wholesale. warehousing, a great deal
of retail activity also takes place, and
the potential for expanding the retail
marketing in the area is apparent. This
center is highly developed but has sev-
eral large tracts of vacant or unde-
rutilized properties which may be used
for further development or expansion.
Across N W. 20th Street, to the south of the
station, are the City of Miami Fire Station
#5 and the Incinerator building. At pre-
sent, proposals to rehabilitate the In-
cinerator site are under study. One prop-
osal is to ccnvert it into a mixed use facil-
ity including shopping arcades, restaur-
ants and cafes" movie theatres, a child
care center and some offices. Such a
facility, in additior. to serving employees
of the Civic Center and produce market,
would likely appeal to users throughout
the region. The remainder of the south
side of N.1IV. 20th Street contains the
Counh(s Solid Waste Transfer Station and
the Municipal Heavy Equipment Repair
Facility.
Zoning
The predominant zoning districts in the
Santa Clara station area are industrial,
commercial, and institutional. The in-
dustrial zoning district exists along a cor-
ridor centered on the Seaboard Coast
Line Railroad and has recently ex-
panded west beyond N.W. 17th Avenue.
This zone allows most of the nonpolluting
industrial and manufacturing uses and
includes warehouses and wholesale dis-
tribution outlets.
Immediately north of the industrial zone
and the Seaboard Coast Line Railroad is
a relatively liberal commercial district
along N.W. 23rd Street. This zone allows
intensive commercial uses, such as
lumber yards, bottling plants, distilleries,
contractor's shops, and the sale and dis-
play of construction equipment. It also
permits fruit packing and shipping, and
the sale of produce. Both the liberal
commercial and industrial zones pro-
hibit residential uses.
South of the station site is the Civic Center
complex with government and institu-
tional zoning. A low density residential
district exists to the north of the liberal
commercial zone and a higher density
residential district exists west of the Civic
Center complex. Interspersed within
these residential districts are some local
commercial districts.
Circulation
P cic)r access to the Santa Clara statim
site will be from N.W. 20th Street into N.W.
13th Avenue. Limited access will also
occur from N.W. 21st Street through the
industrial area. N.W. 20th Street is the
primary bus corridor in terms of daily
ridership. These routes presently carry
volumes of traffic below their design
capacities and, therefore, will allow
convenient access to the station.
To accommodate the projected traffic
generated by the station, some road-
way improvements are planned. These
include plans for the widening of N.W.
13th Avenue and N.W. 21st Street adja-
cent to the station site to allow for right
turns into the station, and the signaliza-
tion of the N.W. 20th Street and N.W. 13th
Avenue intersection, the major access
point for the station.
Because the station platform will be lo-
ccted in the median, N.W. 12th Avenue
will be widened and the crossing at N.W.
21st Street will be closed. Additional
right-of-way on both sides of N.W. 12th
Avenue will be required to maintain
adequate pavement widths for the
street.

Building Conditions
Because of the nature of industrial and
commercial areas, many of the build-
ings in the Santa Clara area appear to
be poorly maintained. Yet, even though
most of them were built prior to 1957, few
have major structural deficiencies.
Wholesale activities, including the hand-
ling of large quantities of produce,
within these industrial and commercial
zones require direct and open access to
train and heavy truck circulation. The de-
teriorated condition of these heavily
travelled streets, and the refuse inevita-
bly generated by these activities, contri-
bute to the area's deteriorated appear-
ance.
Many of the residential structures in the
station area need minor repairs.This is not
surprising since Santa Clara is one of the
oldest neighborhoods in the City of
Miami. Most of these buildings are being
taken over for commercial purposes,
while farther to the north, many of the
single-family structures are being re-
placed by new duplex units. The build-
ings and facilities south of N.W. 20th
Street and within the Civic Center com-
plex are in good condition.
Development Trends
Significant private development has
occurred in the industrial and commer-
cial districts surrounding the Santa Clara
Station, assuring the stability of this area.
Since 1971, wholesale, commercial and
warehousing buildings have replaced
much of the older dilapidated wood
frame construction with concrete block
structures. While vacant and underde-
veloped lots still exist, this infill rede-
velopment has reduced the availability
of vacant land suited for indust-
rial,'commercial purposes.
Located near the station site, on N.W.
20th Street, are the County's new Solid
Waste Transfer Station, the new Munici-
pal Fire Station, and the Heavy Equip-
ment Maintenance Facility. In addition,
administrative offices for the Municipci
Solid Waste Department are slated for
construction.

The Santa Clara Station is designed to
serve about 5,000 patrons daily. About
one fifth of these patrons are projected
to arrive by local feeder buses, almost
half by automobile, with the remainder
walking to the station. Initially, parking for
175 cars will be provided, but by the year
2000 this station's parking facilities are
projected to be expanded to accom-
modate 480 cars. Vehicular access to
the Santa Clara Station will be en-
hanced by various street improvements.
To realize the inherent advantages of the
rapid transit system, the Santa Clara Sta-
tion and the surrounding area must
complement each other. Thus, transit
patrons should be attracted to the area
as well as the station. The environment
around the Santa Clara Station site is not
presently attractive to pedestrians due to
heavy equipment traffic, and the
character and general disrepair of the

area. Other negative influences include
a lack of landscaping, sidewalks and
street furniture, and a haphazard, un-
controlled pattern of parking and ser-
vice access along local streets. To over-
come these problems, complementary
development patterns, circulation
paths, landscaping and pedestrian
amenities must be identified and im-
plemented in the station area.
A street improvement and beautification
program coupled with a commercial
rehabilitation effort targeted at stabiliz-
ing and increasing the amount of reg-
ional seriices available to the residential
Santa Clara community will be the focus
for N.W. 17th Avenue. The major commun-
ity facilities along N.W. 17th Avenue con-
sisting of Allapattah Comstock Park.
Comstock Elementary School and
County offices as well as elderly housing
would be the target of improved public

transportation access. In addition, new
bus service along N.W 29th and N.W.
28th Streets linking the N.W. 17th Avenue
and N.W. 22nd Avenue retail centers to
Biscayne Boulevard is a major public
transportation improvement policy.
It should be noted that these policies
were developed prior to the selection of
the station site, Therefore, they may be
subject to minor modifications.

OPPORTUNITIES
For the some reason that business and
industry seek locations along major
reads and highways where visibility and
access are great, transit stations with
their high volumes of people are ex-
pected to attract new retail, office, hous-
ing and industrial development. In addi-
tion to the visibility afforded by transit, the
Santa Clara station area has several un-
ique characteristics which provide
favorable conditions for future de-
velopment.
Located in the center of an established
industrial district and on the edge of the
Civic Center complex, the station has the
advantage of being located within a
large, well buffered, homogeneous area
with some underdeveloped or vacant
properties, with apparent potential for
development. Further, the express bus
connection to the Garment District will
accommodate employee and shopper
trips into that area from the Santa Clara
Station. Specific opportunity areas in-
clude:
1. The property directly north of the sta-
tion (1), presently utilized for overflow
truck parking for the Produce
Center;
2. The Municipal Incinerator properly
(2) where a mixed-use facility in-
cluding retail, office, entertainment
and child care services has been
proposed;
3. The vacant property east of the sta-
tion (3) presently used for additional
parking for customers of Canter's:
and
4 The Produce Market property (4;
with potential to serve the region as
a major activity center incorporat-
ing retail and an expanded food
distribution function.

GOALS AND OBJECTIVES
In 1976, the Miami City Commission
adopted the Miami Comprehensive
Neighborhood Plan which established
goals, objectives, and development
policies throughout the City. For the
Santa Clara station area, the plan fo-
cuses on the industrial and low-density
residential districts. Expansion and infill of
industrial development west of N.W. 17th
Avenue in previously older residential
areas is a Miami Comprehensive
Neignbonccod Plcr, policy. Likewise, ex-
pansion of the Garment District south of
N.W. 22nd Street, which would result in
the displacement of older residential
structures, is a recently formulated land
use policy. Consistent with this expansion
of industrial uses is the policy of improv-
ing street and sanitary sewer facilities
within the industrial area to accommo-
date additional growth.
The residential area between N.W. 23rd
and N.W. 29th Streets and N.W. 17th and
10th Avenues is a potential rehabilitation
area for the City of Miami. In this area,
stepped-up code enforcement efforts
and low-interest rehabilitation loans will
be considered as a means of stabilizing
an otherwise declining residential com-
munity. Redevelopment of the multi-
family areas near N W. 29th Street and
N.W. 22nd Avenue and along N.W. 29th
Street at N.W. 10th Avenue is a continuing
policy of the Miami Comprehensive
Neighborhood Plan.
THE DOCUMENT
This Santa Clara Station Area Profile is the
first of three reports in the preparation of
land use development plans for each
Stage I Rapid Transit Station area. The
second and third reports, which are
forthcoming, are Alternative Concept
Plans and the Final Concept Plan.
Station Area Design and Development
(SADD) is a cooperative effort involving
the Kaiser Transit Group, Dade County
Planning Department, Dade County
Department of Traffic and Transporta-
tion, the City of Miami, City of Coral Ga-
bles, City of South Miami, City of Hialech,
the Downtown Development Authority
and the Transit System Development Di-
vision of the Office of Transportation Ad-
ministration. The project is funded in port

of Transportation, Urban Mass Trcnspor-

Recommendation on Master Plan Development Standards
for the Santa Clara Rapid Transit Zone
REQUEST
In accordance with Chapter 33C -2(D) of the Code of Miami -Dade County, the Miami -Dade
County Rapid Transit Developmental impact Committee (RTDIC), consisting of municipal and
County representatives, has reviewed the Master Plan Development Standards prepared and
submitted by Santa Clara Apartments, Ltd. for the Santa Clara Rapid Transit Zone. The site
is located within the Rapid Transit Zone and depicted in the attached Exhibit No. 1. The
Miami -Dade County Developmental Impact Committee Executive Council has reviewed the
standards as submitted and requests approval of these standards as indicated herein.
RECOMMENDA TION
Adoption, by the City of Miami Commission, of the following master plan development
standards for the Santa Clara Rapid Transit Zone station site.
BACKGROUND
The Santa Clara station site contains a total of approximately 3.66 acres and is located in the
City of Miami between NW 20 Street and NW 21 Street and between NW 12 Avenue and NW
13 Avenue. The entire site lies within the Rapid Transit Zone as provided for in Chapter 33C
of the Code of Miami -Dade County. Section 33C-2(D)(9)(d) provides:
Whenever uses authorized by subparagraph (a) above are proposed within
portions of the Rapid Transit Zone passing through municipalities, the Station
Area Design and Development Program process, a joint municipal -County
program, shall prepare' proposed master plan development standards for
such a proposed use. Such proposed master plan development standards
shall be submitted to the appropriate municipality for review and adoption as
the Master Land Use Plan for such uses. Once adopted, said land use plans
shall control all public actions involving or affecting land use or development,
including action on applications for zoning relief...

As a result of the RTD1C review, changes have been incorporated into the station site master
plan development standards submitted by Santa Clara Apartments, Ltd. The following are
recommended:
SANTA CLARA MASTER PLAN DEVELOPMENT STANDARDS
Tne following standards shall govern the use, site design, building mass, parking, circulation,
and signage for all non-Metrorail development in the Santa Clara Rapid Transit Zone.
All development uses of non -system structures, whether public or private in nature, within the
Rapid Transit Zone of the Stage 1 Fixed -Guideway Rapid Transit System, which includes all
station sites and parking areas, shall be compatible with and conform to the following, without
exception:
Miami -Dade County Comprehensive Development Master Plan in general, and the
guidelines for development of Urban Centers, in particular (pages 1-37 through 1-40, 1999
edition).
Urban Design Manual prepared by the Miami -Dade County Department of Planning and
Zoning (February, 1999 or latest edition)
Chapter 33C, Fixed -Guideway Rapid Transit System — Development Zone (1 through 5)
Chapter 33, Zoning, Division 6, Commercial Signs on Rapid Transit System Right -of -Way
(121.20 through 121.4)
Metrorail Compendium of Design Criteria Volume 1, Systemwide Design Criteria, Section
9.03.2.2, Chapter 9, Fire/Life Safety, and other portions of the Compendium as applicable.
Additionally all projects, without exception, shall be submitted to the Miami -Dade Transit
Agency Fire/Life Safety Committee for compliance review. Projects cannot proceed without the
-ommittee's approval.
1 } Boundaries. Pursuant to the provisions of Section 33C-2(D)(9)(b), Code of Miami -Dade
County, the Master Plan Development Standards for the Santa Clara Rapid Transit
Zone are hereby established. The boundaries for the Santa Clara Rapid Transit Zone,
located between NW 20 Street and NW 21 Street and between NW 12 Avenue and NW
13 Avenue, are set forth in Exhibit No. 1, described in and incorporated herein by
reference.
Development standards. The following development standards shall apply to all
development in the Santa Clara Rapid Transit Zone:
(a) Permitted uses: Residential uses, hotel uses, business, office, and civic uses
are permitted in this sub -zone. Outside food sales and services including
outdoor dining, and table service in connection with restaurants are also
permitted.
(b) Setbacks. 10 feet minimum; 20 feet maximum from at least 2 property
lines abutting the rights-of-way; not less than fifty percent of the perimeter of
principal buildings shall meet these setbacks with exceptions allowable for
traffic safety.
(c) Parking: Parking shall be provided in accordance with the following
requirements:
(1) Parking Space Requirements:
(a) Single -Use Development: In addition to the parking spaces
reserved for the transit agency, transit patrons and government
vehicle fleet, single -use development shall provide parking
spaces ranging between 95% and 110% of the following:
(i) Residential - One space for each dwelling unit.
(ii) Retail - One (1) space per three hundred (300) square
feet of gross floor area.
(iii) Office - One (1) space for each four hundred (400) square
feet of gross floor area.
(iv) Hotel - One (1) space for every one and one-half (1.5)
guest rooms.
(v) Other Single Uses - Ninety percent (90%) of the parking
required per Section 33-124.
(b) Mixed Use Development: In addition to the parking spaces
reserved for the transit agency, transit patrons and government
vehicle fleet, projects which include two (2) or more uses shall
provide between 95% and 110% of the parking requirement
calculation using 100 percent of the standards established above
for single uses and the "Urban Land Institute (ULI) Methodology
for Determining Shared Parking" (Library of Congress, card
number 8351648).
(II) Parking Structures: The first floor of proposed parking structures (for
developments of 3.0 FAR and higher) shall contain shops, offices or
residences along the street frontage.
(III) Location of Parking Spaces: Parking shall be located at the rear or side
of the principal building(s), or in parking structures, or on -street. On -
street parking spaces adjoining a building site shall be credited toward
the parking requirement of that building, unless at the time of
development approval the subject street is planned for widening and
would eliminate the on -street parking spaces. Chapter 18A, Code of
Miami -Dade County, shall serve as minimum standards for surface
parking lots and their attendant landscape buffers.
(d) Floor Area Ratio: The floor area ratio shall not be less than 0.75 nor exceed
4.0 FAR based on gross lot area as defined herein.

(e) Height: The maximum building height shall not exceed 250 feet.
(f) Open Space: The minimum open space shall be fifteen (15) percent of the
gross lot area. Open space shall be provided outdoors, at grade, and shall
be comprised of at least one of the following: parks, plazas, squares, and
greens. In addition, landscaped areas shall be provided, improved and
maintained with grass, shrubbery, trees, walkways, outdoor recreational
areas, and other landscape elements and features.
(3) Site plan review standards and criteria. The purpose of the site plan is to encourage
logic and imagination in the design process in an attempt to ensure that the proposed
development promotes transit ridership, comfort and safety of pedestrians, and
improves the safety and aesthetics of the surrounding areas. The following site plan
review standards and criteria shall be utilized by the Miami Dade County Department of
Planning and Zoning and by the Board of Miami -Dade County Commissioners in the
consideration of requests for special exception for site plan approvals in the Santa
Clara Rapid Transit Zone:
(a) Compatibility: All development shall be reviewed for its consistency with
the Miami -Dade County Comprehensive Development Master Plan and
Chapter 33, Code of Miami -Dade County, and compatibility with the
Metrorail Compendium of Design Criteria, and the Santa Clara Station
Area Design and Development Plan.
(b) Building location. Building locations shall be reviewed to assure aesthetic
improvement of the surrounding existing, proposed, and anticipated
development and uses and to assure that no visual or other safety
hazards are created in connection with existing, proposed and anticipated
pedestrian and vehicular circulation systems. Continuous blank walls at
street level shall be prohibited, and ground level parking shall be buffered
by landscaping and fenestration or similar details.
(c) Pedestrian open space: pedestrian open space, including but not limited
to plazas, squares, greens, pedestrian promenades and landscaped
areas, should be encouraged to be incorporated into the design of the
development projects. Open space and landscaping should be
incorporated into the design of the development project to encourage
neighbor communication, interaction, and familiarity to relate the structure
design to the site, and to functionally enhance the aesthetics, as well as
the safety considerations, of the project.
(d) Scale: The scale of the development project shall be designed to be
compatible with and improve the surrounding existing, proposed and
anticipated development and uses, and shall consider the existing nature
of the surrounding neighborhood. Architectural elements at street level
shall have human scale, abundant windows, doors and design variations
to create interest for the pedestrian.
(e) Circulation: All development projects should be designed so that the
pedestrian and vehicular circulation system adequately serve the current
and future needs of the project area and are compatible and functional
with the current and future circulation system surrounding the site.
(f) Lighting & Signage: All development projects should be designed with a
coordinated outdoor lighting and signage system that is adequate for and
an integral part of the project that is compatible and harmonious with the
project and designed to improve the surrounding area
(g) Landscape Criteria:
(i) All development projects shall be designed to comply with the
requirements set forth in the Miami -Dade County Landscaping
Ordinance, Chapter 18A, Miami -Dade County Code.
(ii) Landscaping shall be provided to the sidewalk edge.
(h) Buffers: Buffering elements in the form of architectural design and
landscape shall be provided in order to visually screen incompatible uses
and aesthetically improve the surrounding area. Dumpsters shall be
located as not to interfere with visual aesthetics. Planting, berms or other
methods shall be used as a means of minimizing the adverse effect of the
visual impact of parking areas.
(IV) Definitions. Terms used in this section shall take their commonly accepted meaning unless
otherwise defined in Chapter 33 or Chapter 28 of the Code of Miami -Dade County. Terms
requiring interpretation specific to this section are as follows:
(a) Adjoin or Adjoining: A location relationship between a building and street whereby the
building face either touches the street right-of-way line or is located in close proximity to
the street.
(b) Block: A combination of building lots, the perimeter of which abuts streets.
(c) Civic Use: Premises used primarily for public education, cultural performances, gatherings
and displays administered by non-profit cultural, educational, governmental, and religious
organizations.
(d) Green: A public open space, roughly square or rectangular in shape, bounded by streets,
and having only a very small proportion of area paved in the form of pedestrian walkways.
(e) Gross Lot Area: Gross lot area shall include public rights-of-way dedicated at the time of
development, but shall not include previously dedicated rights-of-way.
(f) Open Space: An outdoor, at -grade space accessible to the public all or most of the time,
including parks, plazas, squares, greens, and landscaped pedestrian promenades, but no
streets.
(g) Parking Structure: A multi-level facility used for parking.

(h) Plaza: A public open space defined by building(s) on two or more sides, having a majority
of its area paved, and which typically will contain fountains, public art, lighting, street
furnishings, decorative landscape or similar appointments that invite public attention and
congregation.
(i) Shared Parking: Parking used by more than one use or building.
Q} Square: An open space, roughly square or rectangular in shape, surrounded by streets,
which may include paved areas.

works by EI Greco. Perhaps his favorite place to visit is Italy,
which has become a source of ideas for his Mediterranean -styled
urban designs. Much of what he sees there he incorporates into
the details of his buildings.
On his last trip to Italy in the fall, he toured the coast aboard a
yacht owned by the uncle of his Related Group minority partner
Steve Ross. Traveling with him was his close friend, local First
Union banking chief Carlos Nligoya. "His focus was on the art in
different places, and using that art and architecture in the design
of his projects," says Xligoya. "The amount of details he absorbs
from that standpoint is incredible."
Migoya recalls one incident he saes is "perfect Perez," when the
boat was docked outside the city of Portofino. "One of the thins
we would do is hike everywhere. From the water we wetrt and
climbed up to this castle. We noticed a trail down the backside,
very steep. Jorge decided it was a great time for a swim, that we
had to climb down and swim w ith the locals. No one syanted to �*o,
but he made us." No one else steam in the icy Mediterranean Sea
except Perez, who stripped to his underwear and dove in. "That's
typical of Jorge. He has endless energy. When he gets focused on
something he wants to do. he doesn't let go. He's a pit bull."
Perez's tenacity when it comes to art has
spilled into one of his more active civic roles as a member of the
board of the Miami Art Museum. Besides being a financial contrib-
utor and 1999's co-chair of the annual fund-raising ball. Perez is on
the museum's exhibition committee and its site selection commit-
tee. "Jorge has been a trustee for more than five years," saes MA.I
director Suzanne Delehantv. "He contributes to our annual exhibi-
tion fund, he's supported our ball, he's given us works of art for our
collection. He gave us a Ruben Torres-Llorca from '87 that we're
proud to have in our collection. He's very energetic. and positive,
and has a kind of contagious enthusiasm about him."
It is as a member of MAM's site selection committee, how ever,
that Perez will be making the most noise this year when it comes to
the crossover between the arts and real estate. Perez has been a
prime mover behind the idea that Miami, in order to achieve its
rightful status as a great city. needs a great art museum. The present
structure is way too limited in size. notes Perez, who says he is
willing to donate millions toward building a museum with enou�,
space for a permanent collection. He says a new museum needs t,
be constructed, along with a major science museum. and they need
to be located in downtown's Bicentennial Park on Biscayne Bay.
Unfortunately, that is the very space where the Miami Marlins'
John Henry wants to build his $385 million baseball stadium.
"Putting the baseball stadium there will ruin Miami's water-
front for years to come," concludes Perez, who thinks that Miami
is wav too sports oriented. "Do you want the symbol of Miami to
be a baseball stadium" Museums are a better use of public space.
Art is becoming more and more popular, and the concept of art as
elitist is past. The Metropolitan [Museum of Art] in Nev, York
attracts more people than baseball ever could."
On this issue Perez may have a tougher fight than even the nas-
tiest zoning battle. \ligoya, who is also a member of the Down-
town Dc\elopment Authority, believes the 20 -acre park can hold
the 1.1,'iunt and the museums. "I think there is room for both."
,ars "You are not going to have thousands of people
attendim, a museum on a given day. With a stadium you'll have a
spill over to the museums, and to restaurants and hotels, that will
create a critical mass in the area." -'vligoya also says the issue is
one of funding. He contends it will be easier to tack SIO million
or S I � million onto the stadium project than to raise the money
unilaterally. "Jorge does not agree with me on this," he adds. "but
the great thing is that you can disagree and still be best friends."

Recommendation on Master Plan Development Standards
for the Santa Clara Rapid Transit Zone
REQUEST
In accordance with Chapter 33C -2(D) of the Code of Miami -Dade County, the Miami -Dade
County Rapid Transit Developmental Impact Committee (RTDIC), consisting of municipal and
County representatives. has reviewed the Master Plan Development Standards prepared and
submitted by Santa Clara Apartments, Ltd. for the Santa Clara Rapid Transit Zone. The site
is located within the Rapid Transit Zone and depicted in the attached Exhibit No. 1. The
iviiami-Dade County Deveiopmeniai iinpact Committee Executive Council has reviewed the
standards as submitted and requests approval of these standards as indicated herein. -
RECOMMENDATION
Adoption, by the City of Miami Commission, of the following master plan development
standards for the Santa Clara Rapid Transit Zone station site.
BACKGROUND
The Santa Clara station site contains a total of approximately 3.66 acres and is located in the
City of Miami between NW 20 Street and NW 21 Street and between NW 12 Avenue and NW
13 Avenue. The entire site lies within the Rapid Transit Zone as provided for in Chapter 33C
of the Code of Miami -Dade County. Section 33C-2(D)(9)(d) provides:
Whenever uses -authorized by subparagraph (a) above are proposed within
portions of the Rapid Transit Zone passing through municipalities, the Station
Area Design and Development Program process, a joint municipal -County
program, shall prepare proposed master plan development standards for
such a proposed use. Such proposed master plan development standards
shall be submitted to the appropriate municipality for review and adoption as
the Master Land Use Plan for such uses. Once adopted, said land use plans
shall control all public actions involving or affecting land use or development,
including action on applications for zoning relief...
Santa Clara Apartments, Ltd. prepared and submitted standards similar to those contained
herein. In accordance with the above procedure, the RTDIC held a public meeting on August
16, 2000 to review these standards. Comments from both County and City departmental staff
regarding the site development standards were received and then reviewed by the DIC
Executive Council.
These standards were reviewed with a view toward complementing the surrounding area.
The subject site is primarily designated as Industrial and Office on the Comprehensive

Comments may be submitted during regular office hours from 8:00 a.m. to 5:00 p.m., Monday through Friday.
The amendments will be considered at a Public Hearing to be held at 9:00 am. on Tuesday, February 13, 2001,
during the regularly scheduled Board of County Commissioners meeting in the Commission Chamber located on
the 2nd level of the Stephen P. Clark, 111 N.W. First Street, Miami, Florida.
