RESOLUTION NO.
A RESOLUTION OF THE MIAMI CITY COMMISSION
GRANTING THE REQUEST OF MIAMI-DADE COUNTY
(THE "COUNTY") TO USE A PORTION OF VIRGINIA
KEY PARK (THE "PICNIC AREA"), AND A PORTION
OF THE MIAMI MARINE STADIUM PARKING LOT,
LOCATED AT APPROXIMATELY 3601 RICKENBACKER
CAUSEWAY, MIAMI, FLORIDA, AS TEMPORARY
PARKING FOR THE ERICCSON OPEN TENNIS
TOURNAMENT, TO BE HELD MARCH 21 THROUGH
APRIL 1, 2001, AT CRANDON PARK, KEY BISCAYNE,
FLORIDA, IN EXCHANGE FOR THE CITY'S CONTINUED
USE OF THE STABLES AT TROPICAL PARK; FURTHER
AUTHORIZING THE CITY MANAGER TO EXECUTE A
LETTER OF AGREEMENT WITH MIAMI-DADE COUNTY,
IN A FORM ACCEPTABLE TO THE CITY ATTORNEY,
FOR SAID PURPOSE.
WHEREAS, the City of Miami (the "City") is owner of certain
real property located at 3601 Rickenbacker Causeway, Miami,
Florida, a/k/a Virginia Key Park and Miami Marine Stadium (the
"Property"); and
WHEREAS, the City has determined that the Picnic Area of
Virginia Key Park and a portion of the Miami Marine Stadium
Parking Lot is not required at this time by any of the City's
offices or departments; and
WHEREAS, Miami -Dade County (the "County") wishes to utilize
the Virginia Key Park Picnic Area and Miami Marine Stadium
Parking Lot for temporary parking during the Ericcson Open Tennis

Tournament event to be held March 21 through April 1, 2001 at
Crandon Park, Key Biscayne, Florida, in exchange for the City's
use of the stables at Tropical Park which is owned by the County;
and
WHEREAS, the City Commission has determined that it is in
the best interest of the City to grant the County the right to
use the portions of the Property as temporary parking for the
international tennis event;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The request of Miami -Dade County to use a
portion of Virginia Key Park (the Picnic Area), and a portion of
the Miami Marine Stadium Parking Lot, located at approximately
3601 Rickenbacker Causeway, Miami, Florida, to provide temporary
parking for the Ericcson Open Tennis Tournament, to be held
March 21 through April 1, 2001, at Crandon Park, Key Biscayne,
Florida, in exchange for the City's continued use of the stables
at Tropical Park, is granted.

Section 3. The City Manager is authorizedll to execute a
Letter of Agreement, in a form acceptable to the City Attorney,
with the County for said purpose.
Section 4. This Resolution shall become effective
immediately upon its adoption and signature of the Mayoral

requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.
21 If the Mayor does not sign this Resolution, it shall become effective at
the end of ten calendar days from the date it was passed and adopted.
If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.

Discussion regarding the proposed use by Miami -Dade County of a portion of Virginia Key
Park commonly known as the "Picnic Area" and a portion of the Marine Stadium parking
lot, in connection with the Ericsson Open Tennis Tournament.
BACKGROUND:
The Ericsson Open Tennis Tournament, formally known as the Lipton Tennis Tournament,
is scheduled for March 21, 2001 to April 1, 2001. Miami -Dade County has requested to
utilize a portion of Miami Marine Stadium and a portion of Virginia Key Beach as parking
for event staff and patrons.
As in past years, the City has utilized stables at Tropical Park in Miami -Dade County in
exchange for Miami -Dade County utilizing parking at Virginia Key and the Marine Stadium
for this special event.
Attached is a summary of the justification for granting parking to the County, which shows
that the net effect of leasing the stalls from the City and operating the parking ourselves
would be in the negative.

JUSTIFICATION FOR GRANTING MIAMI—DADE COUNTY PARKING AT VIRGINIA KEY
AND MARINE STADIUM
IN-KIND SERVICES PROVIDED BY MIAMI-DADE COUNTY TO CITY:
I. STABLES AT TROPICAL PARK':
a) 25 STALLS:
County rate = 25 stalls year round @ $300/mo x 365 days
b) 1 TRAILER:
Trailer used by MPD — 40' x 10' = 400 sq. ft.
County rental rate = $10/sq.ft. x 400 sq. ft.
c) 1 PASTURE AREA FOR HORSES:
125'x 80'= 10,000 sq.ft.
County rate = $2.50/sq.ft. x 10,000 sq.ft.
Total In -Kind Services for Stables
$109,000.00

II. VIRGINIA KEY:
a) CLEAN-UP SERVICES PAID BY MIAMI-DADE COUNTY:
Site preparation for 11 day event (includes cost of cleaning crew, overtime,
heavy equipment, landscaping crew, and water meters). $10,000.00

1200 spaces at Park site and 400 spaces at Marine Stadium
Daily Charge per vehicle = $8.00 x 1600 spaces x 11 days $140,800.00
LESS PROJECTED OPERATING EXPENSES: 3 $195,000.00
Estimated Net Revenue (Loss) from Parking Operation ($54,200.00)
Fees are based on approved fee schedule by Parks and Recreation Department, County
Manager's Office, and Board of County Commissioners. City uses a maximum of 25 stalls
during the year, but the monthly number of stalls used varies. County pays water and
electric which is included in its Park budget.
County does not charge for employee parking at Marine Stadium site; their potential gross
revenues for parking would be only $105,600.
Operated expenses are estimates provided by Miami -Dade County and includes bus
service to shuttle individuals to thetennis center. The County does not track this event as a
cost center. Therefore, actual revenue and expenses for this event are not available.
