HomeMy WebLinkAboutR-01-0064J-01-32 1/5/01 RESOLUTION NO. 01— 6 4 A RESOLUTION OF THE MIAMI CITY COMMISSION STRONGLY URGING THE UNITED STATES DEPARTMENT OF JUSTICE/IMMIGRATION AND NATURALIZATION SERVICES ("INS") TO COOPERATE WITH THE CITY OF MIAMI PASSPORT ACCEPTANCE FACILITY IN THE DISTRIBUTION OF FLYERS ON DAYS NATURALIZATION CEREMONIES OCCUR; FURTHER DIRECTING THE CITY CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE OFFICIAL(S) DESIGNATED HEREIN. WHEREAS, Vice President Gore's National Performance Review Initiatives mandated federal agencies to make government service more readily available to the public; and WHEREAS, the U.S. Department of State (Passport Services) initiated a project with Immigration and Naturalization Services ("INS") at nationalization ceremonies in Los Angeles, California, by offering the opportunity to accept passport applications at the conclusion of said ceremonies; and WHEREAS, based on the success of the program in Los Angeles, the City of Miami Passport Agency sought and obtained INS' approval to accept passport applications, which activity began on October 27, 1998; and CITY COMMISSION MEETIIIG OF JAN Ou.luun lvo. 64 WHEREAS, it is the intent of the City of Miami Passport Acceptance Facility to distribute flyers on sidewalks or other rights-of-way in proximity to where the ceremonies occur, which announce that it is providing passport services; and WHEREAS, in the absence of any obstruction on the sidewalk which would impede passers-by right of movement, such freedom of expression by the distribution of the flyers, consistent with First Amendment rights, should be preserved; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA; Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Miami City Commission strongly urges the United States Department of Justice/Immigration and Naturalization Services ("INS") to cooperate with the City of Miami Passport Acceptance Facility in the distribution of flyers on days when swearing in and naturalization ceremonies occur. Section 3. The City Clerk is directed to transmit a copy of this Resolution to the District Director, Robert Willis, Page 2 of 3 01- 64 United States Department of Justice/Immigration and Naturalization Services. Section 3. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.!/ PASSED AND ADOPTED this 25th day of January , 2001.
