A RESOLUTION OF THE MIAMI CITY COMMISSION
ENDORSING THE SUBMISSION OF A GRANT
APPLICATION BY THE MIAMI-DADE COUNTY
DEPARTMENT OF ENVIRONMENTAL RESOURCES
MANAGEMENT ("DERM") TO THE FLORIDA INLAND
NAVIGATION DISTRICT ("FIND") FOR THE
ENVIRONMENTAL RESTORATION OF SPOIL ISLAND
NO. 3, LOCATED ON BISCAYNE BAY EAST OF
MORNINGSIDE PARK, MIAMI, FLORIDA; AUTHORIZING
THE CITY MANAGER TO IDENTIFY AND ALLOCATE
FUNDS FROM THE DEPARTMENT OF PARKS AND
RECREATION OPERATIONAL BUDGET, IN AN ANNUAL
AMOUNT NOT TO EXCEED $1,000, TO ASSIST DERM
WITH THE TRASH PICK-UP COSTS ASSOCIATED WITH
THE MAINTENANCE FOR THE RESTORATION PROJECT;
FURTHER AUTHORIZING THE CITY MANAGER TO
EXECUTE AN AGREEMENT WITH DERM, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID
PURPOSE.
WHEREAS, the City of Miami (the "City") owns Spoil Island
No. 3 which is located on Biscayne Bay east of Morningside Park;
and
WHEREAS, Miami -Dade County coordinates efforts to restore and
enhance the water, biological and aesthetic quality of many spoil
islands along Biscayne Bay; and
WHEREAS, the Florida Inland Navigation District ("FIND") has
assisted Miami -Dade County and the City of Miami in previous years
in completing environmental enhancement projects on three (3)
City -owned islands in North Biscayne Bay; and

WHEREAS, the Miami -Dade County Department of Environmental
Resources Management ("DERM") desires to pursue financial
assistance from FIND and provide the required matching funds to
implement a proposed project for removal of exotic vegetation and
planting of native vegetation on the upland and stabilization of
the shoreline for the environmental enhancement of Spoil Island
No. 3; and
WHEREAS, the City wishes to endorse the submission of a grant
application by DERM for funds for the environmental restoration of
Spoil Island No. 3 and assist DERM with the trash pick-up costs
associated with the maintenance for the restoration project, in an
annual amount not to exceed $1,000, as required by FIND;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY
OF MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the
Preamble to this Resolution are adopted by reference and
incorporated as if fully set forth in this Section.
Section 2. The submission of a grant application by the
Miami -Dade County Department of Environmental Resources Management
("DERM") to the Florida Inland Navigation District ("FIND") for
the environmental restoration of Spoil Island No. 3, which is
located on Biscayne Bay east of Morningside Park, Miami, Florida,
is endorsed.
Section 3. The City Manager is authorized to identify and
allocate funds from the Department of Parks and Recreation
Operational Budge, in an annual amount not to exceed $1,000, to

assist DERM with the trash pick-up costs associated with the
maintenance of the restoration project.
Section 4. The City Manager is further authorizedll to
execute an agreement with DERM, in a form acceptable to the City
Attorney, for said purpose.
Section 5. This Resolution shall become effective
immediately upon its adoption and signature of the Mayor Y

requirements that may be imposed by the City Attorney, including but not
limited to those prescribed by applicable City Charter and Code
provisions.

the end of ten calendar days from the date it was passed and adopted. If
the Mayor vetoes this Resolution, it shall become effective immediately
upon override of the veto by the City Commission.

It is respectfully recommended that the City Commission adopt the attached Resolution
in support of the Miami -Dade County Department of Environmental Resources
Management's (DERM) grant application to the Florida Inland Navigation District
(FIND) for funding assistance to implement the environmental restoration of the City -
owned Spoil Island No. 3 located on Biscayne Bay, east of Morningside Park. The
Resolution further authorizes the City Manager to identify funds in an amount not to
exceed $1,000, on a yearly basis, from the Department of Parks and Recreation
Operational Budget to assist DERM with the trash pick-up costs associated with the
maintenance of the project as required by FIND. In addition, the Resolution authorizes
the City Manager to execute an Agreement, in a form acceptable to the City Attorney, for
said purpose.
BACKGROUND:
Miami -Dade County through the Department of Environmental Resources Management
(DERM) coordinates efforts to restore and enhance the quality of Biscayne Bay by
undertaking the environmental restoration and enhancement of many spoil islands along
the bay.
The Florida Inland Navigation District (FIND) has assisted in previous years, the joint
efforts of the City of Miami and DERM to complete environmental enhancement projects
in three (3) City -owned islands in North Biscayne Bay.
Anew project is now proposed to improve another City -owned island (Spoil Island No.
3) directly east of Morningside Park. The proposed project entails the removal of exotic
vegetation and planting of native vegetation on the upland, as well as the stabilization of
the shoreline. In order to accomplish the implementation of this project, Miami -Dade
County DERM will pursue financial assistance from FIND and provide the required
matching funds.

FIND grants require long term maintenance of their projects for the enjoyment of the
public. Consequently, DERM has a weekly trash pick-up contract, which covers all the
restored islands in North Biscayne Bay. To this end, it is in the City's best interest to
support the funding application and assist DERM with the trash pick -costs associated
with this new project. The City's assistance will only amount to no more than $1,000 a
year from funds to be identified in the Parks and Recreation Department's operational
budget.
It is therefore recommended that the City Commission adopt the attached Resolution in
its entirety.
